Tech Giants: Starting from Bankrupt Companies

93: Chapter 93 The Return-to-China Wave Triggered by Zhang WeiOn August 26th, the reception room of the Consulate General in San Francisco was arranged in a solemn yet warm manner.

Deep red carpets lay on the floor, an embroidery of the Great Wall hung on the wall, and several fresh lilies were placed in a blue and white porcelain vase on the coffee table. Zhang Wei sat on the sofa, looking at the document in front of him—the formal declaration to renounce his American citizenship.

Consul Wang of the consulate personally poured tea for him: ”Mr. Zhang, let’s confirm one last time. Once you sign, you will no longer be an American citizen. According to American law, renouncing citizenship is an irreversible decision, and you may face an exit tax audit.”

Zhang Wei smiled, a sense of relief in his expression: ”I’ve lived in America for twenty-two years and became a citizen eleven years ago. But every time I filled out the nationality column, there was always a void in my heart. Today, I can finally fill it.”

The tip of the pen touched the paper, and the signature was smooth and powerful.

The ceremony was simple but significant. Consul Wang handed him a copy of the document along with a brocade box. Upon opening it, inside was a mutton-fat white jade plaque engraved with the words ”A Patriot Returns Home,” with a detailed outline of the Huaxia map on the back.

”This is a small token from the motherland,” Consul Wang said. ”Thank you for choosing to come back.”

Zhang Wei stroked the jade plaque, the warm touch traveling from his fingertips to his heart. He looked up and saw the cameras prepared by the consulate staff and several invited media reporters.

”Do I need to say a few words?”

”If you’re willing.”

Zhang Wei stood up and walked to the national flag—the Five-Star Red Flag looked exceptionally bright in the San Francisco morning light. He turned around to face the camera, without a script, speaking only the words that had been building up in his heart for over twenty years.

”Standing here today, I am not giving up a nationality, but choosing a future.”

His voice was steady and firm.

”Twenty-two years ago, I came to America on a full scholarship for my PhD. My advisor told me: ’Zhang, the future of semiconductor technology is here.’ I believed him. I worked at Intel for fifteen years, participating in the R&D of five generations of processes from 65nm to 7nm. I led a team of thirty people from eight countries. I thought this was the meaning of internationalization—people from different countries advancing technology together.”

”But three years ago, things began to change. My Chinese colleagues were gradually moved off key projects, our technical exchange meetings were suddenly canceled, and every time I applied for funding, I had to write fifty more pages of ’risk assessment’ than the white teams. Last year, my leading 3D packaging technology proposal was rejected on the grounds that it ’might flow to Huaxia through you.’”

Zhang Wei paused, a flash of pain in his eyes.

”In that moment, I suddenly understood: no matter how many years I live here, no matter how much I contribute, in the eyes of some people, I will always be a Chinese person, forever carrying the label of ’potential traitor.’ Since that’s the case, why not return to a place that truly welcomes and needs me?”

He held up the jade plaque in his hand.

”What Spark Technology gave me is an opportunity—not just a job, but a mission. We need to establish Huaxia’s own chip industry chain, from EDA tools to manufacturing equipment, from materials to design. This path is difficult and may take ten or twenty years. But if our generation doesn’t walk it, the next generation will have to start from scratch.”

”So today, I officially announce: I have restored my Huaxia nationality and will join Spark Technology full-time as the Vice President of Advanced Process R&D. I want to say to the Chinese engineers who are still hesitating: The motherland needs your technology, your experience, and even more, your courage. Come back, let us fight together for the rise of Huaxia chips.”

The video was released at three o’clock that afternoon.

The distribution channels included not only Spark’s official platforms but also the overseas accounts of Huaxia Daily, Huaxin News Agency, and CCTV News. It was expertly edited with stirring music and both Chinese and English subtitles.

The data was explosive.

Within an hour of release, YouTube views surpassed one million, and the comment section was flooded with ”Welcome home.” On LinkedIn, the update to Zhang Wei’s profile triggered over three thousand congratulatory messages. In Silicon Valley Chinese engineer WeChat groups, Telegram groups, and Discord channels, everyone was forwarding and discussing it.

The most critical data was in the back-end of the Spark Technology Human Resources Department:

In the 24 hours before the video release, new resumes received from overseas engineers: 47.

In the 24 hours after the video release, the number of new resumes: 289.

Among them, American citizens or green card holders: 163.

The chain reaction had begun.

The Following of the Twelve Braves

Wang Weiwei saw Zhang Wei’s video while on her way to pick up her child from piano lessons.

She sat in the car with her phone mounted on the steering wheel. When the video reached the part where Zhang Wei said ”I will always be a Chinese person,” her tears fell without warning.

Thirty-eight-year-old Wang Weiwei had been a process engineer at Applied Materials for twelve years, specializing in etching technology. She was the only Chinese female senior engineer in her department and a mother of two. Her daily life followed the standard Silicon Valley middle-class rhythm: dropping the kids at school at 7 AM, arriving at the office by 8:30, picking up the kids at 6 PM, then accompanying them through homework and piano practice, only getting time for herself at 11 PM.

It seemed perfect, but she knew where the glass ceiling was—she should have been promoted to director three years ago, but it was deferred every time on the grounds that she ”needed more management experience.” Meanwhile, her younger Indian colleague had already been promoted last year.

Her phone vibrated; it was a Feixin message from her husband, with only one sentence: ”Zhang Wei is right.”

Wang Weiwei’s father was a government-sponsored student in the 1980s who stayed in the US after finishing his studies and became a technical director at IBM. Three years ago, in the terminal stages of lung cancer, he held his daughter’s hand on his deathbed and said: ”Weiwei, in this life... my greatest pride is my technology, and my greatest regret is not bringing that technology back. If... if there’s an opportunity in the future...”

He didn’t finish the sentence, but Wang Weiwei understood.

She wiped her tears and dialed her husband’s number. Her husband was a software engineer at Google, also Chinese.

”Did you see Zhang Wei’s video?”

”I’m watching it now.” Her husband’s voice was low. ”It’s gone crazy inside the company. Management sent out an emergency email requiring all Chinese engineers to attend a ’loyalty review meeting’ this week.”

”What do you think?”

”I want to leave.” Her husband’s answer was unexpectedly blunt. ”The three Chinese people in my team were asked to sign additional non-disclosure agreements yesterday, and the content clearly targets Huaxia. This isn’t a trust issue; it’s discrimination.”

Wang Weiwei took a deep breath: ”If I apply for a position at Spark, would you support me?”

The other end of the phone was silent for a few seconds.

”What about the kids? My parents are both in California. Although your parents are back home, they’re getting old and need someone to take care of them.”

”I’ve looked at Spark’s relocation package.” Wang Weiwei pulled up the information. ”Talent apartments, international schools, medical access for parents. And... I can’t forget my dad’s last words.”

”Give me one night; let’s have a good talk.”

That night, the conversation at Wang Weiwei’s house lasted until 2 AM. Their eight-year-old daughter and five-year-old son were temporarily sent to a friend’s house as the couple laid out all the data and made a list of pros and cons.

Pros: Breaking through the career ceiling, opportunities for the children to learn Chinese and cultural identity, better care for parents back home, and a sense of mission in participating in major national tech projects.

Cons: Giving up everything accumulated in Silicon Valley, risks brought by tense Sino-US relations, the challenge of children adapting to a new environment, and the possibility of never being able to return to America.

After finishing the list, the husband looked at Wang Weiwei: ”What if I don’t go back with you?”

”Then I won’t go either,” Wang Weiwei said without hesitation. ”Family comes first.”

The husband smiled and took her hand: ”Then let’s go together. Actually, I want a change of environment too—I’ve been at Google for ten years, and every day is just optimizing ad recommendation algorithms. But what Spark does is foundational technology that changes the world.”

At 9 AM on August 27th, Wang Weiwei submitted her resignation to Applied Materials. At 2 PM, she completed the preliminary application to renounce her American citizenship at the consulate.

Facing a media interview, she held her young daughter and said: ”My father told me before he died that his biggest regret in life was not bringing semiconductor technology back to his motherland. I can’t let my children ask in the future: Mom, why didn’t you go back then?”

Also on the 27th, thirty-two-year-old Chen Rui did something even bolder.

This Qualcomm 5G baseband chip design engineer directly @ed the official accounts of the White House and the Department of Commerce on Twitter and posted a long message:

”Today, I officially renounce my American citizenship and will join Spark Technology. The American government says I am a threat to national security because I am going to work in Huaxia. I want to ask: The chips I design allow billions of people worldwide to have high-speed internet, remote medical care, and online education—whose national security does that threaten?

”I have studied and worked in America for eleven years. My taxes helped build community parks, and my technology allowed American companies to maintain a lead in the 5G field. But now, because I choose to work in my ancestral country, I am a ’threat’?

”The real threat is not the flow of technology, but suspicion and blockades. Semiconductor technology is the crystallization of all human wisdom and should not be imprisoned by national borders. If America is truly confident, it should use a better research environment and a fairer promotion mechanism to retain talent, rather than using legal intimidation.

”Finally, to my colleagues who are still hesitating: There was a sentence in Dr. Zhang Wei’s video that brought tears to my eyes—’The motherland needs your technology, your experience, and even more, your courage.’ We need courage to choose the future we believe in.”

This tweet received 200,000 likes and 50,000 retweets within six hours, making it onto the tech trending list. Although it was deleted by Twitter two hours later for ”violating community policy,” screenshots had already spread across the entire internet.

Chen Rui’s resignation procedures at Qualcomm were handled with unusual speed—the company was afraid he would continue to speak out.

From August 27th to 28th, within forty-eight hours, twelve chinese american engineers successively submitted applications to renounce their citizenship at various consulates. They came from Intel, AMD, Nvidia, Qualcomm, Applied Materials, Lam Research...

The Spark Human Resources Department established a special task force, assigning each person a dedicated relocation manager to provide full-process services, from legal consultation to moving logistics, and from school enrollment for children to employment for spouses.

Meanwhile, a larger group was watching and waiting.

A Feixin group named ”Returnee Risk Assessment” was quietly established, with thirty-seven initial members, all of whom were engineers holding green cards or applying for citizenship. The first rule of the group: do not reveal real names or companies; use codenames for communication.

【Group Chat Log · Night of August 28th】

ChipDesigner_CA: Today I was called in for a talk by the director, hinting that if I consider returning home, my current project will be handed over to someone else. A soft threat.

ProcessEngineer_TX: It was even more direct on my end—HR gave me a supplemental agreement requiring a commitment not to join companies in ’specific countries’ for the next five years. I have to sign it to continue participating in key projects.

EDA_Tool_MA: Zhang Wei’s video has been blocked on our company’s internal network. IT says it’s a ”security risk.”

RFIC_NY: Are you guys considering the legal risks? The Executive Order says it can be prosecuted retroactively. Even if things are fine now, what if the conflict between America and China escalates in ten years? Will we ”former Americans” be targeted?

Quantum_CA: Spark’s legal team gave us a thirty-page risk analysis report today. The core conclusion: if we transition through a third country, the risk is manageable. Directly renouncing citizenship to return to China is higher risk.

AI_chip_SF: My wife doesn’t agree. She says we have a four-million-dollar house in the Bay Area, and both kids are in top school districts; returning to China means starting from scratch. How do I convince her?

Material_Scientist_AZ: My father called yesterday and cried. He said he never expected in his life to see his son take the initiative to return home to make chips. For that alone, I’m going.

The discussion in the group continued late into the night. Everyone was weighing their options—family, career, risks, and ideals.

Meanwhile, in Singapore, a special meeting was being prepared.

Lin Haoran’s ”Curveball Homecoming” Plan

On August 28th at 4:00 PM, in a meeting room at the Marina Bay Sands Singapore, Spark’s Legal Director, Chen Jing, was making final preparations.

This forty-year-old female lawyer has fifteen years of international law experience, having worked at a top New York law firm before being headhunted back to China by Su Chen a year ago. At this moment, seven documents were open on the laptop in front of her: the full text of the American International Emergency Economic Powers Act, relevant case precedents from the Department of Justice, Singapore’s foreign investment regulations, registration documents for Spark Technology’s Singapore company, Lin Haoran’s draft employment contract, family relocation plans, and emergency risk contingency plans.

An assistant pushed the door open and entered: ”Director Chen, Mr. Lin’s family has arrived at the hotel. They are in the suite on the fifty-fifth floor.”

”What about President Su?”

”He just took off from Shenzhen and is expected to arrive at six. He instructed you to communicate the legal details with Mr. Lin first.”

Chen Jing closed her laptop and walked toward the elevator. The one she needed to convince was not just Lin Haoran, but also his wife, Lisa—that Stanford MBA with the wary eyes in the video conference.

Outside the floor-to-ceiling windows of the suite’s living room, the infinity pool of the Marina Bay Sands seemed to hang on the city skyline. Lin Haoran’s family had just settled in, and the two children were excitedly leaning against the window to look at the view.

After some pleasantries, Chen Jing got straight to the point.

She opened her tablet and pulled up a 3D flowchart: ”Mr. Lin, Lisa, this is the ’Safe Transition Plan’ we designed. It’s divided into three phases.”

”The first phase is joining the Singapore R&D Center. Spark Singapore is a completely independent legal entity, with shareholders being a fund registered in the Cayman Islands, and it has no direct equity relationship with Spark Technology’s Shenzhen headquarters on the American sanctions list. Your employment contract, salary payments, and social security contributions will all be completed in Singapore. The core of this phase is to establish a legal work record proving that you are serving a Singaporean company.”

Lisa looked carefully at the contract terms: ”But if America investigates, they will trace the actual controller. Won’t Spark Singapore ultimately still serve the Shenzhen headquarters?”

”That’s why there’s a second phase.” Chen Jing switched pages. ”Within six months, Spark Singapore will take on three third-party projects—two autonomous driving chip designs from European car companies and one custom GPU from a Japanese gaming company. These contracts have already been signed, with a total project value of eighty million dollars. You will participate in these projects as the technical lead. This way, your work record will clearly show projects for non-Chinese clients.”

”It’s a smokescreen,” Lin Haoran said thoughtfully.

”Yes, but it’s a legal smokescreen.” Chen Jing nodded. ”In the third phase, after six months, you will apply for a transfer from Singapore to Shenzhen for ’family reasons’—the reason being that the children need to return to China for a Chinese education and your wife wants to be closer to her parents. This is a completely reasonable internal transfer justification. By then, you will have worked for the Singapore company for half a year with a complete project record, making it very difficult for America to prove you intended to violate the Executive Order from the start.”

Lisa pressed further: ”What if America still puts the Singapore company on the sanctions list?”

”We have a contingency plan.” Chen Jing pulled up another document. ”If sanctions escalate, you have two choices: first, remain in Singapore, where Spark will gradually transfer core members of the GPU architecture team to Singapore to establish a complete R&D capability here; second, apply directly for a Chinese Green Card through the ’Talent Recruitment Program’ and enter as an expert. This falls under immigration procedures, not an employment relationship.”

She paused and added: ”Actually, we recommend that all engineers returning to China via this path apply for Chinese permanent residency within six months. Once obtained, you will enjoy almost the same rights as Chinese citizens, but your legal status will still be that of a foreigner, which is actually safer amidst the legal conflicts between China and the US.”

Lin Haoran and Lisa exchanged a glance. The complexity of this plan exceeded their expectations, but it also showed Spark’s professionalism and dedication.

”What about compensation and equity?” Lisa asked the key question.

”For the Singapore phase: an annual salary of 800,000 SGD, approximately 600,000 USD, which is twenty percent higher than your current income at Nvidia. Regarding equity, you will be granted options in Spark Technology (Cayman) Holdings, valued at two million dollars, vesting over four years. For the Shenzhen phase: the annual salary will be adjusted to four million rmb, but with added project bonuses and profit sharing. The options will convert into restricted stock in Spark Technology’s Shenzhen headquarters, with the value doubling.”

Chen Jing then pulled up the family relocation details: ”Regarding housing, a 400-square-meter apartment at One Shenzhen Bay, rent-free for the first three years, and then at a thirty percent discount off the market price. For children’s education: BASIS International School Shenzhen, with Spark covering seventy percent of the tuition. For the spouse’s career: Xinghuo Investment’s Hong Kong branch has already issued a Vice President position offer; here is the draft contract. For parents’ medical care: VIP access at the International Department of Beijing Union Medical College Hospital, with free comprehensive annual check-ups and private jet transfer for emergencies.”

The document was so detailed it was shocking—it even included the international school curriculum for the children during the Singapore phase, the renovation plan for the Shenzhen apartment, and the transportation route map for the Hong Kong office.

”How long... have you been preparing this?” Lisa’s voice trembled slightly.

”Since your husband first contacted us on August 20th, two teams have been working twenty-four-hour shifts: eight in the legal group and twelve in the logistics group,” Chen Jing said candidly. ”President Su said: welcoming a top talent back to the country is more important than landing a billion-dollar order. Because talent is priceless.”

Just then, the doorbell rang. Su Chen walked in looking travel-worn, his suit jacket draped over his arm and his white shirt sleeves rolled up to his elbows.

”Sorry, the flight was delayed.” He shook hands with Lin Haoran and nodded to Lisa. ”I looked over your files on the way. Lisa, for that position at Xinghuo Investment, I suggest you request an additional clause—allowing for fifty percent remote work. That way, you can flexibly arrange your time between Shenzhen and Hong Kong to take care of the children.”

Lisa was stunned: ”You even thought of that?”

”My girlfriend is also a career woman, and we will have children in the future.” Su Chen smiled. ”I know how hard the balance is. Spark won’t ask employees to sacrifice their families for work; on the contrary, we help employees manage both better.”

He turned to Lin Haoran, his gaze turning serious: ”Mr. Lin, Director Chen has explained the legal plan clearly. Now I want to talk technology with you—if you’re really coming, I need to know how you plan to build the GPU.”

Lin Haoran’s spirits lifted: ”My preliminary concept is: don’t be a follower of Nvidia, be a differentiated competitor. They focus on gaming and AI training; we can break in through autonomous driving and edge computing. Architecturally, I propose the concept of a ’Reconfigurable Stream Processor’—”

”Wait.” Su Chen interrupted him and took a document out of his bag. ”Is this what you’re talking about?”

Lin Haoran took the document, and his eyes widened—it was a technical proposal he had submitted internally at Nvidia three years ago, which had been rejected at the time. Only seven people had ever seen it; it was strictly confidential.

”How did you...”

”Dr. Zhang Wei saw an abstract of your proposal when he was at Intel. He recounted the core ideas from memory, and our architecture team ran simulations and deemed it feasible.” Su Chen looked him straight in the eye. ”So my question is: if I give you a team of two hundred people and a budget of one billion rmb a year, can you, within three years, create an autonomous driving-specific GPU with a power-to-performance ratio thirty percent better than Nvidia’s current generation?”

Lin Haoran felt his throat go dry. That proposal, which had been mocked as an ”unrealistic fantasy” three years ago, was now being placed solemnly on the table with resources and commitments attached.

”If you give me a team that truly understands technology, rather than a politically correct one,” he said word for word, ”I’ll give you a prototype in two years. Mass production in three.”

”Deal.” Su Chen reached out his hand. ”During the Singapore phase, you will first form a core team of fifty people, primarily recruited from overseas Chinese willing to take this path. After six months, the team will expand to one hundred and fifty people, and synchronized R&D will begin in Shenzhen. Spark has already acquired a chip design company in Zhuhai to serve as your team’s foundation.”

The handshake was firm and steady.

Lisa watched the light reignite in her husband’s eyes—that pure passion for technology she had been infatuated with when they were dating, a light that had been gradually extinguished by corporate politics over the years.

She finally nodded: ”We’ll sign.”

The contract signing was completed at 8:00 PM. Lin Haoran became the Chief Architect of the Spark Singapore R&D Center while also serving as a technical consultant for the Shenzhen GPU Business Department.

More importantly, he received a list—seventeen Chinese engineers from Nvidia, AMD, and Apple who had already expressed interest in a ”curveball homecoming.” His first task would be to convince these people to join him at the Singapore briefing on September 5th.

As he was leaving, Su Chen said one last thing to Lin Haoran: ”Did you know? Eight more American engineers officially submitted their applications to renounce their citizenship today. What you and Dr. Zhang Wei have started might just be a wave of talent returning that changes the fate of China’s semiconductor industry.”

Lin Haoran looked out the window at the Singapore night view; this city where East meets West was as brilliant as the stars in the dark.

”Then let it come even more fiercely.”
