Global Lords: I Have Information System

Even though Zong Shen’s wealth is considerable now,

he will not overlook the capital growth brought by commercial expansion.

Zong Shen’s goal is very clear, he wants the territory to step into urbanization as quickly as possible.

This is evident from his instruction to Marie and Hoy to conduct forward-looking planning for the territory.

His planning for the territory is not as conservative as Chen Rui’s progression towards a village level.

Zong Shen has higher development requirements for both himself and the territory.

For this reason, he even skipped the village level, planning directly according to the Bang City level standards.

Bang City is already considered a standard city.

The difference between it and a Giant City is mostly in scale and size.

At the current stage, as long as Zong Shen can successfully advance the territory to the Bang City level,

both population flow and productivity levels can be greatly improved.

Bang City level can be considered a major threshold and platform for the development of the territory.

According to the development trajectory of ordinary Lords, developing to Bang City requires seven to eight years or even more than ten years of efforts.

This development time is already more than ten times faster than that of the Indigenous People.

For those Indigenous People, ten years is not too long.

Normally, the development of a Bang City to maturity requires at least a hundred years of time.

It requires the construction and development through two to three generations to build a Bang City.

Moreover, during this period, it must not encounter any changes.

In contrast, the development speed of the Lords is truly remarkable.

Ten years in this world of sword and magic is not worth mentioning at all.

Some long-lived species, when in their growth stage, may casually slumber for a period far exceeding ten years.

However, for Zong Shen, ten years is still too lengthy.

His goal is to develop the territory into a Bang City within six months to a year.

Having a ruling population of over a hundred thousand, and more than five thousand warriors of various tiers.

To achieve this goal, he must not only extract population and resources from surrounding villages and Bang Cities,

but also intends to set his sights on the Giant City of the Indigenous People.

And simultaneously develop and operate around the surrounding Bang Cities.

When Zong Shen eventually possesses his own aerial riding beast,

along with a group or even multiple groups of [Hundred Kilometer-level Teleportation], rapid commuting will be possible.

By using different Bang Cities as nodes, purchasing industries, and setting up teleportation arrays,

further accelerating the communication and integration with the Indigenous People.

To develop quickly, it is necessary to gain more resources and population in a unit of time.

Zong Shen understands this point very well.

His goals are very firm.

So he will not give up any opportunity to increase his strength.

This includes the requirements for territory resource reserves.

He wants to build a city, not just a settlement.

A Bang City that can accommodate hundreds of thousands or even tens of thousands, is not like the current territory.

Merely the resource consumption required for construction alone is astronomical.

Not to mention all the many problems involved.

During this period, Zong Shen also has to undergo a reform of the territory.

First granting all soldiers and farmers the status of Free People.

Soldiers are to be paid monthly based on tier.

Farmers are allocated land and basic production materials, allowing them to operate on their own.

Initially, the territory will lead in acquiring those crops and providing work positions that are paid according to labor.

After completing the reform of the territory, the productivity of the territory can rapidly increase.

What Zong Shen needs to do is very simple, he wants to enliven the stagnant water of the territory.

The productivity of the Indigenous People in this world is actually not high.

It’s not due to conditions being limited.

In fact, throughout the millennia-long civilizational history of this continent,

observing the rise of human Kingdoms,

the problem of polarization is particularly prevalent, even splitting the civilization on this continent into two different worlds, under the grand and overwhelming shadow of upper-level structures, most ordinary people still live in the hardship of a medieval-like era.

The current few major human Kingdoms on the continent are all in such a state.

The wealth and materials of those vested interest groups are already overflowing.

But the production level at the lower tiers is equally low.

Actually, this is a situation deliberately fostered by the rulers.

Such vast territories, with populations numbering in the hundreds of billions.

According to the ruling structure of a pyramid,

even if the lower levels remain in a low productivity state, it is sufficient to support the upper-class interest groups.

After all, the numerical ratio between the two almost differs by thousands of times.

On average, every noble and wealthy merchant is virtually supported by thousands of commoners.

Their wealth can quickly gather and accumulate more and more.

Levels of productivity and military force are both dangerous elements that need strict control.

Once there is a significant surge, it will inevitably cause class upheaval,

greatly undermining the authority of the rulers.

This is a situation that no king or emperor would allow to occur.

A low level of productivity maintains a relatively low level of desire.

Only by keeping the desires of the lower-tier residents within a threshold can the Kingdom remain stable.

However, for Zong Shen, with the loyalty backed by the Lord System, he does not need to worry about these.

He doesn’t need ”stability,” he only needs ”speed,” ”strength,” and ”wealth.”

Referring to development experiences on Earth, he must quickly enliven the entire territory.

Mobilize the enthusiasm of every subject comprehensively.
