”There is a lot of information. How long have you been thinking about this?”

Tsunade couldn’t help but raise her eyebrows after she browsed through all three scrolls.

Naruto waved his hand and said.

”Not much, only three days! Actually, it is quite a random thought that came to my mind when I realized I wasn’t training much.”

”My schedule was quite busy, so I decided to give myself some free time, but dumping work on others would be irresponsible.”

”So, I came up with a better solution. At least, I think I did. What do you think? There are a lot of things we could work on.”

At this moment, Shikaku stepped forward and said.

”Lord Hokage, why don’t we make proper constitutional rules for Konoha? Our normal laws are only for ninjas.”

”Instead of using those laws, we can make new ones, and as time passes, we can add new laws.”

”The idea can come from normal people or other ninjas, but only when it passes through Department Heads, Elders, the Hokage, and the Judicial System can it be added.”

Hearing that, Naruto thought for a moment and said.

”That’s a nice idea. Most of the rules are indeed directed towards ninjas. Instead of making it only for ninjas, we can modify it to include both ninjas and normal people.”

Hiashi interrupted.

”But what if those rules conflict with families?”

This was a problem that he saw. After all, the problem of Cage Bird was quite big for the Hyuga Clan.

Unless they were willing to abandon it, Hyuga had an absolute black spot that they couldn’t hide from the public.

Naruto looked at Hiashi and said.

”I already said this before. This is not the era of clans or families. You can have your own Jutsu, Bloodline Traits, or anything else.”

”But core power must be under the village. That’s why I am giving power to the public.”

”If there is a conflict between the rules and the families, let’s try our best to solve that conflict peacefully.”

Hearing his words, Hiashi had a conflicted look on his face.

He would be more than happy to support Naruto, especially after what happened to his brother.

But that didn’t mean he wanted to cause problems for his clan. Right now, his clan wouldn’t accept this decision.

In fact, many of the Hyuga Clan Jonin who were also attending the meeting noticed this as well.

Some were branch family members; rather, most of them were branch family members, while only a few were Main family members.

One of the elder Main family Jonin spoke.

”Lord Hokage, if some of our clan law conflicts with the village and it can’t be changed, what will be your decision?”

Naruto raised his hand and said.

”First of all, I would like to remind you of something.”

His eyes didn’t just remain on that elder. He scanned everyone with his blue eyes and said.

”I am determined to change the village. Like, a hundred percent determined! Even if none of you support me, I will still do it.”

”Because, as it stands right now, I am the Hokage and possess the highest power in the village.”

”But I am not the Fourth Mizukage nor am I Danzo.”

His eyes returned to that elder as he continued.

”So, you shouldn’t ask what my decision will be. You should consider how you can solve the situation.”

”With conflict or peace!”

Suddenly, he chuckled.

”Of course, if these systems come into existence, you can remove me from the position of Hokage. So, it’s kinda a win-win situation for you, isn’t it?”

At this moment, Choza spoke.

”Lord Hokage, you don’t have to remind us of this. In fact, we can all see the reason why you are doing this.”

”As the Head of the Akimichi Clan, I am proud to say that you are the best person we could’ve asked for as a Hokage.”

These were Choza’s true feelings.

It wasn’t because he hated the Third Hokage or the Hokage before that. They were good, but he also realized some problems.

Hokage had too much power, and when that power was divided, only those who were close to the Hokage got most of that power.

This happened to his family, so he noticed it from a young age. But he didn’t think much of it.

In fact, if his clan wasn’t considered one of the four noble clans of Konoha, he wouldn’t have thought about it.

This wasn’t just his feelings.

Many of the Jonin or Special Jonin who reached that position but held no substantial power felt the same way.

”Yes, Lord Hokage! You’ve already done so much for us. This is not something we’d ever expected.”

A Jonin chimed in.

Another Jonin spoke.

”The Hokage is the supreme leader of the village. Your orders are absolute in the village. You are changing the village, but as you said, it is for a better tomorrow.”

”To be honest, I’ve only seen the Hokage’s desk empty during the Fourth Hokage’s reign.”

Another Jonin spoke.

Shikaku nodded and spoke.

”We can work on this together. We should always trust our leader, but having the ability to confront the leader is just as important.”

Naruto smiled.

Inside his head, Minato couldn’t help but feel speechless.

”Naruto, how did you come up with something like this?”

Kurama nodded.

”Yeah! This is not a part of the future.”

Naruto spoke to Kurama and his parents through his psyche.

’Actually, this isn’t that complicated. Even now, we have a lot of these things. I just added some rules and brought a new judicial system.’

’The only reason why original me didn’t do any of this is that he didn’t have the memories early on.’

’His values and morals were already set as he grew up. By the time he reached his peak and became an adult, he only knew a few things that he absolutely wanted to change.’

’Besides those, it’s not that he wasn’t willing to change, but rather he didn’t involve himself in those things.’

’I feel like the future me was just trying to maintain the peace the Shinobi world had achieved.’

’In fact, if he wanted to change things, Shikamaru and Sasuke would definitely support him. But I am different.’

’I have those memories, but my values have not been set. If I don’t like something, I want to change it. I am not going to stomach it and just endure everything.’

This was one thing current Naruto was different from the original one.

In Jiraiya’s view, he wasn’t a perfect Ninja because he couldn’t endure everything.

Naruto could endure pain, but he was not willing to endure injustice and old ways.
