Chapter 1987: Chapter 664: Preliminary Giant City Blueprint, Black Magic Hidden Dangers

The old man continued: ”Since our Inner City does not need much alteration, what we need to focus on now is carefully planning the Outer City.”

”Regarding the Outer City, I suggest we adopt the model of Giant Cities like Merlin City and Dorun Lake City,”

”Aside from agricultural areas and industrial areas, we should also designate commercial areas, living areas, entertainment areas, and so forth...”

”These plans are rather complex, and the workload is enormous, so I need to explain them in detail.”

”First and foremost, our agricultural area is still the most important, as it is the fundamental basis for our Territory’s sustenance.”

”I suggest...”

After talking for a full ten minutes, Cao Yi finally finished explaining the division of agricultural and living areas.

Edward had already filled two full pages with notes, with beads of sweat even forming on his forehead.

Cao Xing noticed and reassured him: ”Edward, don’t be nervous.”

”If there are omissions or unclear points later on, you can continue to discuss them with Cao Yi.”

”Your main task next is to complete the planning of the Giant City.”

The young artist looked up, gratefully glanced at Cao Xing.

Then solemnly replied: ”Yes, Lord.”

After saying this, he continued taking notes seriously on Cao Yi’s words.

Meanwhile, Cao Yi spoke again for another twenty minutes and finally finished explaining the commercial and industrial areas in detail.

The old man took a deep breath and respectfully said: ”Lord, these are my thoughts, I have finished.”

Cao Xing nodded, then turned to Liu Muxue beside him, ”Do you have anything to add?”

Liu Muxue nodded slightly and said in a steady tone: ”Mr. Cao Yi has basically clarified the framework of the Giant City, and determined the direction for the Third Stage of the Territory’s development.”

”I will just add some details here.”

”Firstly, the city needs to build a comprehensive canal system, including drainage and water supply channels, to ensure sanitation and water needs of the city.”

”In addition, I suggest constructing some welfare facilities in the living area, such as churches, welfare homes, free clinics, and more.”

”These facilities can be a feature of our Territory, attracting more people to our city, while further enhancing the sense of belonging among the Subjects.”

”Of course, these must be built under the premise that our Territory’s resources are sufficient.”

Cao Xing listened attentively, expressing his approval in his heart.

The drainage and water supply systems of a city are indeed crucial; it concerns not only the city’s appearance but directly affects the quality of life and sanitation of its residents.

It is important to know that many Giant Cities in this world do not have complete drainage systems.

Where do those residents discharge their daily sewage and waste?

Either throw it all into some corner or directly dump it at the corner of a wall.

Over time, those corners of cities become filthy, emitting a strong stench!

Just catching a whiff is enough to make one nauseous.

This environment not only severely affects the quality of life of the residents but also aggravates the spread of diseases.

In history, those widespread outbreaks of Plagues, like the Black Death, spread so severely.

It was largely because the sanitary conditions of cities at that time were extremely poor, providing a breeding ground for germs.

As for her second point, building welfare homes and churches further brightened Cao Xing’s eyes.

With his Territory’s strength, he cannot take care of too many people, but rescuing some orphans and elderly is still feasible.

Of course, this is not entirely without cost.

Cao Xing understands well that things given freely can initially bring gratitude but eventually make people feel entitled.

Hence, Cao Xing will impose some conditions.

For instance, having those children join his Territory in the future and contribute to it.

As for the elderly... the elderly can be provided for without compensation, that’s no problem.

After all, a harsh fact in this world is that—the number of elderly people is extremely small, they are considered a scarce species.

The average lifespan of ordinary people barely exceeds 40, and those over 40 are considered of advanced age.

Where can you find a large number of elderly people?

For example, Cao Yi, who is just over 50 this year, looks as if he’s almost 70.

Cao Xing looked at Edward beside him, ”My Wife’s suggestions should also be prioritized.”

The young artist nodded, ”Yes, Lord.”

Soon, Liu Muxue also finished expressing her opinions.

Meanwhile, Cao Xing turned to Yorun beside him.

”Share your insights.”

To speak of it, this is the first formal encounter between Cao Xing and this young Noble.

The outcome was that by involving him in the construction planning of the Territory, the young Noble felt a bit overwhelmed.

However, he also knew that this was the opportunity he had long dreamed of!

He must seize it!

He then slowly stood up from his seat, took a deep breath, and solemnly said: ”Respected Lord, Lord’s Wife.”

”And several elders of the Territory, before I express my opinions, I want to say one thing,”

”This is a prosperous and Divine Territory, and it has always been my dream to devote all my passion here.”

Yorun appeared very excited.

He took another deep breath and continued: ”Then, I want to talk about some of my thoughts!”

”A well-developed city, besides the basic infrastructure and drainage systems proposed by Mr. Cao Yi and the Lord’s Wife, also needs a complete management system and sufficient personnel allocation.”
