The Scumbags Guide to Enslaving Demon's

The citizens’ council for public water met at Seregate’s main well early in the morning.

Sera had the pressure gauge ready. Malen had brought the caravan documents with him. Vela’s water form moved freely across the shallows, no longer bound by Keth’s red metal contracts. Water from the night before still sat on the well ring, and the early light hit it with a golden glow.

”We can protect our city,” Sera said. ”A public count on our water won’t fix the problem, but it’ll stop others from profiting off it in secret.”

Vela looked toward Austin Veyron and his team. ”I’ll send you updates on the water pressure through the caravan network. I won’t leave my aquifer. I’m choosing to help the city.”

Austin Veyron gave her a nod. ”That’ll be fine.”

Tessa laid Keth’s torn ledger page out on the well ring. It showed the Salt Ledger Coast route heading southeast to Brinewatch Port. The page listed buyers from the Blue Merchants and everything they were purchasing: wells, caravan passes, warehouse access, dock access, and river mouths.

”They’re buying more than just products,” Ceryn said. ”They’re buying the places those products travel through.”

Austin Veyron felt his urges change. Brokers, contracts, and market demons would make easy targets. Nobody would grieve for them. He could hunt Keth down, consume his power, and devour every red ledger he came across.

Veyra sensed his thoughts.

”What do you want?”

”To devour brokers.”

”What would that make you?”

”A hunter who doesn’t see the people around his target.”

Sable’s crown shard caught the desert sunrise. ”Then we follow the facts of the route.”

They left Seregate traveling with a caravan bound for the coast. It was carrying salt cloth, repair metal, and three public reports from Vela on the city’s water. Tessa rode with the caravan clerk to help look over the permits. Ceryn kept the evidence they’d gathered together. Rin kept an eye on the hills. Tamsin brought up the rear. The first day was clear, nothing but sand and sun and the wagons rolling along the road.

On the second day, they entered the salt flats.

The flats stretched pure white out to the horizon, split by the beds of old rivers. The sun was blinding on the salt. The drivers tied cloths over their eyes, and the wagons crunched as they moved. The road narrowed between pillars of black salt on both sides. It was perfect for an ambush. The wind died down between the pillars, and the only sound left was the creak of the wagon wheels.

Rin lifted her hand.

”We’ve got movement.”

Salt-contract raiders appeared from behind the pillars. ℴ

They wore pale masks, with blue bandanas tied around their arms. Red token lines circled their necks, and each of them carried a hooked staff that ended in a salt-glass blade.

TRANSIT DEBT BELONGS TO THE BLUE ROAD.

Their leader pointed her staff at the caravan.

”You’ll need to update your passes to travel the Brinewatch roads. Leave your water reports, your route, and half your cargo behind. The road will take the rest.”

The caravan clerk shook his head. ”We paid the public price in Seregate.”

”The Blue Road doesn’t accept public pricing.”

They attacked.

A salt-glass blade swung at the caravan clerk first. Tamsin blocked it with her spear, sending sparks flying across the salt flats. Rin lunged at one of the raiders and raked her claws across his token line, but it didn’t break. Veyra fought off the leader’s staff to protect the water reports.

Austin Veyron looked at the phrase that controlled the raiders.

TRANSIT DEBT BELONGS TO THE BLUE ROAD.

No one owned the road. The raiders had been told that everyone who traveled it owed a debt to its color and its protectors.

”Target,” Austin Veyron said. ”The transit debt owed to the road.”

”Witnessed,” Veyra said.

”Witnessed,” Sable said.

He pressed his white root chain into the nearest red token line.

DEVOUR opened.

The phrase felt like a debt wrapped around someone’s neck.

TRANSIT DEBT BELONGS TO THE BLUE ROAD.

He devoured belongs.

The token lines faded.

The raiders stumbled, their blades pointing at the ground. Their leader looked at the bandana around her arm as if she had never seen it before. Her hands were caked with salt and cracked from working the roads.

”I signed a pass to travel here,” she said. ”They told us that if we enforced the terms, the road would feed us.”

”Do you want to leave?” Veyra asked.

The leader looked at the caravan, then back at the salt flats. ”I want a road that doesn’t own me.”

Tessa offered her a clean sheet of paper. ”Tell us what you know about Brinewatch. You can leave out anything you want.”

The leader stared at the paper for a long moment before she took it. Then she sat down on the salt, and the others slowly gathered around her.

The raiders agreed to talk. The Blue Merchants had taken over the permit houses on the coast. Keth had arrived the day before with Seregate’s pump maps, and he was hosting an auction. The hidden coast ledger was going to be revealed beneath the Brinewatch salt customs house.

”The first item will be put up at sunset,” she said. ”They call it the River Mouth.”

They arrived at Brinewatch Port as the sky turned the color of rust.

The port was crowded with ships, and warehouses full of salt lined the coast, their walls crusted white where the sea spray had dried. The air smelled of brine, tar, and fish left too long in the sun. Blue flags flew from all of the customs houses. The river flowed into the ocean, but iron gates had been built across its mouth, with merchant symbols engraved into them.

Before they reached the auction square, Tessa took them to the public board by the harbor. A dock recorder named Corin was there, replacing notices about water permits beneath the blue flags.

”Would you be willing to talk to us?” Tessa asked.

Corin glanced at the merchant guards, then at the caravan’s evidence papers. ”I can tell you some things. The river mouth used to be maintained by a lot of people. Three councils helped run the docks. There were two canal teams, and huts up the river to watch for flooding. The Blue Merchants don’t think that’s efficient. They want to own it, so they can charge everyone who uses it.”

Ceryn looked over the notices on the board. ”The auction isn’t just selling something. It binds the buyer to raise tolls. It’ll also let them redirect the floods and remove the harbor counts from their ledgers.”

”What about the councils that use the river?” Austin Veyron asked.

”They haven’t been invited,” Corin said. ”They were told the auction would prevent flooding.”

Rin looked over at some of the dock workers unloading boats near the iron gates. ”Will it?”

”It’ll prevent floods,” Corin said. ”But the gates need to be repaired, not owned. The teams have already planned how to fix them. The merchants bought the permits before anyone could vote on the repairs.”

Tessa wrote down what he’d told them on a public sheet and gave him a copy. ”Post this where everyone in the square can see it.”

Corin hesitated. ”They might fire me.”

”If that happens, we’ll have more than one witness to back up your report,” Ceryn said. ”And we’ll be there when it’s read.”

Some of the dock workers stopped to read the sheet. More people began to gather around it. They kept their voices down, but they didn’t leave.

On the other side of the harbor, Keth noticed the sheet. His smile shrank.

Austin Veyron wanted to confront him right now. He wanted to break the broker and the platform they were using to sell off what belonged to the public. He could show everyone in the port what was being done to them. But he also knew that if he attacked now, the merchants would have a reason to seal the river mouth and control it by force. ℯ𝓵.

Veyra saw what he was focused on. ”What do you want?”

”To scare him.”

”What would that make you?”

”A spectacle that lets the merchants take control.”

Sable left her crown shard where it was. ”Then we scare the terms by dragging them into the daylight.”

In the square, a black tent had been set up over a stone platform. Lanterns hung from the tent, even though it was still daylight.

Keth stood next to a demon woman in blue robes. She had coral horns, and silver scales ran down her throat. She held a ledger bound in blue.

”The Blue Merchants would like to welcome all buyers to our auction,” she said. ”Our first item is an asset that will keep our region stable.”

Workers and caravan owners crowded around the platform, shoulder to shoulder in the fading heat. Some of them were dressed in fine clothing. Others were just trying to find out whether their permit prices would go up.

The demon opened the ledger.

A map of the river mouth appeared above the platform, glowing in the twilight.

”First item,” she said. ”Ownership of the Brinewatch River Mouth. All water that enters our coastal trade lines, and all flood claims downstream.”

Everyone fell silent. Behind Austin Veyron, a river captain cursed under his breath. Nobody told him to stop.

Keth looked at Austin Veyron across the square and smiled.

”You followed thirst to us,” he called out. ”Now watch it learn to sail.”

Tessa’s witness map shook in her hands, its white lines flickering as if the river itself had flinched.

The Blue Merchants weren’t selling off a person.

They were selling off a river’s mouth.
