The Scumbags Guide to Enslaving Demon's

Cindervale’s route council gathered in the conclave hall once the canals had cooled down.

The auction pool sat empty and dry, its glass bottom cracked. The regional delegates stood near the public wall, which displayed the temporary public lock agreement Asha had written in her rough handwriting. Sali’s ember currents ran through the canals beneath the building, no longer bound to an emergency buyer’s key. Puffs of steam shot up through the broken glass every so often, and no one reacted to them anymore.

The Blue Merchant broker stood before them with no auction platform beneath her.

”My name is Petra,” she said. ”I have worked for the charter for the past twelve years. There is a hidden city beneath all the trade routes called Ledgerdeep. The council keeps its original contracts there. They don’t just hold ownership clauses. They create them and distribute copies to every broker.”

Tessa placed the map of Ledgerdeep next to the public route sheets.

”How do we get there?”

”There is an old toll tunnel that runs under the east canal,” Petra said. ”However, you will need a contract identity to enter Ledgerdeep. The outer archive will scan you for something it can own.”

Austin Veyron stared at the map and the blue circle drawn on it.

A hidden city full of the council’s contract machines would be easy to take over. If he devoured those machines, he could take down all of the council’s ownership in one shot.

Veyra knew what he was thinking.

”What do you want?”

”The contract machines.”

”What would that create?”

”A man who owns everything because he devoured the council’s contracts.”

Sable rested her crown shard in her palm. ”Then we break the ownership out of every contract people still agree to.”

A gray-robed woman stepped out from behind the council chamber. She had ink stains on her hands and a blue mark at the base of her throat.

”My name is Juna,” she said. ”I copied contracts in Ledgerdeep until I realized what they were doing. I escaped through the toll tunnel three months ago.”

Petra looked at her. ”You were one of the council scribes.”

”Yes, I was,” Juna said. ”I don’t work for them anymore.”

”Will you help us get there?” Austin Veyron asked.

”I will show you how to get past the outer archive. I won’t tell you what to do once you’re there. There are many people in Ledgerdeep who owe money, and some of those contracts are legitimate. If you devour all of them, you will be hurting innocent people.”

Tessa nodded. ”Then we keep the consent and remove the ownership.”

Asha added a public statement to the route council record. ”You are not allowed to represent the canals in any action. You carry our information, not our power.”

Sali’s voice rose from the ember channel below. ”And don’t use my currents to unlock anything.”

The team agreed to these terms.

They traveled east through the canal tunnels after dark. Juna showed them the path through the old toll tunnels that ran beneath the canals. As they went deeper, the air grew colder and began to smell of dust and paper. Trade signs covered the walls: water trade, food trade, housing trade, and a small blue line that cut through them all.

”Is Ledgerdeep under all of this?” Rin asked, running her tails along the wall.

”It’s under everything you can see on the surface,” Juna replied. ”The council wants to make sure that anyone traveling these routes passes near something they can own.”

When they reached the entrance to the toll tunnel, contract sentries were standing in the darkness.

They were built of blue paper, iron keys, and chains. Each one held a blank slate in front of its face.

NAME WHAT YOU OFFER.

One of the sentries turned to Austin Veyron.

Its slate showed him images of places he had traveled: the Grand Meridian, the Freehold, the witness map, and every route he had crossed. It wanted him to offer something he owned to gain entry.

DEVOUR stirred, eager to help.

He could offer his hunger. He could let the sentries take the dark mark, then devour the contract they built around it. But that would only create another private battle between him and Ledgerdeep.

Veyra moved closer to Austin Veyron.

”What do you want?”

”To offer them my power to gain entry.”

”What would that create?”

”A gate that sees me as its biggest enemy.”

Sable lifted her crown shard. ”Then target the claim that says you have to offer something to pass.”

Juna pointed to the writing beneath the slate.

PASSAGE BELONGS TO THE OFFERING HAND.

All the toll tunnel needed was for people to believe that passage belonged to whoever offered something.

”Target,” Austin Veyron said. ”The passage-belongs-to-the-offering-hand claim. Not the toll tunnel. Not the scribe. Not the people who use it.”

”Witnessed,” Veyra said.

”Witnessed,” Sable said.

Austin Veyron pressed the white root chain against the nearest blank slate.

DEVOUR opened. The claim tasted like a road turned into a locked shop door.

PASSAGE BELONGS TO THE OFFERING HAND.

He consumed belongs.

The sentries fell apart into blank sheets of blue paper. Their keys hit the ground, and the toll tunnel door opened without anyone having to offer something to pass through.

The outer archive of Ledgerdeep was a huge cavern filled with ledgers. Tall shelves reached all the way to the top of the cavern, with ladders sliding up and down their sides. Gray-robed clerks moved between the ledgers, and people stood in line to buy items from the auction windows. It didn’t look like a battlefield at all.

That was what made it dangerous.

At one of the auction windows, a broker held up a glass orb with a fading memory inside it.

”Lot Seventeen,” she called. ”A debtor’s memory of their obligation. If you purchase this memory, the debtor will still have the debt but will not remember why they have it.”

A man at the front of the line held up a blue token to bid.

The glass orb glowed brighter. Inside it, a woman was signing a contract at a healer’s office while a sick child coughed behind her. Then the memory started to fade.

Juna grabbed Austin Veyron’s arm. ”This is what they do when a debtor disputes a contract. They take the memory of the person being forced into it. The debtor still has the debt, the payments, and the threat of collection. But they won’t remember why they owe the money, so they will always sound crazy when they dispute it.”

Tessa looked up at the auction house signs. ”Can we stop this without causing an incident in the archive?”

”Not if we break the auction window,” Juna said. ”That memory is connected to an identity ledger. If we break the orb, it may destroy her chance to dispute the contract.”

Ceryn read the bid terms posted beneath the glass orb. ”The buyer isn’t trying to buy the memory. They’re trying to buy the right to say the debtor’s memory isn’t valid.”

The man holding the blue token looked hesitant. He didn’t look like a merchant who would buy debt memories. He wore a clerk’s coat and looked like he was only doing what he had been told to do.

Rin watched him closely. ”Does he even know what he’s buying?”

”We don’t know,” Tessa said. ”That’s why we’re going to read all of the terms before we act.”

Another broker walked up to the auction window, holding a blue contract in his hands. ”Last chance to bid on this debt memory. It will be placed in the buyer’s vault.”

Austin Veyron wanted to reach through the glass and grab the orb. DEVOUR could consume the whole contract surrounding it. He could save this one woman and make everyone in Ledgerdeep afraid of him.

Veyra noticed him tense. ”What do you want?”

”I want to take the orb from them.”

”What would that create?”

”I would become the only person who can save people from them.”

Sable hid her crown shard under her cloak. ”Then we save the memory in a way the debtor will still be able to remember.”

Tessa pulled out the evidence they had collected from Seregate, Brinewatch, and the Ember Canals. ”They all follow the same pattern. Someone needs something, so they’re put into debt. Once they’re in debt, they’re owned, and that ownership lets the council take the memory of the person who was forced into it. We don’t need to steal the orb. We just need a copy of the identity ledger.”

Juna pointed to a path that ran behind the auction windows. ”There is a public index room in the outer archive. If we put a witness notice next to this debtor’s record, they won’t be able to auction her memory as uncontested.”

”Can you take us there?” Austin Veyron asked.

”I can show you the way, but it’s up to you how you get there.”

The team slipped through the outer archive shelves. Petra kept her old Blue Merchant seal in an evidence bag, and it got them into one of the clerks’ desks. Ceryn found the debtor’s record among the many blue books. Tessa wrote a witness notice beside it stating that the original contract was under review and the memory was in dispute due to coercion.

The auction window lit up red.

The broker halted the auction.

”We have a disputed record,” she announced. ”Lot Seventeen will be on hold until the memory can be reviewed.”

The man holding the blue token lowered his hand and looked at the fading memory. Then he looked at the witness notice placed beside it.

”I was told this was a way to correct the books,” he said.

”Now you know what it really is,” Tessa replied.

Austin Veyron could feel the archive becoming aware of them, as if every contract in the cavern were flipping its pages at once.

Ledgerdeep wasn’t just buying water, roads, and locks.

It was buying the memories of people who owed money, and selling their forgetting back to them as debt.
