Chapter 193: Chapter 124: Legion Overhaul (Part 2)

”Yes, this time I went out with the Old City Lord and saw the rise of many nations. The Ancient God’s Favored will walk on Xia, establishing kingdoms in this world. They won’t let order rule Xia again.”

Baiyi fiddled with the ring on his index finger and said, ”I need elites.”

Sabo remained silent for a long time, about thirty seconds, before he said, ”I understand, but my friend, the elites you’re talking about are not suitable for the regular army.

And the laws of Dongwu City need some amendments. The cost of crime needs to be higher. For example, change a prison sentence to mining, and a mining sentence to the death penalty, and I need more death penalties.”

Baiyi thought of something and asked, ”Transformation?”

”Yes, the Evil God is quite suitable for weaponizing war machines. This is the quickest way to form combat power. We just need to freeze them before they go berserk, and before the war starts, have them fight at the forefront. Then victory will ultimately belong to us.” Sabo said calmly, ”But it’s very cruel.”

Baiyi was silent for a moment, thinking that even criminals have families. Executing those guilty of heinous crimes is fine, as it’s their own doing, but making the laws harsher isn’t good.

Moreover, in the matter of crime, it’s more about the Transcendents. Using them as bio-weapons might tarnish the reputation of Dongwu City.

Currently, the reputation of Dongwu City is quite good, after all, Sabo doesn’t target the masses but only the rich. When the wealthy businessmen are exploited, the lower-class Transcendents clap and cheer.

”Sabo, have you ever thought that Dongwu City is ours?”

”The laws of Dongwu City cannot be touched, but regarding the transformation you mentioned, I do have some thoughts. As for bio-weapons... once the war begins, let’s sustain the war with war itself. You can transform the enemy forces at will; they have been mentally corrupted by the Ancient Gods and are not entitled to human rights.”

Baiyi continued, ”Recruit from the civilian population. I need an Alchemist team, and all metrics for the legion will follow the Federation’s highest standards. We now have no shortage of funds and should develop welfare. We need to make the slots for the three legions highly sought after, so they would scramble to join.”

”Also, some army slots can be allocated to the schools to motivate our students.”

”Additionally, issue a notice that one-tenth of the soldiers in the legion can become an ace team, equipped with the best weapons and resources available to the entire legion.

And form a new legion, thirty thousand strong, recruited only from the military. Anyone who feels their potential cannot progress any further but still wants to remain in the legion can apply for this unit’s interview.

Announce that I have mastered many non-side-effect Alchemy Transformation techniques, which can let them rise to the top instantly.”

”And every six months, implement a last-place elimination mechanism. The last thousand people based on age, battle merits, level, and potential will engage in civilian arena battles. Those who win stay in their respective legions, and those who lose directly step down. We only want victors and the strong.”

Baiyi laid out his ideas, ”Finally, install surveillance everywhere. Wherever there’s competition, there can be filth. Try to minimize the chance of such filth occurring.”

After speaking, Baiyi looked at Sabo, ”Do you have anything to add?”

”You’re a genius, my friend,” Sabo asked with a smile, ”Should we charge tickets for the arena battles?”

Baiyi: ...

”You go and arrange these things first. In terms of finance, make sure that even if war breaks out, income must balance with expenses.” He said, hanging up the phone.

In his eyes was a contemplative look; a Modified Legion and a Special Forces Legion were both needed.

Just like Sabo said, transformations are the easiest way to produce combat power. The Evil God’s transformations are extremely cruel and require no resources.

However, healthy transformations are relatively expensive. For example, transforming a Bronze Level Warrior by Baiyi would give them Silver Level combat power.

Flesh Transformations are manageable, as they have lesser potential and are considered a more civilian form of transformation, with each costing about a thousand Gold Coins in materials.

High-end mechanical transformations, such as Bone Dragon modifications, directly cost millions, and Dongwu City’s soldiers do not need such high-end modifications; a Silver Level combat mechanical arm can cost several thousand Gold Coins apiece, plus other modifications.

A fully modified Mechanical Warrior can cost nearly ten thousand Gold Coins in materials, equivalent to the cost of an Intercontinental Missile.

But humans are not as stiff as missiles; the value they can bring is very high.

Moreover, once war breaks out, high-end combat forces will definitely focus only on the enemy’s high-end forces.

The low-end battlefield still plays a crucial role.

Otherwise, if Dongwu City is lost, what a significant loss that would be?

Therefore, considering Dongwu City’s current financial resources and Baiyi’s energy, ten thousand Mechanical Warriors and twenty thousand flesh-type warriors are already at the limit.

Because, following the most top-tier ace unit standards of the Federation, the legion’s welfare can indeed attract the masses and adventurers to flock to the legion.

But the salary of this 180,000-strong army, the exchange system for battle merits, and the maintenance of various facilities are expenses that other cities cannot bear.

What this brings, however, is Dongwu City directly becoming the strongest military power in the entire Federation.

There’s no doubt about this, after all, Baiyi’s goal is for the ace units to be able to hunt Gold.

If it weren’t for Sabo, Dongwu City simply couldn’t afford such a luxurious legion.
