Ember Legion

First morning of the curfew, the porridge line in the shelter district opened earlier than usual. Not anybody’s mercy—the porridge sheds’ fires had never gone out overnight. The fire-keepers said they couldn’t sleep; might as well cook.

On the open ground before the granary a long table had gone up: registers, ink, a brass seal. Two enforcement men arrived first, white CONTROL stitched on their armbands, hanging the registration placards off the table legs. The queue ran from the granary door clear to the well. Nobody talked. The line was all coughing, and children sniffling.

New notices on the wall, paste not yet dry: curfew hours, registration items, penalty clauses, item by item, signed with a brass seal nobody had ever seen. A man stared a long time at the words treated as collaboration, then turned and asked the man beside him: ”So we register. Do we get grain?”

”No.”

”Then what’s registering for?”

”No grain,” the man beside him said, voice dropping lower, ”to count heads.”

Xiaosui was in the queue too. She was carrying a neighbor auntie’s residency tag today—the auntie’s leg was hurt, laid up in the casualty shed, couldn’t come. The name had to be carried in person.

Mid-morning, a man arrived.

Everybody in this port wore dust. Not him: a wool overcoat pressed flat, shoes polished to a mirror, and he’d walked all the way from the orbital port without a speck of mud on them. Four enforcement men behind him, and behind them two clerks hugging ledgers.

”Bi Chengzhang.” He announced himself, voice not loud, every word round. ”Special Envoy of the Council. Chairman of the Provisional Control Committee.”

He swept a glance across the porridge sheds—a few pots, a few fires, how many chimneys. Not much looked; a lot counted. Then he nodded to the queue, smile in good repair. ”Hardships. You’ve all had hardships. The Council has not forgotten Linyuan.”

Nobody in the line answered. One old lady actually nodded and got out half of ”that’s good, then” before her son pressed her down. Bi Chengzhang paused half a beat, swallowed the rest of the sentence, and raised a hand to begin.

The register opened on three items: people, registered. Grain, counted. Labor, levied.

”The patrol fleet arrives within days,” Bi Chengzhang said. ”The port will build a special berth. Two hundred laborers levied, rotating shifts, meals provided. Tearing out old hulls, laying foundations—hauling work. Strong backs first. The day the fleet docks is the day of your relief.”

Meals provided—he bit each word clean off. Hot food on the site, every meal, drawn from the materiel warehouse. The warehouse had been sealed two days ago, same brass seal on the strip. Whoever fed you, fed you out of his own hand. The lettered men in the queue worked that through. So did the unlettered.

Someone asked: ”Relief? Relief to where?”

Bi Chengzhang let the question lie. The clerk opened the Labor Levy Registry and read names down the columns. At each name an enforcement man tied a white slip on. An old man felt the slip on his arm. ”Does this thing count as food?” Nobody answered. He answered himself: ”Be good if it counted as food. Be good if it did.” And he lowered his own head.

It was the words Works Unit that brought Chen Jin forward.

The registration point wanted the guns: all armed personnel, weapons and ammunition to be listed and stored centrally, to avoid confusion.

”The guns are on the wall,” Chen Jin said. ”Listing them, fine. Taking them, no.”

Bi Chengzhang offered sugar first: ”The Ember Guard’s defense of the wall is on record, entered in the minutes. When things settle, the Council rewards merit. Every man’s share.”

”The dead ones never collected theirs,” Chen Jin said.

Bi Chengzhang didn’t take offense. He drew a sheet from the clerk’s hand and pushed it across, and only now looked Chen Jin full in the face—him, and the twelve men ranked behind him. ”Chen Jin, is it? Harbor defense commander?” A small smile. ”The garrison seal is a port office seal. The Council’s chop outranks it by six grades.”

He pushed the paper over. One transfer order: the Ember Guard, effective today, reorganized into the Control Committee’s Works Unit. All weapons surrendered. All personnel centrally assigned.

Chen Jin didn’t touch the sheet. He took the command seal from inside his jacket and set it on the table, and beside it a written pledge—the one with Zhou Zhengting’s thumbprint in sealing wax.

If you stumble upon this narrative on Amazon, it’s taken without the author’s consent. Report it.

”Old garrison rule,” he said. ”On wall matters, the command seal decides. On grain, the pledge decides. Your chop may reach the sky. The wall’s business belongs to the wall.”

The two of them looked at each other across the long table. Enforcement hands settled on holsters.

The whole queue stood up. No shouting, no cursing; the front turned around, the back pressed in, and the long table was ringed. Over a thousand people, standing. Four enforcement men back to back, hands not leaving their holsters. Ink smell and sweat smell, mixed.

Bi Chengzhang looked down and straightened a cuff. The only clean cuffs in the port. Then he smiled first.

”Very good.” He put the transfer order away inside his coat and smoothed it flat. ”Commander Chen is a reasonable man. Reasonable men do things with an eye to the long road. Registration continues. Labor, as levied.”

The clerk changed books and went on reading, voice flat.

”Labor column. Zhou Dahe, thirteen, hauling. Wang Xiaoman, eleven, water carrying. Chen Xiaosui, twelve, light duty: water, hauling. To work in three days.”

Name after name. Nearly twenty read out, all of them half-grown kids.

Chen Jin’s eyes were on that page.

The labor column was packed tight, dozens of names. The youngest was Chen Xiaosui. She was still on tiptoe in the crowd, hugging the auntie’s residency tag, not knowing her own name had come up. Wang Xiaoman poked her: ”To work means you work for them. No pay. One solid meal.” Xiaosui said, ”Oh,” and then, ”What about Auntie’s leg? Whose work does her name do?” Wang Xiaoman had no answer.

”Tear that page out and give it to me,” Chen Jin said.

The clerk’s hand pressed flat on the register. ”Registration materials. Not to be damaged—”

”I’m not tearing. I’m taking.”

He drew a folded old paper from his chest pocket, creases gone soft with handling, opened it, and laid it beside the labor page. Two sheets. Same format. Same office’s chop: the Port Administration Office.

”Intake List, First Batch.” Chen Jin tapped the old paper. ”Three hundred names and change. Your last batch sorted this port into people who go and people who stay. This batch sorts them into people who work and people who watch work.” He folded the old paper away again. ”Your books have never once held the whole of this port.”

The smile on Bi Chengzhang’s face did not move a muscle. He glanced down at the labor page; his fingers tapped the register’s edge twice—once, again—and he lifted his chin at the clerk.

The clerk tore the page out and handed it over with both hands. Around them, kids with white slips watched. One bolder boy rubbed at the slip on his wrist, and didn’t dare pull it off.

Chen Jin took the page, walked to Xiaosui, and in front of her tore it bit by bit into fingernail scraps, and dropped them into the porridge shed’s stove. Flame licked once. Paper gone.

”Read out means counted off,” he told her. ”No work.”

Bi Chengzhang took the register and left with his people. At the edge he left one sentence: ”In three days, labor goes up as scheduled. And I’ll have a new list made—a complete one.”

The two words complete, he chewed slowly.

Xiaosui tipped her head back at him, voice pressed very low. ”Ge—why is there always someone on the lists?”

”Because the men who write the lists never stand in line,” Chen Jin said. ”Put them in one for a day and they’d stop writing.”

Xiaosui half understood, hugged the auntie’s tag tighter, and turned back to help at the porridge shed. A few steps out she looked back: ”Ge, Auntie says she’s saving you the thick porridge tonight.”

”Mm.” He watched her back squeeze into the crowd before he let his own hand open. The palm was soaked. Tearing the paper had been nothing. It was after they left that the shaking started.

The Skill Registration forms arrived before noon, asking by name for mechanics and medical.

The mechanic wasn’t found. The old machine shop wore a new lock, and Big Liu sat at the door working through a flatbread. ”Machine? Long gone. Parts—well, the wind took them. Who knows where they’re buried.” The enforcement men made to push in; he stood up into the doorway. A wall. They looked him up and down, and left.

The medical one was found. Wen Heng pressed the form onto the table, wrote three words, handed the pen back. The clerk leaned in: TREATS THE WOUNDED. ONLY.

”Med Officer Wen, this is centralized assign—”

”I assign myself.” She bent back to her dressings.

Walking out, one enforcement man muttered, ”No registration—her drug supply gets cut, see how she likes—” Before the words landed, her voice came from inside: ”Your people locked the drugs up in the first place. Cut it. Saves me the asking.” They didn’t dare answer, and went.

Evening. Chen Jin walked the wall and stopped at a north-wall embrasure. When he lifted his arm the bandage pulled—tomorrow he should go have Wen Heng take it off. One promised breakfast, still unclaimed.

The port lay black. Two lights only. East of the granary in the shelter district, that small coal of dark red on the barracks lintel—the lintel’s own light, costing no oil. And toward the orbital port, a line of white glare: the berth site working through the night, searchlights borrowed off the evacuation ships, white enough to sting, lighting the excavator buckets gnawing at the foundation, bite by bite.

Lei Changgeng had come up on the wall somewhere along the way and squatted beside him. ”They’re building fast. The day-shift boys say the deliveries at the site are wrong—crates of wine, and dozens of wooden boxes nailed shut, nothing like ordnance.”

”Fast,” Chen Jin said, watching the line of light. ”A berth big ships can dock at, in seven days.”

”Docking for whom?”

Chen Jin didn’t answer. He took the folded labor page from his chest pocket and opened it. On the paper’s back, in pencil, a draft in the clerk’s hand, half a line:

Berth completion: seven days.

What ship after seven days, what people meeting it—the paper said nothing.

Chen Jin thought of that night the sky fell, the ship holding on the orbit line. A hundred and ten thousand lives on the scales, and it wouldn’t even slow down.

What does a ship that won’t slow down need a berth for?

He folded the paper and put it back, pressing close beside the old intake list. Two sheets of paper, stuck together.

Out past the wall, in the black, the black tide lay where it always lay, rising, falling. The men on the wall watched the black below the wall. And below, something watched that line of light.
