Seizing the BOSS Template at the Start

Lotte Zhengquan sat in his seat, his sharp gaze directed at Baiyi. Like most Elves, he is a family founder, possessing more acumen compared to those hereditary patriarchs.

In the families of the Xiya Continent, they generally use the founder’s name as the family surname, so this Golden Upper Tier’s name is called Lotte.

Behind him, Aisha could hardly hide her curiosity as she looked at Baiyi. Thirty minutes ago, she distinctly sensed a fluctuation in her destiny, which had been as calm as a still pond but now brimmed with vitality once again.

This signified a tremendous opportunity for her, and the source of this opportunity is this council meeting.

”Young one, you may continue,” Lotte Zhengquan said calmly.

Baiyi smiled, ”Alright, no one else is coming now. This meeting is mainly to have a few proposals approved by the council.”

His fingers unconsciously touched the long-overlooked Ring of Protection on his index finger. This item was nearing its end, and he intended to give it to Luoning later.

For once his evil thoughts complete their transformation, his combat power would closely approach the Golden Upper Tier. In the Dawn, few could kill him quickly.

And once the battle draws out, the Federation’s support speed would plunge the enemy into despair.

”The development of Dongwu City is evident to everyone, but I don’t want the Federation’s Law Enforcement Team to detain my people there without clear violations of the law,” Baiyi said with a smile.

”Dongwu City has its own Law Enforcement Team and its laws. We handle what we can, and for what we can’t, we’ll seek assistance from the Capital City. How does that sound to you?”

”You mean that Finance Officer, right? You should know what he did. In this era, no one can trade with the enemy poised to destroy us,” said Dili He’Er, the only Elf legislator present today.

Elves detest the Abyss, whether the gods are in the world or not. They abhor the Abyss, so he could never agree to any city conducting business with it.

Baiyi replied with a smile, ”But when my Finance Officer established relations with the Abyss, the law only forbade Abyssal sacrifices, not transactions. Plus, my Finance Officer resolved a Mutated Zone without the loss of a single soldier. What crime has he committed?”

Dili paused, clear annoyance in his eyes, as did the other legislators.

After all, the Evil Gods, Abyss, Ancient Gods, and Hell are inherently evil places. Using their power is forbidden, let alone doing business with them.

But indeed, Federation law did not explicitly state this, as no one expected anyone to trade with the Abyss and get caught.

”The Capital City’s Law Enforcement Team’s duty is to uphold the Federation’s laws. Border Cities also belong to the Dawn Federation. There’s no room for discussion here,” Patriarch Kaina stated calmly.

Baiyi’s smile returned, ”Gentlemen, perhaps I wasn’t clear. What I mean is, without violating Federation law, do not misconstrue my intentions.

I am not advocating doing business with the Abyss. I am just against someone arbitrarily detaining my people without presenting relevant regulations. Even if my people violated the law, it should fall upon me to judge. Does the City Lord of a Border City lack even this right?”

The legislators looked around at each other, acknowledging that the request was not unreasonable. Their strong reaction was largely due to Sabo’s unfortunate slip-up, captured and spread online by an unknown source.

The council maintained zero tolerance for such matters, leading to this somewhat awkward situation.

Even Sabo himself couldn’t guess who was responsible since he had many adversaries.

”Agreed.”

Following Heidinger’s smiling lead in voting, the other legislators had no objections, and this proposal was easily approved.

These matters, after all, were tacitly understood, and now this understanding would be codified into law.

Baiyi smiled and said, ”Thank you for your support. Next, let’s discuss the Marvels. The Marvels have been gone for almost half a year, but I have information that they will descend upon the Xiya again in two months, numbering in the millions.”

Seeing the different expressions on the legislators’ faces, Baiyi continued, ”This time, thirty cities will serve as their revival points, and I believe you’ve studied the characteristics of the Marvels quite thoroughly.”

”However, I must remind you that the Marvels are not entirely trustworthy. Anyone can assign them tasks, yet they are reliable during task assignment.”

”You may convene with the City Lords of Zhong City for a deeper exploration of the Marvels. They can be used for exploring dangerous lands or during high-casualty wars, as long as they accept the missions, they are the best soldiers.”

”The Marvels are a double-edged sword: wield it well, and nothing will stand in your path; misuse it, and harm yourself. After the meeting, I will prepare a handbook on the use of the Marvels for the council, which you can share among the City Lords.”

Baiyi looked at the legislators. They were researching the Marvels and had preliminary methods for their utilization, albeit imperfect.

Seeing no opposition, Baiyi continued, ”Next, I require a Life Priest of at least the Golden Lower Tier to establish the Life Church in Dongwu City.”

”According to Federation law, members of the Legislator Clan cannot reside in Border Cities. Young man, you like to talk about the law. What does it say about this?” Lotte asked with interest.
