Chapter 381: Chapter 207: The Beginning of Reform

Rather than yearning for another top talent during these times, it would be better to let the common people also enter the realm of the Transcendent, creating greater value to support the top layer of geniuses.

This way, the common people will also feel a sense of belonging to the Federation, their lives will improve, the upper echelon will benefit, and there will be more soldiers for war.

Although there are a number of negative effects, these reasons are enough for Baiyi to initiate this reform.

A foreboding feeling emerged in his heart.

Baiyi paused, the third crisis is coming.....

Baiyi’s gaze turned to the city outskirts, perhaps....this war will be the most difficult one.

Standing up, Baiyi walked outside, glancing at the specialty chosen during the Legendary slaying.

[Blood Cocoon: Concentrate all negative effects on the body into a shell and completely shed it.

Cooling Time: 10 seconds.]

This is a control-removing specialty, but it has side effects, such as when Baiyi is poisoned by the Dark Side or cursed, or even suppressed by some powers.

This specialty can concentrate the suppressed or poisoned parts into a skin, from which Baiyi can directly escape, freeing himself from all negative effects.

This specialty seems to be paired with the Body of Extreme Evil specialty.

Because the condition for this specialty to appear is the necessity of having the Body of Extreme Evil; for example, if Baiyi’s brain is poisoned, then this specialty will directly collect the brain into a shell so his body will no longer be highly poisonous.

If there is no Body of Extreme Evil, then abandoning the brain would be fatal.

Currently, however, it has no effect as his consciousness does not reside in this humanoid brain, and his soul does the thinking.

However, the side effect of this specialty is the reduction of various attributes or health.

Baiyi can choose this point; if he has a lot of health, he can directly cut down flesh tissue, and if his health is already low, he can directly reduce the negative power within to achieve the same effect.

This specialty is excellent, offering strong support to Baiyi’s Dark Side combat system.

Baiyi tested it; for instance, withering, this extreme poison, works directly on his heart, and this shedding only costs 10% of his health or a 2-point reduction in each attribute to complete.

During the past two months of study, Baiyi once entered the Nightmare World.

He devoured a C-level dangerous item, a scepter, at that time the prompt surprised him.

[You devoured the Dangerous Item – Desire Scepter.]

[Your Dark Side has improved, Strength +15, Agility +20, Endurance +18, Intelligence +10.]

[Due to the Dark Side devouring the essence of the Desire Scepter, it will no longer appear in the next cycle.]

These three prompts revealed many things, such as dangerous items made of negative emotions that will not regenerate once consumed.

It’s like directly eating a small piece of the Nightmare World, representing a loss of essence.

He still has a part of the Sin of God of Sessis in his hand, a thing to be used with the Life Goddess Finger Bone and the Heart of the Divine Abomination.

It’s difficult to use Black Death·Pathogen, a dangerous item of this world, for the growth of the Dark Side.

He devoured the dangerous item merely to see the data.

If the Dark Side truly loses control and swallows the Nightmare World whole, he can’t fathom how strong the Dark Side might become....

With the emergence of this new specialty, a new combat system appeared in Baiyi’s simulation.

For instance, during a fight with a devil, there are many specialties he didn’t utilize.

Malicious Deception can conjure an impeccable illusion, and when combined with the Blood Cocoon shedding specialty and Spatial Penetration, it becomes a perfect assassination right in front of the enemy.

Unprepared existences will surely turn into corpses under this minor combo.

Through deep thought, Baiyi had already arrived at the top of the City Lord’s Mansion main hall.

This building is the tallest around, the grand hall of the City Lord’s Mansion is intended for receiving foreign emissaries or holding city council meetings.

Although it has only one floor, it is extraordinarily tall and magnificent, nearly thirty meters high, equivalent to a ten-story building.

And there’s an unspoken rule for the surrounding buildings: they shouldn’t surpass the height of the City Lord’s Mansion.

But Baiyi doesn’t care about that, when skyscrapers are needed in the future, he might just use Magic or Alchemy Technology to hide the City Lord’s Mansion from prying eyes. ℯℯ𝑙.

Sitting at the highest point, looking at the increasingly prosperous city scenery, Baiyi quietly waited.

Before long, an elderly figure appeared beside him.

It was Eric, whose vague sharpness had disappeared, projecting a mild demeanor.

”Sabo just convened the officials.”

Eric sat down beside Baiyi, looking at the familiar mansion brimming with life; his aged eyes reminisced somewhat.

After all, he lived here for over three hundred years, every plant and tree tended to during his leisure....

Even though he left abruptly, seeing slight changes still evokes a sense of unfamiliarity.

”Sir, do you think this is not good?”

Baiyi originally thought it would be that fiery-tempered old man coming over, unexpectedly it was Eric.

But it didn’t matter, subsequent parliaments, networks, all sorts of places would be filled with censure towards Dongwu City, but none of that mattered.

Unless there’s a threat to life, Baiyi won’t easily change what he has decided.

”It’s not bad, just contrary to the initial intentions of the Federation.”

Eric viewed the now flourishing Dongwu City with a hint of nostalgia in his eyes, ”When I was young, a talented individual made the same decision as you.”

”He led the civilians of his city to independence from the Federation, vowing to establish a nation without hierarchy or capital, where no one has privileges, ordinary people admire Transcendents, while Transcendents help ordinary people, like a Peach Blossom Spring, living peacefully and steadily.”

”Do you know what happened in the end?” Eric’s aged voice carried some reminiscence, smiling as he asked Baiyi.

”He failed.” Baiyi replied confidently, based on the timeline’s inference, as there was only one top talent back then.

That being the Tier Five Legendary, Mad Warrior Romen.

Moreover, Magic Power was still quite dim then; such matters could only be fantasy.

”Right and wrong, he failed yet also succeeded.” Eric remarked with a sigh.

”He successfully established that Peach Blossom Spring-like nation, but....” Eric held up three fingers, ”It only lasted three years.”

Baiyi fell silent, he seemed to understand the reason now.

”Three years later, he died, and the reason was simple, ’I painstakingly got to where I am, why can they enjoy the same privileges as me without paying any price?’”

”Haha, this was the mindset of most Transcendents back then, such a mindset only breeds resentment toward this nation.”

”Most importantly, Legislator Clan, ordinary Transcendent families, and even ordinary Transcendents and plebeians all viewed them as the cheapest labor, these two points were enough to crush a city.”

”A....Golden Middle Tier, leading...over a million mortals and a few Transcendents, the nation they established couldn’t even withstand a wave of anomaly, that once vibrant nation perished under the anomaly’s tide.”

Eric sighed, seemingly a bit regrettably, ”In this era, the popular will of the plebeians is less important than the popular will of the Transcendents.....”

”Besides, with the Federation’s policies, there are presently over five hundred seventy cities, and the City Lords, plebeians, Transcendents, even the Legislator Clans from these cities will all be your obstacles, have you truly thought it through?”

Baiyi paused in silence.

Smiling, he asked, ”Sir, what do you think of the various levels of treatment in Dongwu City?”

Eric nodded, ”Top-notch in the Federation.”

Baiyi spread his hands, ”So, am I short on soldiers? Am I short on officials? Those who leave due to this imbalance, let them leave.”

”Steam technology, arcane magic, intercontinental missiles, and even potentially threatening future networks are all provided by me; I even have Luoning, Aileen, and Sabo here. I don’t believe the Federation would bear any grudges towards me over this little matter.”

”It’s merely a matter of interests; the rise of the populace might indeed cause significant ripple effects on capital, but my goal is simply to develop Dongwu City well, what happens beyond it is beyond my control.”

”But in Dongwu City, for now, I make the rules.”

Eric was taken aback, then sighed with a smile, ”Do as you please, let’s hope everything develops for the better....”

”It’s alright, just wait and see, maybe....” Baiyi smiled, ”Other cities will follow Dongwu City’s lead, won’t they?”

”After all, my Dongwu City has always been ahead of the entire Federation....”

”If necessary, Dongwu City could well become a grand Empire.”
