Tech Giants: Starting from Bankrupt Companies

92: Chapter 92 The Returnee Wave and the Talent Tug-of-WarThe Lightning Launch of the ’Return Plan’

At exactly 9:00 AM on August 20th, the eyes of the global semiconductor industry were drawn to a single piece of news at that very moment.

In the strategic announcement hall on the 37th floor of Spark Technology headquarters in Shenzhen, Su Chen personally pressed the synchronization button. On the large screen, blue ripples representing data flows surged like a tide to every corner of the world—the Spark official website, the LinkedIn professional social platform, global Chinese technical forums, the IEEE mailing list...

The headline ’Overseas chip Talent Return Plan’ appeared particularly striking in the morning light.

Lin Haoran saw this news at an open workstation on the fifth floor of Nvidia headquarters in Santa Clara. On his dual-monitor workstation, the left side displayed an unfinished next-generation GPU architecture design, while the right side showed a newly popped-up LinkedIn notification. The push algorithm had accurately captured his professional tags: Chinese-American, Senior Architect, chip Design.

He hovered his mouse and clicked.

The plan was presented with a concise and powerful layout, without lengthy corporate propaganda, cutting directly to the core:

[A Letter from Spark Technology to Chinese Semiconductor Engineers Worldwide]

If you have ever asked yourself after working late at night:

The chip I designed is changing the world, but why isn’t it changing my motherland?

If you have ever seen at a technical conference:

With the same architectural design, why does the promotion speed of white colleagues always move a step faster than yours?

If you have ever, when your child asks, ’Dad, why can’t we go home?’:

Could only look silently toward the direction of the Pacific?

Then, it is time to make a change.

Lin Haoran’s breath hitched slightly. He subconsciously looked around—in the open office area, more than thirty engineers were buried in their work, the sound of keyboard typing like dense raindrops. The team he was in had led the architectural design of the past two generations of consumer GPUs, and seven of the core modules were from his hand.

But on last year’s promotion list, that white colleague who joined two years later than him and whose technical level was clearly a notch lower, had become his superior.

He scrolled with his mouse.

[Core Policy · Transparent Commitment]

1. Compensation and Benefits:

[First Batch of Open Positions]

GPU Chief Architect (Reporting to: CTO)

chip Manufacturing Process Director (Benchmarked to TSMC 5nm technology node)

EDA Tool Development Lead (Building a fully autonomous toolchain team)

Advanced Packaging R&D Director (Focusing on 3D stacking and chiplet technology)

...

Lin Haoran’s gaze lingered on the ’GPU Chief Architect’ line for a full minute. His heartbeat began to accelerate—at Nvidia, this position requires waiting until at least fifty years old, and also requires perfect political alignment and a network of connections.

His phone vibrated. It was the ’Silicon Valley Chinese Architect Group’ on Feixin, and the messages were already flooding the screen.

Has anyone read that plan from Spark?

I’ve calculated the salary algorithm. Based on my current base of 280,000 dollars, a 30% increase is 364,000, which converts to 2.6 million rmb...

The key is the equity! If Spark chip can really go public, that 5 million in stock could double tenfold!

Wake up, upstairs. Think about how to bypass the non-compete agreement first.

I received a headhunter email saying I can have a direct video interview with the Spark CTO.

Lin Haoran did not speak in the group. He closed the page and continued to draw his architecture diagram, but the lines were clearly not as smooth as before.

At 3:00 PM, the first data report was delivered to Su Chen’s office.

Mr. Su, the data for 6 hours after the launch. The assistant’s voice was somewhat excited, Total global resume submissions: 317. Among them, 86 from Intel, 42 from AMD, 37 from Nvidia, 52 from Qualcomm, 28 from Apple, and the rest from small and medium-sized design companies and equipment manufacturers.

Su Chen stood in front of the floor-to-ceiling window, overlooking Shencheng Bay. The seawater shimmered in the afternoon sun, and container ships were slowly entering the port in the distance.

What about the quality analysis?

12 A+ level talents, all with over 15 years of experience, having led well-known chip projects. 89 A-level, 216 B-level. The most significant one is— The assistant pulled up the file, Lin Haoran, 34 years old, Senior Architect at Nvidia, one of the main architects of the Tegra series mobile GPU, named an ’Outstanding Technical Contributor’ at Nvidia last year. Although he didn’t submit a resume directly, he expressed ’deep interest’ through a headhunter.

Lin Haoran... Su Chen repeated the name, I remember him. The paper on heterogeneous computing architecture at last year’s International Solid-State Circuits Conference was given the highest score by the review committee.

Yes. And he has great influence in the Silicon Valley Chinese engineer circle; he is the rotating chair of the Chinese Semiconductor Association. If we can secure him, it might trigger a chain reaction.

Su Chen turned around, his gaze sharp: Start the exclusive process for A-class talent. Send him an invitation and arrange for me to talk to him directly. The time can accommodate his time difference; midnight is fine.

Understood.

America’s Emergency Countermeasures

At 7:00 AM on August 23rd, Washington time, the emergency meeting in the West Wing of the White House had been ongoing for three hours.

Secretary of Commerce Alan Wharton pointed at the data on the projection screen, his voice filled with suppressed anger: Three days, just three days! Intel reported that eighty-six key engineers have contacted Spark for recruitment, and twelve of them have already submitted resignations. Qualcomm is even worse; one-third of their 5G baseband team has received offers.

National Security Advisor James Miller was expressionless: Intelligence shows this is not ordinary recruitment. Behind Spark is the full support of the Huaxia government, and their goal is to systematically hollow out America’s semiconductor talent pool. If we do not react immediately, within the next five years, Huaxia could catch up to us in three key areas: GPU, EDA, and advanced manufacturing processes.

The door to the Oval Office opened, and the President walked in, his face gloomy. He did not sit down, standing directly at the head of the conference table.

I just spoke on the phone with five CEOs from Silicon Valley. They told me this is not a salary issue—Spark’s offer is indeed high, but what is truly effective is the ’sense of mission and belonging’ that those engineers talk about. The President pressed his hands on the table, We made a strategic error. For the past forty years, we thought that as long as we gave Chinese engineers high salaries and green cards, they would stay forever. But now Huaxia is strong, and they are calling these people home.

The conference room was silent.

So, what needs to be done now is not complaining, but taking action. The President looked at the Attorney General, Legally, what tools do we have?

The Attorney General pushed up his glasses: The ’International Emergency Economic Powers Act’ can authorize the President to prohibit or regulate the cross-border flow of talent when national security is threatened. There is also the ’Export Administration Regulations’ which can be extended to the ’export of technical services,’ which means American citizens providing technical assistance overseas.

Not enough. The President shook his head, I want a powerful deterrent. I want those who want to leave to know—the price of leaving America is something they cannot afford.

James Miller spoke slowly: We can establish a new sanction category: ’Critical Technology Talent Transfer’. Any American citizen or permanent resident who works for a designated foreign entity—especially in technical fields involving military applications—will face criminal prosecution. Heavy fines, heavy sentences.

Prison terms?

Starting at ten years, up to twenty-five years. The fine amount will be increased to three times the individual’s personal assets.

The Secretary of Commerce gasped: This... will this be too harsh? It might trigger legal challenges—

This is war. The President interrupted him, A war without smoke, but one that decides the national destiny for the next fifty years. Draft the executive order; I want to sign it within forty-eight hours.

At 2:15 AM on August 25th, in Washington.

The White House press briefing room was rarely brightly lit in the middle of the night. Dozens of media cameras and microphones were aimed at the podium, and the reporters all had confusion on their faces—what kind of emergency event required a release at this time?

The Press Secretary stepped onto the podium, without pleasantries, and read directly:

According to the powers granted to the President by the Constitution and laws of the United States, in order to protect national security and critical technology advantages, the President signed Executive Order 13895 today, titled: ’Executive Order on Preventing the Loss of America’s Critical Technology Talent and Protecting National Security’.

Flashbulbs flickered wildly.

The core clauses of the executive order are as follows: First, effective immediately, any American citizen or permanent resident who works for or provides technical services to ’Entities of Concern’ will face a maximum fine of $250,000 and ten years in prison. The list of ’Entities of Concern’ is jointly formulated by the Department of Commerce, the Department of Defense, and the Department of State, and the first batch includes Spark Technology and all its subsidiaries and affiliates.

Gasps of shock rang out from the audience.

Second, it requires all American technology companies to report to the newly established ’Critical Technology Talent Protection Task Force’ within thirty days the list of key personnel who may flow to competitor nations. Third, it authorizes the Department of Homeland Security to review visas for specific STEM students, especially in fields related to semiconductors, artificial intelligence, and quantum computing. Fourth...

Lin Haoran was awakened by the continuous vibrations of his phone. At 3:00 AM, the night in Silicon Valley was silent.

He grabbed his phone in a daze, the light of the screen blinding in the darkness. There were twenty-three unread messages, all from work groups and Chinese engineer groups. He clicked on the link at the top—a breaking news alert from CNN.

After reading the full text, Lin Haoran felt the blood in his whole body run cold.

He walked barefoot to the living room and poured a glass of water, his hands trembling. Ten years in prison? This was not business competition; this was a declaration of war.

His phone rang; it was the special assistant to the Chief Legal Officer of Nvidia.

Lin, sorry to disturb you so late. The company has just received a notice requiring all employees at the manager level and above to attend an emergency compliance meeting at 9:00 AM. It is specifically emphasized—all employees who have had contact with Spark Technology must proactively report. You know what to do.

The call hung up.

Lin Haoran sat on the sofa, his hands clutching his head.

On the living room wall hung a family photo of four—his wife Lisa holding their two-year-old daughter, and their seven-year-old son with his arms around his neck, with the redwood forests of Yosemite in the background.

Everyone in the photo was smiling.

”Daddy, when can we go back to China to see Grandma and Grandpa?” his son had asked just last week.

”When Daddy’s work isn’t quite so busy,” he had replied at the time.

But now, this was perhaps no longer a question of time, but a choice that might never be realized.

The master bedroom door opened, and Lisa walked out, wrapped in her robe.

Seeing her husband’s state, she instantly became alert.

”What happened?”

Lin Haoran handed her his phone.

After reading it, Lisa turned pale as a sheet.

”Ten years in prison? Are they crazy?”

Her voice trembled.

”You... you haven’t met with anyone from Spark, have you? That email from the headhunter—did you reply to it?”

”Not a formal reply yet, but three days ago, I had a video conference with their CTO.”

Lin Haoran’s voice was dry.

”Forty-five minutes, discussing the technical roadmap for GPU architecture.”

Lisa covered her mouth, tears welling up.

”They monitor everything... these call logs, they’ll find them...”

”They might have already.”

”Then what do we do?”

Lisa grabbed his arm.

”I don’t want you to go to prison! The kids can’t be without their father!”

Lin Haoran hugged his wife, feeling her tremble in his arms.

This strong woman, who had graduated at the top of her class from Stanford Business School and risen to vice president at an investment bank, was as terrified as a little girl at this moment.

”I won’t go to prison,” he whispered.

”But Lisa, I have to make a decision.”

”If I stay at Nvidia, I might always just be a senior architect; my designs will be renamed and become someone else’s achievement.”

”If I go to Spark, I can lead a world-class GPU team and do what I’ve wanted to do since graduate school—design a world-leading graphics processor led entirely by Chinese people.”

”But that’s a Chinese company! With relations between the two countries so tense right now, going back is treason!”

”I am Chinese, and China is my motherland. How can that be called treason?”

Lin Haoran’s voice raised slightly.

”I’ve studied and worked in America for sixteen years. I pay taxes, follow the law, and work hard.”

”But I will never truly fit in here—every meeting, I have to say my opinion twice before they listen; every promotion, my name is always listed after my white colleagues; even my son’s classmate asked him, ’Do you Chinese people all know Kung Fu?’”

Lisa looked up, her eyes teary.

”What about us? The kids and I are American citizens. If you return to China, what will we do? My job is here, the kids’ school is here, our house is here...”

It was an unsolvable problem.

At 4:00 AM, Lin Haoran sent an encrypted email to Spark’s contact in Silicon Valley: ”Urgent. Need a complete plan for legal risk assessment and family relocation. If I decide to return to China, how can you guarantee the safety of my family?”

Twenty minutes later, the reply came: ”Tomorrow at 10:00 AM (China time), Mr. Su Chen will personally have a video call with you. We have assembled a seven-member team consisting of former federal prosecutors, immigration lawyers, and international judicial experts to customize a plan for you.”

The last sentence of the email was: ”Please believe that you are not the only overseas Chinese who wants to return home.”

Lin Haoran’s moment of decision.

At 7:00 PM on August 25th, in this two-million-dollar villa in the suburbs of San Jose, the air was so heavy it could be wrung out like water.

On the long dining table, dinner remained almost untouched.

Seven-year-old Kevin sensed the tension between his parents and asked in a low voice, ”Are Mommy and Daddy fighting?”

Lisa forced a smile.

”No, baby. Mommy and Daddy are just discussing some important matters.”

After the nanny took the two children upstairs, Lisa turned to Lin Haoran, her gaze sharp.

”So? What is the plan Spark gave you?”

Lin Haoran took a deep breath, opened his tablet, and pulled up the memo from his call with Su Chen that afternoon.

”Three options.”

”First, renounce American citizenship and return directly to China as a Chinese citizen. Spark promises to cover all legal fees and arrange a top-tier legal team to handle any potential prosecution from America. At the same time, they will provide 24-hour security for our whole family until the legal risk is resolved.”

”Renounce citizenship? Are you crazy?”

Lisa’s voice was sharp.

”What about everything we’ve worked for all these years? The six-year green card waiting period, the naturalization test, the oath—all wiped out?”

”Listen to me,” Lin Haoran continued.

”Second, I work for Spark as a ’remote consultant,’ not officially employed on paper, but effectively leading the GPU project. This circumvents the letter of the administrative order, but the risk is—once discovered, I could be charged with fraud, which carries a longer sentence.”

”And the third?”

”The third is a ’circuitous return.’ Spark has set up an R&D center in Singapore, which is not an entity sanctioned by America.”

”I can join the Singapore center first, and after working for six months, transfer to the Shenzhen headquarters via an internal transfer.”

”During this time, you and the children can apply for long-term visas to China under the ’family reunion’ clause, transitioning gradually.”

Lisa fell silent.

She walked to the window, watching the shimmering light on the backyard swimming pool in the sunset.

This home, this life they had spent ten years building—every blade of grass and tree was soaked with their hard work.

”What if I don’t agree?” she asked, with her back to her husband.

”Then I won’t go,” Lin Haoran’s voice was very soft.

”I will refuse Spark and stay at Nvidia.”

”But Lisa, you know me—every day in the future, I will ask myself: If I had been brave just once back then, would life have been different?”

”Do you know what I fear most?”

Lisa turned around, tears welling up again.

”It’s not that you’ll go to prison—although that is terrifying.”

”What I fear most is that after you return to China, we will be separated by the Pacific Ocean, by ideologies, and by an ever-widening rift.”

”I fear that one day, you and I will become people from two different worlds.”

Lin Haoran walked over and held his wife’s hand.

”That’s why I want you to come with me. Not to give up your life, but to start a new chapter.”

”Spark promises to arrange a vice president-level position for you at Xinghuo Investment, in Shenzhen or Hong Kong.”

”They have already contacted schools for Kevin and Little Ai—Shenzhen BASIS International School, which uses an American curriculum.”

”For our parents, a medical green channel can be directly connected to the Peking Union Medical College Hospital.”

”But my parents are in San Francisco! They are seventy years old!”

”We can bring them to China to stay for three months every year, and Spark will cover all expenses and healthcare.”

Lin Haoran flipped to the last page of the memo.

”And there’s this—Spark is building an ’Overseas Returnee Talent Community,’ planning a complete living circle in Shencheng Bay: international schools, bilingual hospitals, American-style supermarkets, and Western restaurants.”

”They want to move the Silicon Valley lifestyle over there.”

Lisa looked at the detailed planning maps, renderings, and lists of partner institutions, and hesitation began to spread in her heart.

”Do you really believe they can make a world-class GPU? Nvidia has thirty years of accumulation, tens of thousands of engineers, and annual R&D investment in the tens of billions of dollars. What does Spark have?”

”They have determination.”

Lin Haoran’s eyes were firm.

”Su Chen said something to me today, and I’ll relay it to you—’Mr. Lin, we know the gap. But the gap isn’t for looking up at; it’s for catching up.’”

”Nvidia’s first-generation GPU was 40% worse than the ATI of the same era, but what about now?”

”We are willing to spend five years, with three times the investment of others, to do something that might fail but must be done.”

”Because if we don’t do it now, we will never have the chance to do it ten years from now.”

”You’ve been persuaded by him.”

Lisa detected the change in her husband’s tone.

”Because what he said is right.”

Lin Haoran opened his own notebook, which was densely packed with his technical ideas over the years.

”I’ve been an architect at Nvidia for seven years and have submitted four generations of architectural improvement plans.”

”Do you know how many were approved? Three, and all were edge improvements.”

”Those disruptive ideas—heterogeneous computing integration, memory wall breakthroughs, new structures with 50% better energy efficiency—were all rejected.”

”The reasons were always the same: ’Too high risk,’ ’Doesn’t fit existing product roadmap,’ ’Customers don’t need it.’”

He pointed to one of the pages: ”But this plan, Su Chen looked at it for five minutes and said, ’I’ll give you a $20 million budget. Make a prototype in six months. Do you dare to bet?’”

”Lisa, do you know what that means to an engineer?”

It means trust, it means the freedom to let go and do, it means the possibility of turning dreams into reality.

Lisa finally sat down, her shoulders slumping.

After a long time, she asked softly, ”If we go to Singapore, what happens to the house in America? What about my job? The kids need time to adapt to a new environment, and Little Ai is only two...”

”The house can be rented out, and Spark’s relocation subsidy is enough to cover the difference.”

”Your job—they have arranged a vice president position at the Hong Kong branch of Xinghuo Investment, responsible for tech company IPOs, which aligns perfectly with your work at Goldman Sachs.”

”The kids...” Lin Haoran held his wife’s hand.

”I know this is hard. But Kevin told me last week that he was called ’ching chong’ by a classmate at school, and he cried for half an hour when he got home.”

”Is this really the environment we want?”

This sentence hit Lisa hard.

She remembered her son hiding in his room with red eyes, remembered the invisible ceiling she encountered on Wall Street when she was young, and remembered the bitterness of the generation of Chinese immigrants, including her parents, who were always seen as ”foreigners” no matter how hard they worked.

”Give me three days,” Lisa finally said.

”I need to talk to my parents, contact Xinghuo Investment to confirm work details, and check information on international schools in Singapore and Shenzhen.”

”If—and I mean if—everything is as Spark promised, I agree.”

Lin Haoran hugged his wife tightly, and tears finally fell.

At 11:00 PM, he sent an encrypted confirmation to Spark’s Silicon Valley contact: ”Initiating Option 3. Please start arranging the onboarding process for Singapore.”

”Also, I have seven colleagues at Nvidia who might be interested; can you arrange a group briefing session?”

The reply came quickly: ”Received. A group briefing session has been scheduled in Singapore for September 5th. Mr. Su Chen will be there in person. Welcome home.”
