Tap tap...

Seeing these two Demon Beasts roaring furiously at each other in confrontation, all the animals that had come to the waterhole to drink fled in a rush.

Chen Jie, witnessing this, did not want to get caught in the trouble and ran along with the animals, not forgetting to grab the big fish on the ground.

He dashed swiftly into the depths of the forest.

Then, from the direction of the waterhole, a series of wild beast roars could be heard.

It seemed like they started fighting.

Chen Jie, unwilling to stir up trouble, turned to leave. His immediate priority was to find a way out and see how he could leave this place.

Most importantly, Chen Jie didn’t even know where he was right now.

If he was deep within the Dragon Vein, it would be difficult for him to get out.

In the past, when Chen Jie wandered at the edge of the grey mist in his hometown at Dahei Mountain, he encountered countless dangers. This time, it would likely be fraught with crises too.

He had no idea what the situation outside was now!

Chen Jie thought anxiously.

...

Meanwhile, outside, Elder Quan was sitting in meditation inside a room, resting. After battling He Yishou today, though he had successfully escaped, he had suffered some minor injuries. Now he needed to take good care of himself.

As Elder Quan was regulating his breath, a sudden rush of footsteps was heard from outside.

Elder Quan frowned, looking at Chu Tian who rushed in: ”What’s the matter, why so flustered?”

Chu Tian immediately cupped his fists and said: ”Master, there’s bad news, Huangzhou Prefecture has begun to take action.”

Elder Quan frowned and said: ”Huangzhou Prefecture, what kind of actions can they take?”

Chu Tian said: ”Master, this time I don’t know who made the move, but it’s like pulling the rug from under us.”

”I thought even if our plan was exposed, given the current situation, Wang Baobao could only order the local officials to keep a close watch to prevent the people from revolting.”

”But surprisingly, they ordered a tax exemption for the people this year, and even said they would refund all the collected taxes within three months.”

”With this order, the public grievances in the entire Huangzhou Prefecture suddenly dropped to freezing point.”

”Our disciples sent out to incite the people to rebel reported back that the enthusiasm for rebellion among the people is extremely low now.”

”Some people who were talking about rebellion earlier, upon seeing our men this time, said the court promised to return their food rations and even not levy this year’s taxes. Their life could still go on, so they chose not to rebel!”

”What!”

Elder Quan stood up immediately, frowning tightly, looking at Chu Tian: ”Then how many people are still enthusiastic about rebelling now?”

”Not even one in ten.”

Chu Tian replied.

The people of Huaxia, as long as you give them a little hope to survive, and reduce their taxes a bit, they would not risk everything to rebel.

The public is always law-abiding and hard-working, but unfortunately, not every official knows how to restrain themselves, forcing the populace to rebel and overthrow the regime.

Huangzhou Prefecture was like this, previously on the brink of collapse under Chu Tian’s heavy hand.

But now, under Zhao Ya’s policies, the entire Huangzhou Prefecture is starting to self-repair.

This was something they didn’t wish to see.

Just as Zhao Ya had stated, Chen Jiusi told her: Keeping the people at peace is always the best means to quell rebellion.

As long as you leave the people some rations, a sliver of hope for survival, no one will think of rebelling unless pushed to the brink.

Zhao Ya learned from Chen Jie during this period and directly discovered the crux of the issue, thus choosing no other way but to pacify the people.

This move immediately disrupted the insurrection engineered painstakingly by Chu Tian, leaving him exceedingly furious.

And most crucially, if no action is taken now, Zhao Ya’s strategy of using softness to conquer hardness might indeed dismantle the scheme they had painstakingly set up for three years!

Thinking about this, Chu Tian looked at Elder Quan and said: ”Master, we can’t sit around waiting to be defeated!”

Elder Quan frowned, looking at Chu Tian: ”What do you intend to do?”

Chu Tian said: ”Master, since the government is not forcing the people to rebel, we will have to play the villain ourselves.”

Elder Quan frowned at Chu Tian: ”What do you mean?”

Chu Tian said: ”Master, we could... ”

”Hmm, this... ”

Upon hearing Chu Tian’s words, Elder Quan widened his eyes: ”Will that work? Isn’t it a bit too unscrupulous?”

”Master, the big endeavor is of utmost importance, for the Holy Sect, some notoriety we need to bear.”

”But... ”

”Master, as long as you nod your consent, you won’t need to worry about the rest, I will handle it for you.”

Elder Quan was still somewhat hesitant, Chu Tian said: ”Master, it’s for the Holy Sect, the big endeavor is of utmost importance!”

Elder Quan said: ”Alright, but each county has Darugachi’s cavalry stationed for defense, our people going there might not succeed!”

Upon hearing this, Chu Tian said: ”Master, rest assured, according to the intelligence I received, Wang Baobao has gathered all the Black Cavalry stationed in various counties to Huangzhou Prefecture, responsible for city defense!”

”Therefore, there aren’t sufficient garrison troops in the locales, we can send some people down there, it will be fine, there won’t be much resistance.”

Chu Tian said.

Elder Quan said: ”To gather all the Black Cavalry into the city, who did that? They’re quite clever to know that leaving the troops outside the city would surely result in us picking them off one by one, but now combining them makes it rather difficult.”

Upon hearing this, Chu Tian said: ”Wang Baobao indeed has some capability, though amassing troops together makes it hard for us to pick them off one by one, it’s nothing to worry about.”

”We can first break into the county towns, gather the refugees, and then use the refugees to attack the city. With hundreds of thousands of refugees surrounding the Huangzhou Prefecture City, even with Wang Baobao’s tremendous abilities, how could he possibly defend the Prefecture City?”
