Tobias had the legal analysis on the right. His handwriting was cramped and angular, the script of a man who had spent decades taking notes in Warrens tunnels where lighting was bad and time was short. He had identified which specific Guild regulations each contract violated, cross-referenced with the Crown’s Judicial Code, and noted which offenses carried which penalties.

Alvian sat at the head of the table with the contracts themselves. Thirty-seven documents spread in three rows. Each one a separate assassination, intimidation, or suppression order. Each one bearing Guild Magistrate Hollis Thorne’s notary seal. Each one signed by a noble family representative authorizing the action.

’Thirty-seven. That’s the number we have. The actual number is probably three hundred. These are just the contracts the Bloodhounds kept in their spatial rings. How many more did they destroy? How many more did other mercenary companies handle? How many more did Thorne notarize that we’ll never see?’

’Start with what we have. Build the case. Let the case expand when the public scrutiny forces more evidence to surface.’

He picked up the first contract. Duke Gaius Magnus’s signature. The target: Alvian Vance. The fee: 50,000 credits. The notary seal: Hollis Thorne. The authorizing superior: Chief Magistrate Aldric Wren.

’Wren’s name appears on every single one. Not just the Magnus contract. All thirty-seven. He approved every illegal action. He signed off on every assassination. He was either running the operation or so willfully blind that he might as well have been running it.’

Serah looked up from her financial analysis. ”The pattern is clear. Thorne receives an average of eight percent of each contract’s value as a processing fee. Magnus paid 4,000 credits on the 50,000 credit Bloodhound contract. The Varen family paid 1,600 credits on a 20,000 credit intimidation order against a merchant competitor. The Holt family paid 800 credits on a 10,000 credit evidence suppression targeting a Guild investigator.”

”Eight percent. Consistent across all thirty-seven contracts. That’s not corruption. That’s a pricing structure. Thorne had a rate card.” Tobias’s voice was flat. The old scavenger had seen corruption before. He had lost his arm to it. But the systematic nature of this seemed to surprise even him.

’Of course it was systematic. You don’t notarize thirty-seven illegal contracts by accident. You don’t process eight percent of each transaction by coincidence. Thorne ran a business. The business was selling the authority of the Magistrate’s office to whoever could pay.’

’And Wren either knew or didn’t know. If he knew, he was complicit. If he didn’t know, he was incompetent. The tribunal will determine which. Either way, the Judicial Office is finished.’

Alvian set down the Magnus contract and picked up the Varen family’s. The target was a merchant named Dorin Alcott, who had been developing a trade route that would have undercut Varen interests. The contract specified ”intimidation sufficient to dissuade further commercial activity.” The fee was 20,000 credits. The mercenaries contracted were a group called the Grey Vipers, not the Bloodhounds.

’The Grey Vipers. Different mercenary company. Same notary seal. Same authorizing superior. Thorne wasn’t just working with the Bloodhounds. He was the gateway for multiple enforcement outfits. The whole Magistrate system was a front for Crown-sanctioned violence against commercial and political competitors.’

”The Varen contract uses different mercenaries,” Alvian said. ”Grey Vipers. Based out of the eastern border. The Bloodhound contract we recovered was just one network. There are others.”

Serah pulled up a map on her circuitry pad. ”I’ve been tracking the credit flows through intermediary accounts. The credits from the Varen family went through a holding company called Castellan Logistics. That’s the fourth family. The Castellans aren’t just clients. They’re laundering the payments for the other three.”

’Four noble families. Magnus. Varen. Holt. Castellan. Each one a client. Castellan also a facilitator. Thorne the notary. Wren the authorizing superior. A complete vertical integration of corruption.’

’This isn’t a scandal. This is an industry.’

Alvian stood and walked to the window. The thirteenth level’s perpetual twilight was unchanged. People moved through the streets below, carrying their daily lives in a world that had been systematically rigged against them. None of them knew that the Magistrate who was supposed to protect them had been selling assassination orders to their oppressors.

’But they’ll know. Soon. The evidence goes to the Guild Council. The Council session is public. The extranet feeds will broadcast every contract, every signature, every financial trace. The Crown can’t suppress it because three Guilds have already withdrawn cooperation. The Crown-loyal Guilds can’t dismiss it because the documentation is undeniable.’

’The political trap isn’t just about Wren and Thorne. It’s about the system that produced them. If the Judicial Office is corrupt, every conviction it oversaw is questionable. Every arrest it authorized is suspect. Every sentence it imposed is potentially illegitimate. The entire Crown judicial apparatus comes under review.’

’That’s the real target. Not the individuals. The system.’

”The package needs three components,” Alvian said, turning back to the table. ”The contracts themselves. The financial records showing the payment flows. And the correspondence between Thorne and the noble families establishing the pattern.”

Serah nodded. ”I have the financial records organized by family. Each family gets a separate appendix. The cross-family patterns, the Castellan Logistics laundering, the eight percent rate, that goes in the executive summary.”

Tobias tapped his legal analysis. ”I have the regulatory violations mapped. Each contract violates between three and seven specific Guild regulations, plus additional Crown Judicial Code provisions. The penalties range from fines to Essence suppression to life imprisonment depending on severity. I’ve organized by severity, highest to lowest.”

”Good. The contracts go in chronological order. Earliest to most recent. Shows the pattern developing over time. Starts as occasional. Becomes systematic. Ends with the Magnus contract against me, which was the one that finally got someone killed.”

’Duke Gaius Magnus died because he thought the system would protect him. He thought the notary seal made his assassination order legal. He thought the Crown’s authority insulated him from consequences. He was wrong. The system didn’t protect him. The system just delayed his consequences by a few weeks.’

’Now the system itself is on trial.’

---

Three hours later, the package was complete.

Three leather binders. One for the contracts. One for the financial records. One for the legal analysis. Each one cross-referenced with the others. Each one capable of standing alone as evidence but together forming an airtight case.

[DING!]

[Evidence compilation complete]

[Contracts documented: 37]

[Noble families implicated: 4 (Magnus, Varen, Holt, Castellan)]

[Magistrate officials implicated: 2 (Thorne, Wren)]

[Total violations cited: 168]

[Financial transactions traced: 312]

[Estimated total credits involved: 1.2 million over 6 years]

[Assessment: Case is comprehensive. Documentation is undeniable. Political impact will be significant.]

Alvian looked at the three binders. Six years of corruption, documented in three leather folders. Six years of nobles paying the Magistrate to notarize their violence. Six years of commoners dying because the system meant to protect them was for sale.

’One point two million credits. That’s how much it cost to subvert the Magistrate’s office for six years. The entire judicial infrastructure of the Crown, corrupted for less than what a single major Guild earns in a quarter. Cheap. That’s how cheap we all were to them.’

’Not anymore.’

The communication crystal on the table pulsed. Elara Thorn’s voice, transmitted through the mesh network they had just deployed. The connection was clear. No static. No interference. The five hundred crystals were already doing their job.

”Thorn here. The Consortium is ready to receive the evidence package. I’ll present it to the Council myself. Public session. Three days from now. Every Guildmaster present. Every extranet feed watching.”

”Understood. The package will be delivered tonight. Tobias handles the handoff. The Consortium’s tunnel from the fourteenth level to the Academy sub-basement, midnight.”

”I’ll have people waiting. One more thing. The Crown-loyal Guilds have been making noise about procedural concerns. Questioning whether the evidence was obtained legally. Suggesting it might be inadmissible.”

’Procedural concerns. Of course. The Crown’s defense isn’t denial. It’s jurisdictional challenge. They can’t argue the evidence is fake, so they’ll argue it was obtained improperly. The Magnus Estate raid, the Bloodhound spatial rings, all of it was technically illegal under Crown law. They’ll try to exclude the evidence on procedural grounds.’

’But Guild tribunals have different standards. The Guilds have historically accepted evidence obtained through unconventional means when the corruption being exposed is severe enough. The doctrine is called necessity. When the system itself is corrupt, the system’s rules about evidence collection don’t apply.’

’Thorn knows this. She’s been waiting for this tribunal for years.’

”The evidence was obtained during the Magnus Estate engagement,” Alvian said. ”The estate belonged to a man who had just signed an assassination contract against me. The Bloodhound spatial rings were recovered from the battlefield where they tried to kill me. Self-defense recovery. Standard Guild doctrine.”

”I know. I’m just telling you what they’ll argue. The Crown’s legal team has been preparing procedural challenges for weeks. They’ll try to get the evidence excluded before it’s even presented.”
