Tech Giants: Starting from Bankrupt Companies

102: Chapter 102 Deep-Water GameSeptember 18th, 10:00 AM, E-Ring of the Pentagon, Washington.

The heavy blast-proof doors of the conference room were tightly shut, the windows were electromagnetically shielded, and even the smoke detectors on the ceiling had been specially modified—the contents discussed here could not be heard by any unauthorized ears.

Nine people sat around the long conference table, each with a grave expression. The air was thick with the scent of coffee mixed with anxiety.

Major General Tom Hudson, Director of the East Asia Technical Analysis Division of the DIA (Defense Intelligence Agency), stood in front of the projection screen. The red dot of his laser pointer trembled slightly—not because of an equipment issue, but because his hand was shaking.

”Ladies and gentlemen, what we are discussing today may be the greatest technical security crisis of the past thirty years.” Hudson’s voice was low and raspy. ”Spark Technology, a private Chinese enterprise, released two materials on September 15th: the ’Phantom’ series radar-absorbent coating and the ’Heavenly Bow’ series ultra-strong carbon fiber.”

The screen switched to show photos of the Spark launch event. Wu Yi stood at the podium, his expression as calm as if he were introducing a new piece of furniture.

”Parameters.” Hudson spat out the word like a hot stone.

The screen displayed a comparison table:

Parameter | Spark ”Phantom” | Lockheed F-35 Coating | Improvement

Radar Wave Absorption Rate | -25dB | -20dB | 25%

Effective Bandwidth | 1-18GHz | 1-12GHz | 50% Expansion

Weight | 2.1kg/m, reduced by 69%

Maintenance Cycle | 24 Months | 3 Months | 8x Extension

Parameter | Spark ”Heavenly Bow” | Japan Toray T1100 | Improvement

Tensile Strength | 7.5GPa | 7.0GPa | 7.1%

Elastic Modulus | 450GPa | 320GPa | 40.6%

Cost | $280/kg | $460/kg | 39% Reduction

A collective gasp echoed through the conference room.

”This is impossible.” The speaker was the Chief Materials Expert of the NSA (National Security Agency), a balding man in his sixties. ”T1100 is the result of fifteen years of R&D by Toray. Our lab has been chasing it for ten years and it’s still in the experimental stage. How... how did they do it?”

Hudson gave a bitter smile. ”That’s exactly the problem. According to the normal laws of technological development, it took Toray twelve years and over five billion dollars to go from T800 to T1100. Su Chen took over Spark Technology in 2015, three years ago. Even if they started researching on day one, it would be impossible.”

He switched to the next slide. ”What’s even more bizarre—we’ve searched all public channels and found no related basic research papers, patent leads, or academic conference reports. These two technologies are like they... appeared out of thin air.”

The Deputy Director of the CIA’s China Affairs Office, a blonde woman in her forties, adjusted her glasses. ”We investigated Spark’s technical team. The founder, Su Chen, is twenty-seven years old, a graduate of Shenzhen University with a degree in business management, not materials science. The technical lead, Wu Yi, is forty-five, a PhD from Tsinghua’s Materials Science Department, was a visiting scholar at MIT, and has published seven high-level papers—but they were all about cermet composites, not carbon fiber or stealth coatings.”

She pulled up Wu Yi’s file. ”His mentor at MIT evaluated him as a ’promising researcher but lacking breakthrough thinking.’ After returning to China, he worked at the Chinese Academy of Sciences for five years with mediocre results. He joined Spark three years ago, and then... suddenly he had an epiphany?”

”And there are five returned Academicians,” Hudson added. ”Academician Li Weimin, semiconductors; Academician Wang Shouren, mechanical engineering; Academician Chen Zhiyuan, control theory; Academician Zhang Hua, computer science; Academician Zhao Jianguo, applied mathematics. Not a single one is a top expert in the field of materials.”

Deputy Secretary of Defense Robert Miller, a silver-haired retired three-star general, tapped his fingers on the table. ”So, what is your conclusion?”

Hudson and the CIA Deputy Director exchanged a look.

”We have three hypotheses,” Hudson said slowly. ”First, China has established an extremely hidden basic research system whose results are completely non-public and only funneled to designated enterprises. Second, they obtained top-tier technology from other countries—possibly Russia, or even from us—through some channel we don’t know about.”

He paused, his voice dropping lower. ”Third, they found a... ’shortcut’ in technological development. A method that can drastically shorten the R&D cycle.”

”A shortcut?” Miller frowned. ”What kind of shortcut?”

”We don’t know,” Hudson confessed. ”It could be a new theoretical breakthrough, a new experimental method, or... something we cannot understand.”

The NSA expert interjected, ”In the past eighteen months, we’ve monitored abnormal data flows in the Shenzhen area. Encrypted communications sent from Spark’s headquarters use a protocol we’ve never seen before. The volume is small, only a few KB each time, but the frequency is fixed—every Tuesday and Thursday at 10:00 PM.”

”The content?”

”Unbreakable,” the NSA expert shook his head. ”It’s not any known encryption algorithm. Our quantum computers have tried, and they can’t crack it.”

The conference room fell into silence. Outside, the Washington autumn sun was bright, but the air inside was as cold as an ice cellar.

Miller finally spoke, ”Threat level?”

”The highest,” Hudson said without hesitation. ”If ’Phantom’ materials are applied on a large scale, the radar cross-section of China’s J-20 fighters will be reduced to one-tenth of what it is now. Our F-35s will lose their stealth advantage. If ’Heavenly Bow’ carbon fiber is used for missile bodies, their hypersonic missiles’ range could increase by 30%, and our anti-missile systems will face severe challenges.”

He pulled up a simulation: a fleet of J-20s almost disappeared from the radar screen, leaving only faint blips; the trajectory of Dongfeng Missiles became even more unpredictable.

”Ladies and gentlemen, this is not a commercial competition,” Hudson said word for word. ”This is a national security crisis. In five years, when we face China’s air force and missile units, we might find that the weapons in our hands are a generation behind.”

Miller took a deep breath. ”Course of action.”

The CIA Deputy Director took over. ”First, place Spark Technology and all its associated entities on the ’Specially Designated Foreign Entities List.’ Second, launch ’Operation Source Search’—to determine the true origin of these technologies. Third, coordinate with the Department of Commerce and the Department of the Treasury to prepare for ultimate sanctions: cutting off all of Spark’s US dollar transaction channels and freezing its assets in the US. Fourth, brief our allies and request cooperation in investigations.”

”Specific actions?” Miller looked at her.

”We need to send someone into China to get close to Spark’s technical team,” the Deputy Director said. ”Not to steal the technology—that’s too difficult and easily exposed. We need to find out: where does their inspiration come from? Is there ’external guidance’? Are there anomalies in the R&D process?”

Miller thought for a full minute. The conference room was so quiet that the hiss of the air conditioning could be heard.

”Approved,” he finally said. ”All four are approved. Additionally, notify Pacific Command to strengthen reconnaissance in the West Pacific. We need to know when these materials start being equipped to their forces.”

”Also,” he added, ”prepare a report. I want to personally brief the President. The title will be... ’China’s Technological Leap: A Quiet Revolution’.”

The meeting ended at noon. People left one after another, leaving only Hudson and the CIA Deputy Director.

”Jane, which scenario do you think is most likely?” Hudson asked.

Jane Foster, the CIA Deputy Director, looked at the photo of the Spark Technology building on the screen and said softly, ”Tom, I worked in China for twelve years. I know their scientific research system—solid, but conservative; diligent, but lacking in disruptiveness. Spark’s breakthrough does not fit the output patterns of that system.”

She turned to look at Hudson. ”Like you said, it’s like it... appeared out of thin air. And what I fear most is this ’thin air’.”

At 4:00 PM that day, the order reached the CIA’s Far East Division.

At 8:00 PM, in a windowless conference room on the third basement level of Langley headquarters.

The Director of the Far East Division summoned an agent.

”Nightingale, there’s a mission.”

The woman known as ”Nightingale” looked up. She looked to be in her early thirties, with a pleasant appearance and wearing a professional business suit, looking like a Wall Street investment banking elite. But there was something in her eyes—the kind of coldness only found in those who have walked on the edge of life and death.

”Target: Spark Technology, Shenzhen.” The Director pulled up the files. ”Your cover identity: Partner at ’Qiming Capital’ in Hong Kong, specializing in advanced manufacturing investments. Real mission: Approach Spark’s materials team and find the source of their technology.”

”Steal the technology?”

”No.” The Director shook his head. ”Too dangerous, and likely to fail. We just need to know: Where does their inspiration come from? Are there unusual occurrences in the R&D process? Do team members have abnormal communications or behaviors?”

Nightingale smiled. ”If they really have aliens helping them, I’ll bring back a specimen.”

”Don’t joke,” the Director said seriously. ”This mission has the highest priority. Spark’s technology could change the balance of power in the Pacific. The President and the Secretary of Defense are both watching.”

He took two small boxes from the safe. In the first box were ten micro-bugs, each only the size of a grain of rice, with an adhesive coating on the surface.

”The latest model, can be attached to phone microphones, computer vents, and so on. Working life of thirty days, automatically transmitting ten seconds of audio to the nearest receiving node every day.”

In the second box was a chip smaller than a sesame seed.

”A subcutaneous implantable encrypted communication chip. Implanted under the skin of the arm, imperceptible. When information needs to be transmitted, it’s activated by electromagnetic waves of a specific frequency, and can send encrypted signals to a receiver within ten meters through the skin. It cannot be detected by conventional equipment.”

Nightingale took the equipment, her gaze becoming sharp. ”Do the implant now?”

”Now.” The Director nodded. ”The medical team is already prepared in the next room. Mission duration: two months. Budget: unlimited. Only one requirement—do not get exposed.”

At 11:00 PM, the surgery was complete. There was a tiny, almost invisible bump on the inside of Nightingale’s left arm. She moved her arm; there was no discomfort.

As she walked out of the CIA headquarters, a light rain began to fall in Washington. Nightingale looked up at the gloomy sky and dialed a number.

”Book a flight to Hong Kong for tomorrow. Yes, first class.”
