Litany of Winter

Five days before they were due to leave for Gravewatch, the Nine were sent back to the archive.

No open stacks waited for them this time. Four packets had been placed along the long reading table, each tied in gray cord and marked with a year. A senior archivist stood at the head of the table with a ledger open beside him.

”You may read what’s in front of you,” he said. ”Just make sure nothing leaves this room, and keep each packet together.”

He looked over the nine of them once, then added, ”These are Gravewatch records.”

The chairs stopped shifting as Severin sat between Martin and Paul. The packet in front of them was more than twenty years old, thick enough that the cord had left a groove in the cover. Its first page carried seven names under CANDIDATES PRESENTED FOR PACT.

He had seen the figures before: recent cohorts averaged roughly one survivor for every six attempts, and on Neumann’s board the number had been blunt enough. Seven names on a page made it different.

The first two candidates had died during rejection, and the third survived. Severin turned the page and continued down the roster, where four names remained. Three were marked dead during rejection or shortly after removal from the chamber; beside the last, the attending healer had recorded that breathing could not be restored. One survivor from seven.

Martin stopped leaning back in his chair.

The medical summaries were short. Most had been written in the same hand, with times entered beside the failures. Severin kept reading because the names meant nothing to him yet.

Farther into the packet, the papers changed. One family notice had been copied for the file, while another page recorded clothing and personal effects returned to a mother in Northmark. A burial payment had been approved for a candidate who was nineteen.

Severin checked the roster again. Nineteen.

The dead man’s entry held nothing about courage, fear or what he had said before walking into the chamber. It listed his boots, coat, six copper, one brass religious token and a folded letter sealed among his effects.

Severin moved the page across to Paul, who read it without comment.

The sole survivor had later sheets attached behind the medical record. One recorded reassignment after recovery, and several years later another listed promotion to Warden. More service entries followed before a final addition, written by a different hand, noted his death during an operation in the eastern districts.

No account of that operation had been included, and the archivist called for the packets to move clockwise.

A thinner file reached Severin next, its first page listing eight candidates, all with death notations beside their names. He checked the last column anyway.

The paperwork looked much the same, with the same columns completed and the same signatures at the bottom. The final candidate had died before dawn. Afterward, the medical forms were closed and someone ruled a line beneath the last entry, writing COHORT CLOSED.

By the time the zero-survivor packet reached Thomas two seats down, he held it long enough that Paul had to remind him to pass it on.

The third packet held nine names, and two had survived.

One had remained in field service for almost eleven years before repeated use of his gift left him unable to work safely for more than short periods. His request for reassignment was approved, and he was moved into records work within the Order.

Severin turned another page expecting the record to end there. It continued for twelve more years.

His career advanced more slowly after that. He remained in records work for most of the next twelve years, eventually supervising records for field operations. He died at fifty-three from an illness unrelated to Gravewatch.

Madeleine drew the page toward herself. ”So he just stayed?”

The archivist looked up from his ledger. ”He asked to be reassigned, not released. The Order still had work he could do.”

Madeleine read the final entry again and passed it on.

That cohort’s second survivor had spent most of her service as a Warden, but the selected record ended there. No one asked for more.

The last packet was the newest of the four, with ten candidates entered for Gravewatch in that cohort, more than in any of the others. Three survived.

Severin counted again because he thought he had missed a death notation. He had not.

Martin noticed what he was doing. ”Better cohort.”

”Looks like it.”

Across the table, Thomas said, ”Or just a lucky one.”

Nobody answered him.

One of the three survivors had died four years later from a winter lung infection while assigned to Kronvaal. Another had eventually been promoted to Warden and later reassigned to training duty, where she instructed new Initiates. The third remained in active field service when the selected record ended.

Three survivors out of ten was better than the other packets. It still left seven families receiving paperwork.

The archivist collected that file and replaced it with a single slim folder that had not been part of the rotation.

”This one is separate,” he said.

He opened it before handing it to Anna, and there was no medical record inside.

More than thirty years earlier, a candidate had signed the declaration on the first page. Severin watched it move from Anna to Andreas, then to Johann. Each of them spent longer on the first page than the last, so by the time it reached him, he knew something in the file was different.

The candidate had withdrawn. Beneath the signature, a clerk had recorded that the decision was made the day before departure for Gravewatch, and that refusal ended eligibility for the pact without barring continued service with the Order.

Severin read that sentence twice. There was no disciplinary notation beneath it.

The next sheet reassigned the former Initiate to records work.

Behind it were training certifications and annual service entries. Promotion notices appeared farther into the file. The man had spent more than three decades in the archive system. He eventually became a senior archivist elsewhere in the Order and retired with full service standing.

Severin checked the first page again: WITHDREW BEFORE PACT ATTEMPT.

Nothing beneath it accused him of cowardice or listed him as unreliable. The later paperwork was as ordinary as the rest.

Martin took the folder and read farther into it.

”If he never got a mark, couldn’t he have just left?”

The archivist shook his head. ”He could have applied for release. He chose records work instead.”

Martin looked toward Thomas, but Thomas was still staring at the zero-survivor packet waiting beside the ledger.

When the refusal file reached the far end of the table, the archivist took it back and placed it on top of the four cohort packets.

Thomas spoke before he could retie them. ”How many were in that cohort?”

”Eight.”

”And you sent another group after them.”

”Yes.”

Thomas looked at him. ”Why?”

”Because stopping Gravewatch wouldn’t have stopped what we were sending Wardens against. There were still things unmarked teams couldn’t handle.”

Thomas pointed at the closed packet. ”Eight people died. Why wasn’t that enough to make you stop and find another way?”

The archivist did not answer immediately.

”We changed things after that,” he said. ”We became stricter about who was sent and gave the healers more support. Parts of the procedure were revised whenever something proved safer. It still didn’t make the results predictable.”

”After all these centuries, you still haven’t found a safe way?”

”Nothing reliable. Whatever Vhazroth looks for in a candidate, we haven’t found a way to measure it.”

”So it decides who lives?”

”As far as we know.”

Nothing followed the answer.

The archivist continued. ”Marked members have survived places unmarked teams couldn’t enter. They’ve stopped threats that could have brought parts of the Empire to ruin. That is why the Gravewatch ceremony continues.”

”It’s always the same answer with you people.”

The archivist closed the ledger. ”You asked why the ceremony continued. Because, ugly as it is, the people who survive Gravewatch save more lives than Gravewatch takes.”

Thomas looked at the closed packet. ”I suppose that’s your answer.”

That ended it, and no one spoke.

The packets went back around once more, this time without instructions. Severin stopped looking at the mortality columns and read what came afterward.

A mother signed for a coat and two shirts. A candidate’s unpaid stipend went to a younger brother. One survivor spent seventeen years in service before an ordinary illness killed him. Another lasted six months in the field before the cost of his gift pushed him into work that did not require using it.

None of it helped him figure out which kind of record he was going to become.

Those figures from Neumann’s briefing had seemed like something he could hold at a distance. One in six was bad enough, worse than most jobs he had taken in Blackhaven, though some of those had tried hard enough to kill him.

Records made the number harder to use. One group had lost everyone while the newest kept three, and the withdrawal file complicated it further because that man had spent most of his life inside the Order.

Severin had expected the archive to make Gravewatch simpler. He had wanted the Order to be lying about the choice, or the odds to be bad enough that attempting it was obviously stupid. Instead, the files gave him nothing that clean.

Paul was still holding the page about the nineteen-year-old when the archivist came around to collect the last packet.

”You finished?”

Paul nodded and handed it over.

Martin had said almost nothing for the past half hour. When the archivist reached him, he pushed his chair back and rubbed both palms over his trousers.

”That all we get?”

”For today.”

Martin looked at the tied packets. ”Right.”

No joke followed as the archivist carried the files to the side desk and untied each one again.

He checked the first packet page by page against its contents list, marking the ledger as he went. Severin watched him count the medical sheets, family notices, service records and attached copies. It took longer than Severin expected.

Nobody was dismissed until every page had been accounted for.

The withdrawal file came last. Its candidate declaration was checked first, followed by the reassignment order. The archivist worked through the later service pages before squaring the edges against the desk and retying the cord.

Only then did he close the ledger, and all nine stood.

The archivist took the four cohort packets first and carried them to the shelves behind his desk. He returned each packet to its marked space and checked the labels against the ledger. Once the four were shelved, he went back for the thinner refusal file.

He shelved that one with the others and shut the cabinet door.
