Upon hearing this, Elder Quan nodded and said, ”Alright, then we must follow your plan. Such matters must be acted upon swiftly; dispatch people to do it today, and within three days, we must find a way to incite the people to rebel.”

”Within ten days, we will have Huangzhou Prefecture surrounded, awaiting the arrival of the Dharma King to seize Huangzhou Prefecture in one go.”

”We will complete our strategic layout for the Southwest Region to alleviate pressure on the Sect Hierarch’s forces in the Central Plains.”

Elder Quan spoke out the subsequent strategic plans.

Chu Tian was puzzled upon hearing this and said, ”Is Han Dharma King arriving in ten days?”

Elder Quan said, ”Yes, I just received a letter from the Dharma King, saying she will come to Huangzhou Prefecture after dealing with matters in Xuzhou, which will take about ten days. She hopes we will be ready by then so she can attack the city directly, saving some time as support is still needed in the Central Plains.”

After hearing this, Chu Tian said, ”Great, excellent! As long as Han Dharma King arrives, He Yishou in the city won’t be a problem.”

”At that time, we will have the upper hand with high-level combat power. In addition to tens of thousands of refugees, and master’s fierce beast army, with all these forces, I really can’t see why Huangzhou Prefecture can’t be conquered!”

Elder Quan heard this and said, ”Yes, Ah Tian, if we indeed seize Huangzhou Prefecture this time, you will have the first merit. I will commend you to the Sect Hierarch. At the very least, you could earn the position of Branch Leader, wielding significant military power.”

”If the Sect Hierarch shows favor, you might even be granted an honorary elder position.”

Hearing this, Chu Tian immediately rejoiced, bowed, and said, ”All thanks to the master’s guidance, the disciple will do his utmost to not disgrace master’s order!”

Elder Quan was very pleased and said, ”Alright, go about your business then.”

Chu Tian clasped his fist, and promptly exited the room where Elder Quan was.

...

At this time, Huangzhou Prefecture had already entered Level 1 combat readiness status, with Wang Baobao commanding all Darugachi in the Prefecture City, leading elite cavalry en route to Huangzhou Prefecture.

Zhao Ya was overseeing the Magistrate Government, handling all matters within the city.

Zhao Ya sat at the magistrate’s office, looking at the stack of memorials in her hands, so exhausted that she scratched her head, overwhelmed by the countless trivial matters in the county. Even trying her best, some issues were beyond her resolution.

At this moment, she sincerely missed Chen Jiusi.

She thought: If Chen Jiusi were here, surely these matters could be easily solved.

Thinking of Chen Jie, Zhao Ya felt somewhat absent-minded, though they hadn’t known each other long, in such a short time Chen Jie had provided her a very different experience.

Moreover, he gave her a very reliable feeling, as if with him by her side, there was nothing that couldn’t be accomplished.

As Zhao Ya was contemplating, she saw Wang Baobao storming back furiously, followed by the deputy Huo Bima.

”My Lord, please calm down, please calm down.”

Huo Bima was advising Wang Baobao.

”Calm down, how can I calm down? These bastards act like the court is their own house, eating vacant payroll and drinking soldiers’ blood, I wish I could kill them!”

”This is not over! I will surely report to the court to assert justice!”

Zhao Ya was dealing with official documents; seeing Wang Baobao so enraged upon entering, she asked, ”What’s wrong, third brother? Why get so angry?”

Wang Baobao shouted angrily at this time, ”What’s wrong? Little sister, you don’t know, these County Darugachi are utterly corrupt; I will deal with them sooner or later.”

Hearing this, Zhao Ya looked at Huo Bima and asked, ”What’s the matter, why is your lord so angry?”

Huo Bima then handed Zhao Ya a booklet and said, ”Commandery Princess, see for yourself.”

Upon flipping through the booklet, Zhao Ya was startled!

”How is there such a shortfall of personnel!”

Wang Baobao said, ”Else would I be so angry? Yaya, have a look!”

”These bastards have eaten up all the court’s payroll as vacant wages! This is not over!”

Hearing this, Zhao Ya said, ”Indeed, the shortage is quite severe.”

Of the entire Huangzhou Prefecture’s eight counties, aside from Mianshui County which sent a complete five hundred Black Cavalry to Huangzhou Prefecture, not missing a single one.

The Black Cavalry from other county governments were simply a joke.

Huanggang County, five hundred Black Cavalry, only three hundred remaining.

Huangpo County, three hundred fifty.

Macheng County: two hundred.

Most other county cities had merely one or two hundred troops, most infuriating was Yong’an County.

That entire county city was left with a mere fifty Black Cavalry, furthermore, the County Darugachi of Yong’an County, arrogantly sold the cavalry’s equipment and horses, defying regulations to the extreme!

Looking at this extensive shortage.

Wang Baobao was filled with anger, while Zhao Ya also perused the records on the booklet, the eight Prefecture Cities offered merely eighteen hundred men, a far cry from their projected strength of four thousand, missing more than half.

This huge gap left Wang Baobao extremely infuriated.

Simultaneously feeling deeply powerless.

At this moment, Wang Baobao looked at Zhao Ya and said, ”From what I see, aside from those five hundred cavalry in Mianshui County that are barely usable, I fear half of the Darugachi-led cavalry are unqualified, some cavalry’s bodies have been drained by wine and women, how can they fight like that?”

”Third brother, how many usable men can you muster now, at best?”

”About three thousand five hundred men, but to defend Huangzhou Prefecture, at least five thousand cavalry are needed.”

”Where can we source the remaining troops?”

Wang Baobao was somewhat troubled; Zhao Ya said, ”Can’t the government troops of Huangzhou Prefecture be used?”

Wang Baobao said, ”Mostly to make up the numbers, not useful.”

Upon hearing this, Zhao Ya said, ”One thousand five hundred people, third brother, aside from personnel, is the equipment complete, armor, warhorses?”

Wang Baobao replied, ”There’s plenty of those, not lacking except for that Yong’an Prefecture scoundrel, the others haven’t dared to steal or sell court’s warhorses, weapons to that extent. Gather some from various government offices’ storage, a thousand five hundred sets of armor and warhorses can be prepared.”
