Litany of Winter

The lines on the shore held.

From the deck of the Vigilant Gale, Severin could finally see what they were holding. The damaged boat had been pulled high enough that most of its keel rested on wet stone, though one side still dragged in the wash.

Men and women worked the ropes in groups while two others stripped loose gear from the hull before the tide could take it. A man sat farther up the beach with a blanket around his shoulders. Another had his arm bound against his chest.

Nobody was screaming or running now. The shouting had given way to hauling and tending injuries.

One woman brought dry clothes from a house above the shore. Nearby, an older man counted the recovered crew twice before marking something on a slate.

Two children came down with a basket of mugs for the people sitting out of the wind. Someone turned them back when they strayed too close to the working lines.

Frank kept the cutter well off the landing place while the islanders finished the heaviest part of the recovery. He watched the shore through a pair of field glasses, holding position until Severin saw a small boat push out from the beach.

A local man came alongside ten minutes later, wet to the knees and breathing hard. Frank met him near the rail.

”Current still running across the inner approach?” Frank asked.

”Enough to put you on the black shelf if you come straight in.”

”Where do you want me?”

The islander pointed back toward shore and gave him a route around a pale rock barely visible beneath the surface. Frank listened, asked one question about depth, then turned toward Finch.

Severin had expected that by now. Frank knew when another man knew the water better.

The cutter changed position slowly while the recovery continued onshore.

Severin found the woman because everyone else kept finding her first.

She stood above the working lines in a dark coat gone nearly black with rain, broad through the shoulders, her dark blond hair gone mostly gray and tied back from her face. She spoke without raising her voice, and the people around her listened closely enough that Severin never saw her repeat an instruction. A man shifted his grip when she pointed, while two younger islanders left a crate for the stern line after one short instruction.

When someone came running from higher ground, she stopped him and pointed toward the injured man wrapped in the blanket.

”Go to his wife. Tell her he’s alive before the wrong word gets uphill.”

The runner left immediately.

Severin had known yard bosses in Blackhaven with official titles nobody respected and loaders with no title who could stop an entire platform with one word.

Then the man with the bound arm stood. Severin could not hear the first words across the water, but the woman’s answer carried. ”No.”

The man gestured toward the rope crews.

She crossed the stones toward him. He pointed at the people hauling the damaged boat, then at himself.

This time Severin caught his reply.

”They pulled me in. I owe them hands.”

The woman looked at the arm bound against his chest.

”You owe us a shoulder that still works next week. Sit down.”

A few people nearby laughed. The injured man swore, but he sat.

Rafael had come to the rail beside Severin. ”That her?”

”Has to be.”

”Why?”

Severin watched another islander stop beside the woman before carrying a coil of rope farther up the beach.

”Because everyone keeps asking her without asking.”

Rafael looked toward him with his good eye, then back to shore. ”That almost made sense.”

By the time the Vigilant Gale settled where the local pilot wanted her, the damaged boat was secure enough that half the people on the beach had begun peeling away to other work. No one applauded or gathered for the Crown cutter, but heads turned wherever Severin looked.

The investigators went ashore in the cutter’s boat with only what they needed immediately. Frank came in behind them long enough to settle the landing arrangements. Finch, Fenwick, Crowther and the rest of the crew remained with the Vigilant Gale.

The woman Severin had been watching met Frank first.

”Anyone hurt on the crossing?” she asked.

”No one. We were lucky,” Frank said.

She turned toward Leo. ”Elspeth Rowe. Welcome to Grayhook.”

”Thank you. Leo Benitez. These are Hale, Montoro and Brandt.”

She gave each of them the same brief attention. Her gaze paused for half a moment on the black cloth over Severin’s left eye, then moved on without a question.

”I assume you’re the ones the Crown sent.”

”We are.”

”Then we can talk somewhere with fewer ears.”

She started uphill.

Severin followed with Rafael and Armin. The settlement rose quickly from the shore, houses pressed into whatever ground the slope allowed. Wet nets hung beneath overhangs, and smaller boats had been pulled well above the water. Every useful patch of level ground seemed already claimed.

People looked up as they passed. Their attention lingered on the four newcomers before returning to whatever they had been doing.

A boy carrying kindling watched them go by, then disappeared at a run between two houses. Farther uphill, a woman pointed toward the shore while speaking to a man, who looked directly at Leo’s group as Elspeth led them past.

Severin moved closer to Leo. ”We won’t get separate stories for long.”

Leo kept walking. ”Explain.”

”By the time we ask the second house anything, they’ll know what we asked the first. Might know the answer too.”

Leo glanced toward the woman by the doorway, then toward the gap where the boy had disappeared.

”I expected attention.”

”They’re already passing it around.”

Leo considered that for another few steps. ”Then we don’t canvass. Rowe gives us the first names. We speak to them directly and keep the questions narrow until we know what matters.”

Severin nodded.

”Good catch.”

Elspeth took them into a low storeroom just above the shore. Coils of rope hung from pegs along one wall. Shelves held folded blankets and lanterns, with more rescue gear stored beneath them. The room smelled of wet wool and salt.

Before speaking, she checked a slate beside the door. Her finger stopped beside one of the names, and she added a short note before setting the slate back.

Leo waited until she was done.

”You petitioned the Crown for outside help because of the refuge.”

”That’s correct.”

”What changed?”

Elspeth rested both hands on the edge of the rough worktable.

”The refuge saves people.”

Severin hadn’t expected that.

”I want that clear before we go any further,” she said. ”That place has saved people. I’ve seen people dragged in half-frozen or pulled from the sea barely breathing. Dr. Carrick has brought some of them back from the edge.”

She paused.

”We’ve buried fewer people because the refuge is there.”

”Dr. Carrick?” Leo asked.

”Owen Carrick. Our physician.”

”You trust his judgment?”

”I trust what I’ve watched him do.”

She said it with the same matter-of-fact certainty Severin had heard in the soundings aboard the Vigilant Gale.

Elspeth continued. ”Some of the recent cases have been harder to explain. People lasting longer than they should, recoveries none of us expected. And a few of them had problems afterward.”

”What kind of problems?” Rafael asked.

”Different ones. Dr. Carrick can explain some of them. The rest, I’m not going to pretend I understand better than he does.”

Rafael did not press.

Leo said, ”Then why call the Crown now?”

”Because we’ve reached the point where being wrong could cost someone more than asking for help.”

Severin looked over the rescue gear around them. Nothing had been left where it would slow someone down. Even the blankets were stacked with their folded edges facing the same way.

”I don’t want soldiers shutting the refuge because somebody heard a story about the dead walking. But I don’t want people here ignoring something dangerous just because that place saved someone they loved.”

She looked at Leo.

”That’s why I asked for outside help. I need someone who can tell the difference.”

”Don’t worry. That’s what we’re here to find out,” Leo said.

”Thank you.”

”Give me the clearest case.”

Elspeth was quiet for a moment.

”Jonah Lennox.”

The name meant nothing to Severin.

”What happened to him?” Leo asked.

”A rescue in bad weather, a few months ago. Another boat got into trouble. Jonah went into the water during the recovery and did not come back up.”

”How long?”

”Long enough that the people searching for him stopped expecting to find him alive.”

Elspeth paused.

”They found him. Brought him ashore and took him to the refuge. Carrick worked on him there.”

”And Lennox survived?”

”He is alive now.”

Severin glanced at Rafael. Rafael was already watching Elspeth.

”Can he speak to us?” Leo asked.

”Yes. He is home.”

”Then why start with him?”

Outside, someone dragged something heavy across wet stone.

”Jonah was dead when they brought him in.”
