Daily Intelligence System: Don't Kill Me, Honey!

Chapter 917: Chapter 236: Elder Quan: What? Chen 94? How Is That Possible!

Zhao Ya shook her head and said, ”Brother, we cannot. The nearby state government troops may not be sufficient either. If we transfer troops to defend Huangzhou Prefecture, their city defense will become weak. Then what shall we do?”

Upon hearing this, Wang Baobao looked at Zhao Ya and said, ”Are you afraid they are luring us away?”

Zhao Ya said, ”The demon people of the Zoroastrian Sect are very cunning. We have to be on guard!”

Wang Baobao said, ”But if all eight counties under Huangzhou Prefecture rebel, what shall we do?”

Zhao Ya said, ”All eight counties cannot. At least Mianshui County should be no problem. Chen Jiusi’s Fishing Guild can be trusted.”

Wang Baobao said, ”It’s just one Mianshui County, there are still seven counties.”

Zhao Ya said, ”Rebelling is the last resort. If they can get by, no one would rebel. So I think what we should do now is immediately amend the malpractice.”

Wang Baobao said, ”Yaya, what do you mean?”

Zhao Ya said, ”First, order in the name of the Darugachi Mansion that due to disasters in Hubei this year, all taxes are to be exempted. Moreover, the taxes already paid will be gradually returned to the people after the year to calm their hearts.”

Wang Baobao frowned upon hearing this and said, ”Will that work?”

Zhao Ya said, ”Chen Jiusi once told me something.”

Wang Baobao frowned, ”What?”

Zhao Ya said, ”The people are actually the best, no matter if you are Daqian or Great Song. As long as the ruler gives them food or even just a glimmer of hope, they will not resort to desperate measures.”

”Therefore, preserving the people’s peace is always the best way to suppress rebellion.”

Wang Baobao thought for a moment after hearing this, ”Chen Jiusi indeed has some insights.”

Zhao Ya did not speak upon hearing this, just hoped that he would be safe.

Wang Baobao said, ”What’s next, just comforting the people?”

Zhao Ya said, ”Additionally, it’s about purchasing grain. Although Chen Jiusi helped us save 150,000 stones of grain, it’s still a temporary fix for our prefecture with a population of 100,000. We must find ways to acquire more grain, even if it means paying more silver coins.”

”Moreover, we must quickly locate the lairs of these remnants of the Zoroastrian Sect.”

”To rescue Chen Jiusi?”

Wang Baobao frowned, Zhao Ya said, ”Not just to rescue Chen Jiusi, but mainly to find the fifty stones of stolen grain, the 150,000 grains won’t last long.”

”And the grain they’ve been forcibly collecting these days from the people must all be hidden together, amounting to possibly a million.”

Wang Baobao, upon hearing this, said, ”Hmm, we must find a way to locate it, but ordinary soldiers might not be able to investigate.”

”I’ll go talk to the Four Dragons and Eight Tigers in the city this afternoon, see if any of them are willing to serve the court.”

Zhao Ya said, ”Hmm, given the current situation, we really ought to talk to them. By the way, Brother Wang, we should also write to the Prince Mansion, asking them to send troops nearby. Besides, I suspect the Zoroastrian Sect planning such a large scheme can’t involve just one Elder Quan, Dharma King level might also be involved.”

”Let’s see if my Prince Mansion can dispatch some more troops and escort some grain and fodder to alleviate our urgent needs.”

”This...”

Wang Baobao hesitated, Zhao Ya said, ”Don’t worry, I’ll write it under my name.”

Wang Baobao said, ”Then thanks to Yaya, consider it as Third Brother owing you a favor. You know, my relationship with the eldest and second brother is not good.”

Zhao Ya said, ”Third Brother, that’s because Father always praised you since you were young, that’s why...”

”Yaya, no need to say, I understand.”

Wang Baobao nodded. He was a general leading troops, but not a qualified statesman, unfamiliar with governing a place.

Zhao Ya said, ”Additionally, we can’t move the troops of the other state governments, but Third Brother, you must order the County Daru Hua Chi of the eight county governments to lead their cavalry for support.”

”According to the Daqian system, the County Daru Hua Chi can have three to five hundred elite cavalry for defense, summoning the cavalry of these eight counties can bring three or four thousand troops, then we have a few more thousand elite soldiers defending the city.”

Upon hearing this, Wang Baobao was taken aback, ”Yaya, if we gather all the local Daru Hua Chi to the prefecture city, then who will defend the county?”

Upon hearing this, Zhao Ya thought for a while and said, ”Third Brother, even if they stay in the place, it’s no use, three to five hundred men would crumble at one blow.”

”We are currently short on troops, combining forces is the best strategy. Third Brother, you have studied military strategy thoroughly, surely you understand.”

Wang Baobao said, ”I know, but the court’s regulations state that the Prefecture Governor can only supervise the County Daru Hua Chi, not cross the government to transfer troops.”

Zhao Ya said, ”Third Brother, you forgot, the regulations mentioned that during wartime, the Prefecture Governor has full military and civil administrative power.”

Wang Baobao said, ”But no war has erupted yet.”

Zhao Ya said, ”If we wait for the war to break out, it will be too late. Never mind, we’ll make plans and report afterward.”

Wang Baobao thought for a moment and said, ”Alright, then I’ll write the order to transfer troops now.”

The two of them discussed and decided to first gather all available forces in the prefecture, strengthening themselves, ensuring they won’t let others defeat them one by one, becoming a scattered mess.

Of course, doing so was because their backgrounds were different.

After all, now that the Zoroastrian Sect wanted to rebel, all the speculations were just at the speculation level, the Zoroastrian Sect hadn’t acted yet. If you gathered the troops and a rebellion did not occur, then according to Daqian law, it’s a severe crime.

People with ordinary backgrounds wouldn’t dare to act and report later, but is Zhao Ya and Wang Baobao’s background ordinary?

The daughter and adoptive son of Ruyang King, with this status alone, they dared to do this precautionary measure, not afraid of others finding fault.

This is background.

If it were someone else and they were caught in such a situation, a single document could reach the Great Capital, accusing the Prefecture Governor of treachery, and surely the court would punish.
