Ember Legion

The second day after Broken-Tooth died, the stove shed lit its fire again.

The cook was a young mess soldier now, half a year learning the ladle under Zhao Tieshuan, and the porridge was on before dawn. First bowl went up to the pier, same as ever. Zhao Tieshuan’s pot got scrubbed three times; the black crust welded to its bottom wouldn’t come off, so the man quit scrubbing. Kept it. The porridge ran thinner than usual—beans counted out by the handful. The grain ledger had shrunk, and the pot knew it first. Nobody said the cook’s name. Nobody had to.

Men coming off watch took a bowl each and squatted along the gap. Nobody talked. Just bowls knocking teeth. One drank too fast, burned his mouth, said nothing. There was porridge in the pot. The man who made it was gone. The porridge wasn’t.

Chen Jin’s hand shook three times taking the bowl, and the third shake spilled a thin line. He switched hands, drained it, and held the empty bottom up to the light for a breath.

Wen Heng came to change the dressing and caught the dried line where it had landed. She didn’t mention it. She unwrapped the bandage on his ribs—the bruise three days old now, gone black-green—repacked it, wrapped it fresh, then lifted his trembling hand, held it out flat, watched it one breath, and had him hold out the other. She opened the little book and wrote one line: day one of paying it back.

”How many days?”

”Until your hands stop shaking.” She closed the book, snapped the case. Her own two hands didn’t shake at all. ”I keep the account. You just pay.”

At noon, the defense council, the old customs house. Same long table as ever; the corner still carried the tea ring from the day the grain requisition was signed.

Wen Heng reported first. Eleven dead—eleven blank lines in the roster. Three in bad shape, seventeen walking. Da Liu, left arm gone below the elbow, awake, and last night he’d stacked sixty magazines one-handed, row after row, straight. The roster lay open on the long table, the empty lines running down in a column; the blank paper pulled the eye harder than the written. She laid each number down separately, closed the book, and nobody picked anything up.

Zhou Zhengting reported second. Three ledgers stacked on the table, edges furred from turning. Grain, rationed tight: nine days. The fleet, counted from the day they committed to it: ten. Copper: eighteen.

”The day of margin in the middle—still on paper only.” He closed the grain ledger and flattened his hand on it. ”The night of the famine, this book held thirty days. Twenty-one days since, fighting the whole way. The book didn’t lose a day. It didn’t save one either.”

He let it sit a beat.

”The part that got saved is written in the roster.”

Then Bi Chengzhang. He read the commendation first, slow, one clause at a time: one giant-class bioform destroyed; the garrison at the sluice held without breaking; the reloading crews worked through the night; the committee had voted a commendation, notice posted today. At held without breaking, his eyes came up and swept the table. When it was done, the silk-vested councilman led the applause. It didn’t run long, and it stopped all together, neat.

Then he turned the page: East Sluice had taught lessons, and the lessons went deep.

”Placing all twenty-four mobile troops on the berth line was a judgment made for the whole. Had anything stirred in the harbor, the evacuation channel couldn’t have been left unguarded. It was a necessary deployment—strategic redeployment.” He paused. ”As for the error in the weight of the dispositions, the lesson will be recorded and the account will be settled. Men fell, and the account goes under the word ’misjudgment.’ The misjudgment was not on the committee’s side of the table.”

Zhou Zhengting laid his master ledger open across half the table.

”’Misjudgment’ is an easy word to remember.” He turned the pages one at a time. ”But every order in this book carries a number, a countersignature, a councilman’s thumbprint. I’d ask Councilor Bi, here in front of everyone, to circle the two orders that count as ’strategy’—and circle the ones that count as ’misjudgment.’ Then I’ll know how to note them down.”

Bi Chengzhang didn’t look at the ledger.

”Your books are always in good order, Commander Zhou.” A beat. ”Next item.”

The next item was reorganization. The committee’s proposal: all city-defense units under unified command for the duration. One seat created—general commander of the city’s defense—authority over the garrison, the Ember Guard, and the work crews. The man for the seat: Chen Jin.

The silk-vested man seconded it with three reasons, and the reasons came out full: first, at East Sluice the man on the spot made the call that killed the beast; second, garrison, Ember Guard, and work crews already moved as one—what they lacked was the name for it; third, as to the choice, every eye pointed the same way. Full, all three—full the way a recitation is full. The vote: unanimous.

The customs house clock had stopped; nobody had wound it in weeks. In that pocket of quiet the vote carried clean.

The new seal was bronze, one size bigger than Zhou Zhengting’s command seal. Characters cut deep, edges sharp, tool-marks not yet ground out—rushed overnight. Bi Chengzhang handed it across with both hands, level.

”The commander’s seal. Cut last night.” He said, ”First time this council has done a presentation by the book. Commander Chen—every transfer order in this city’s defense, from here on, is a responsibility set down in writing.”

Chen Jin took it and weighed it. Heavier than the command seal. He thought of his own: an oil-paper packet, a dog-eared roster, a brass seal, no ink pad anywhere, and the pledge sealed with a thumb pressed into red sealing wax. This one the committee had rushed overnight, and the ceremony was by the book. The seals got better carved. The breach stayed the breach.

”I’ll take the seal.” He said, ”On one condition. The next time the wall loses people—if the word ’redeploy’ reaches me, I’ll bring the man the roster and read it out, page by page. The ones we lost didn’t redeploy. They died for this city. Those eleven empty lines—not one of them, underneath, says strategy.”

The room went quiet for one breath. The silk-vested man’s hand had come halfway up; it stopped in the air. Outside, the tide rose a line and fell back.

Bi Chengzhang smiled.

”Good.” He said. ”The commander’s first day, and he has rules already.”

The meeting broke. The crowd filed out and left cups scattered down the table, half rings of tea at the bottoms. Old Lu from the storehouses came in to collect them, one at a time, stacked square. At the last cup he lifted the lid and set it back, set it back and lifted it again—and caught his own hand on the third. He carried the stack out without a sound.

The roster business, Chen Jin handled on the pier.

In Lei Changgeng’s book, the squad-leader line had been blank since the day the roster lay open for the tallying. The stand-in—these days at the sluice he was the one leading the punch work, seams wedged shut with rifle butts, and his stretch at the pier’s back had never broken. Chen Jin held the book out, and the pen with it.

”Fill it in.”

The stand-in wiped his palms on his trousers, took the pen, studied it two breaths, cleaned the nib on his shoe, and wrote into the squad-leader line, stroke by stroke: Song Laixi. His own hand. Fewer strokes to a character than Lei Changgeng had ever spent.

”That line’s been empty too long,” Chen Jin said.

Only after it was out did he hear it. While Lei Changgeng held the book, the line was never empty. It went empty the night he went under. A name is easy to write. The man under it has to grow into the line.

Song Laixi didn’t hand the book back. He turned through it from the front, line by line, slow to the last page. Then he picked the signal mallet up off the stone block—handle worn bright, the wood furred where the sea air had worked in—took a strip of cloth from inside his jacket, wound the grip round by round, tucked the end, and weighed it. Heavier than he remembered. He didn’t say so. He set it back on the stone, grip turned toward the seat he kept.

”The hammer’s still here.” He said. ”The wall’s going to want its voice again, one day.”

Chen Jin didn’t answer. The panel sat in his pocket, pressing his leg, unopened all day. The new rifle rode his back, not one round through it. Fifteen hundred and seven sat on the books. No hurry to look.

At dusk the gate patrol came back: no more howling from behind the flats. The swarm had scattered past finding. The husks on the shoal lay where they were, nobody touching them, drifted three deep; wind moved and shell knocked on shell. The pile had stopped moving. That was new. The high ground stood empty, grass standing straight on it.

”Scattered?” Zhou Zhengting made a mark in his ledger, then looked up.

”Clean gone.” The soldier’s shoe uppers were caked flat with mud. He thought, and added one thing: ”Like something out there lost its king.”

The council ran late. When Chen Jin came down the stairs, Bi Chengzhang stood at the door, wool coat, hands up his sleeves. Two men on the steps, no one else—and the lane Bi Chengzhang opened for him ran square at the notice on the wall, paste not yet dry, four corners lifting and settling in the evening wind.

”Commander Chen.”

”Councilor Bi.”

”Your second book.” Bi Chengzhang said. ”The thread-bound one, the one with forty-seven hands in it. Have a copy made and send it to the port authority. The committee is building a register for the whole city. Wartime population, one line per person.”

”A city register is a good thing.”

”It’s a good thing.” Bi Chengzhang nodded and stepped aside to let the lane open. ”The sooner the better.”

Chen Jin went down the steps. Night wind came in off the sea and rattled the notice against the wall. He thought of the binding thread in that booklet—Xiaosui’s work, skipped twice on purpose.

Too even. Like something made in an office.

The copy would come out even neater.
