------------------

The new reformation of Konoha’s political structure began taking shape at a rapid pace.

Without the hindrance of the Elders or Danzo, the positions of Elders and Department Heads were chosen quite quickly.

Alongside Jiraiya and Tsunade, Might Guy and Kakashi took the positions of the third and fourth elders.

After a lot of discussion, Shikaku was chosen as the fifth elder.

Mission System had three people: Choza, Genma, and another Jonin.

Education System had only one head, which was the Head of the Education Department. So, that place belonged to Kakashi.

Kakashi also became one of three people to hold more than one position in different committees.

Tsunade also became the only person to hold three different positions: two positions as Department Head and one position as Elder.

Shizune became the Head of the Support Department.

According to Tsunade, she had seen a potential sprout from the current Genin Roster.

As long as she could do better, she would be able to replace her soon. That person was none other than Sakura.

The Barrier Team only had one department. Logically, Naruto shouldn’t be allowed to be the head of this department.

So, he asked them to wait until he found a suitable person for this department. Sasuke had already saved Karin.

He also asked Kabuto to bring her to Konoha so she could inherit this position.

Of course, he couldn’t choose her, but he believed she would be capable of learning those Sealing Jutsu.

Intelligence Department didn’t change much. Inoichi and Ibiki still held the same positions as before.

The Ranking Department’s Head was Shikaku. He was also one of three people, alongside Kakashi and Tsunade, to inherit more than one position.

The Security Department had two positions.

One was inherited by Hiashi as the Prison Department Head, and the other was inherited by Inuzuka Tsume as the Security Department Head.

Anbu Department also had two positions. Aburame Shibi inherited the position of Core Department Head.

Another Jonin inherited the position of Normal Department Head.

They spent the entire day discussing how each department would function, using the basic instructions from those scrolls to create a better outlook.

Naruto showed no rejection of their suggestion. Unless someone’s suggestions were not useful, he would include them.

After the formation of these systems, only the Judicial System had no judges, but it was alright. They could wait.

The other departments were more important.

For example, the treasury was still handled by the Hokage. This was one responsibility that wouldn’t fall into the hands of others.

Every expenditure in each department would be authorized by the Department Head, but to get the actual budget, the Department Head must consult with the Elder.

Elders had certain positions.

Tsunade was the Elder of the Health Sector. Jiraiya was the Elder of the Intelligence Sector.

Shikaku was the Elder of the Mission Sector. Kakashi was the Elder of the Technology and Science Sector. Might Guy was the Elder of the Military Sector.

These sectors reviewed, analyzed, planned, and compiled all the information for a certain sector.

They didn’t possess substantial power over anything, but they were important because only they could submit the documents for plans and budgets to the Hokage.

Although Department Heads could also do it, they could only do this in case of emergency.

So, while Elders didn’t have command over anything, they could structure every sector according to their plans.

This was also why the budget was under the Hokage.

No matter what the Elders wanted to do, without the Hokage’s agreement, they could never get the budget for anything.

At the same time, the Hokage also didn’t need to check every single thing that happened in different departments.

Essentially, Naruto made this system to take off the burden from his shoulders.

Some Departments’ jobs became clear.

Core Anbu were directly connected to the Hokage, but both departments had direct contact with the Hokage.

The jobs they got would be different. Only Core Anbu could get secret missions, while normal Anbu would get normal missions.

Hospital and Pharmacy Departments functioned differently. Naruto asked if Tsunade could promote pharmacies throughout Fire Country.

As for the Hospital, even if more buildings were added, hospitals would only be contained within Konoha.

This hospital dealt with ninjas more than normal people.

At the same time, new tiers of ranking were added to the ninja.

This was to make sure they wouldn’t send weaker ninja to fight stronger enemies. Many times, the lines between Jonin and Kage could be blurred.

But it was exactly because of this that Asuma died.

Of course, there was a lack of information from Konoha’s side, but he wanted to change this now rather than wait for an accident to happen.

So, Naruto made a new list with a total of twelve ranks.

Genin- A Ninja who has graduated from the academy.

Elite Genin- A Ninja with the mindset of an experienced ninja but the skills of a Genin.

Chunin- A Ninja with sufficient control over Chakra, mastery of one elemental Jutsu, and proper Taijutsu.

Elite Chunin- A ninja with all the above but more experience or intelligence than a normal Chunin.

Special Jonin- The same as before.

Jonin- The same as before

Elite Jonin- Can easily suppress a Special Jonin

Quasi-Kage- Has the power to kill Elite Jonin and multiple Jonin.

Kage- has the power to destroy a small country.

Peak Kage- has the power to kill a Kage without sacrificing their life.

Super Kage- has the power to kill multiple Kage-level shinobi but, with the right strategy or sacrifice, can be defeated.

Peak Super Kage- has the power to kill two Super Kage.

To give them a proper understanding of this ranking. Naruto even made a ranking list for them.

Genin- Konohamaru

Elite Genin- Sakura

Chunin- Shikamaru (Shadow Paralysis Jutsu is also an elemental Jutsu)

Elite Chunin- Neji

Special Jonin- Sasuke

Jonin- Asuma

Elite Jonin- Kakashi

Quasi Kage - Naruto (Without using any special Jutsu or boosts, his strength increases every day despite not training, as his body becomes more familiar with his peak strength from memory.)

Kage- Tsunade

Peak Kage- Might Guy (Seventh Gate)

Super Kage- Nine Tails

Peak Super Kage- Hashirama Senju
