My Infinite System.

Upper Walk changed before the lower streets registered what was happening.

Magistrate Oren stood in the reception hall as staff traded simple banners for clean official cloth. No house colors. No welcoming festival. The message from above had been brief. Greet the delegates with clean papers, controlled movements, and no dramatic gestures.

Crael of Veyrn came first, already speaking as he crossed the room.

”They cleared the gate on the outer ring. Three principals. Six attendants. One sealed recorder. Declined joint house escort, asked for civic preeminent only.”

Mera of Sallis followed with a folded schedule in hand. ”That means distance from our banners while they use our streets. We offer the east conference rooms, keep dock traffic simple. If the lower streets go into upset reaction, we’ve bled ourselves before we answer questions.”

Oren took the schedule, ran his eyes over it. ”How long do they stay?”

”As long as the lists justify,” Crael said. ”If Keth-Arel seems valuable, they’ll extend. If Keth-Arel becomes difficult, they strip what they need and move on.”

”And if it looks relevant to the Lord signature?”

Neither envoy answered immediately.

Mera broke the silence. ”Then this stop stops being administrative.”

The delegates entered without announcing titles.

They wore neutral travel grays and carried the composed presence of travelers not used to measuring against local customs. Leadership came as a woman with silver-threaded black hair and an examining stare, her body language built around ledgers rather than people. Beside her walked a rotund man with ink-stained gloves and a younger assistant who made a point of studying exit routes.

Oren bowed to the required degree. ”Magistrate Oren. Keth-Arel is open to your inspection.”

The woman inclined her head. ”Authority Liaison Veyth. These are Recorder Haln and Adjutant Soren. We’ll require private space, extensive intake sheets from the past twenty days, and a summary of unhoused arrivals. We’ll also require your Watch captain.”

”Captain Ryn has been summoned.”

”Good,” Veyth said, sweeping the hall. ”Your city is noisy. Keep the noise below us.”

A shift came over the lower districts as the delegates moved through them.

It registered in Lucian’s thoughts on the walk to the yards, where two familiar street sellers were absent, a Watch pair stood at the bridge with no people to direct. Dock horns sounded late. Conversations died when a spotless coat passed by.

Pesh noted the same on the sign-in to Sull’s board. ”Upper Walk is holding its breath.”

”Why?” Lucian demanded.

”Because nobody honest knows what it’s for. That’s what.” Pesh fastened his strap. ”When houses war, we hear arguments. When higher people visit, we hear nothing and still lose work.”

Sull stalked down the line and confirmed the assessment without pity. ”It is a short shift today. Onward traffic takes priority on Dock Two and Dock Three. Finish early, finish clean. No lingering at the gate.”

Orrin muttered, ”Inspectors.”

”Call the inspectors anything you like,” Sull said, ”but don’t turn them into a story you’ll live with.”

Lucian worked, and the labor stayed real. The cadence of the day had been altered, though, and clerks kept closer to their counts. A Veyrn runner stood near the gate for an hour, asking nobody’s business. Early dismissal cut the workday, and pay was dispensed quickly enough that the workers left with no chance to ask questions.

Old Henn had heard rumors on the Reed Street walk-in.

”They’ve sealed one of the upper inns for official use,” Henn said when Lucian arrived. ”Watch pulled two Frees from a boarding house near Hold Market for incomplete arrival stories. Not charged. Just pulled. That means someone’s sorting their bodies out before dinner.”

Lucian halted at the desk. ”Sorting for what?”

”Relevance,” Henn said. ”And relevance is a curse when you’re unhoused.” He studied Lucian’s dust-streaked coat. ”If anyone asks you for more history than you let Sull have, you keep it tight and stupid. Prepared men sound guilty.”

”I know.”

”You think you know.” Henn tapped the desk. ”Upper Walk doesn’t send that kind of silence over a lost crate. There’s something old that has them standing straight.”

Cael’s voice reached Lucian on his way upstairs.

”Delegates.”

”I can see the effect,” Lucian whispered.

”They’re here for the flare trail. Not for your name yet. That can change in a day if the wrong clerk decides steady labor is suspicious.”

Lucian closed the room door and stood at the window. From here on Reed Street he couldn’t see Upper Walk, but he could still feel the city’s tilt toward it.

Captain Ryn arrived in the conference room with dust on her boots and a folder under her arm.

Veyth didn’t offer a seat. ”Report.”

Ryn opened the folder to the first page, kept her voice even. ”We’ve run silent inspections on yards, gates, and Free lodgings. No confirmed combat anomalies. No open cult markings. No uncontrolled power incidents in the time frame you specified. Recent unhoused arrivals are cataloged by district and employment category.”

Recorder Haln reached out, took the pages from Ryn’s hands. ”How many incomplete origins?”

”Most Frees have incomplete origins,” Ryn said.

Adjutant Soren’s smile didn’t touch her eyes. ”Refine by timing. Clustered arrivals on days of fluctuation. Physical capability beyond stated history. Social isolation. Rapid adaptation to local economy.”

Oren shifted in his chair. ”Captain Ryn’s people have already tagged candidates by those criteria.”

”Then we’ll read the tags,” Veyth said, glancing at Ryn. ”Have any houses attempted private collection of the same names?”

Ryn hesitated, then chose her next words carefully. ”House-adjacent runners have inquired. I have no evidence of seizure within civic jurisdiction.”

”You will inform us if that changes,” Veyth said. ”This city remains under civic presentation while we are in residence. House predilection does not supersede that.”

Mera, who had been standing near the wall, nodded. Crael did the same a moment later.

Veyth went on. ”We’ll visit the river yards tomorrow and one Free boarding corridor. No advance population management beyond standard Watch procedures. I want to observe natural tendencies, not a produced event.”

”Understood,” Ryn said.

”One last observation.” Veyth’s gaze narrowed slightly. ”If you have a candidate on your lists who settled too cleanly, do not protect them on local grounds. Lords do not resurface without footprints. Footprints tend to look like quiet men with regular jobs.”

”Captain Ryn protects the district’s order,” Ryn said. ”That is all.”

”For the time being, that will suffice.”

Ryn departed Upper Walk after dismissal with the same folder reduced by several pages and a knot of unease tied beneath her ribs. Outside, the city kept up its practiced act of civility. In her mind, Ryn already knew which entries on her list would draw the delegates’ fingers first.

One of them was a Free named Lucian, listed on Sull’s yard board and Henn’s books.

The evening put the lower city back in motion, but with a faulty rhythm.

Lucian dined at a standing stall, listened to a dockhand speculate that the upper inns had been emptied for foreign officials and a Free woman joke that two unhoused men had been taken for ”clarification” and not seen since. One man’s laughter was too loud; higher powers were always chasing ghosts. Under the stories, the certainty remained the same. Important people had arrived in Keth-Arel, and everyday people were being graded for unknown requirements.

Derrin did not show.

The absence registered.

Lucian returned to Reed Street after dark, paid Henn nothing more than a nod, and sat in his room with the city token beneath his palm. Tomorrow the delegates would look over the yards. Tomorrow quiet lists would become choices.

He had come to hide, to wait on readiness.

The city no longer had space for that plan.

Cael’s voice reached Lucian once more before he extinguished the lamp.

”They’re close enough to track the signal, not close enough to pick your name. Determine your staying distance.”

Lucian looked out the alley and the narrow slice of dark sky above it.

”I will decide tomorrow,” he said.

Outside, Keth-Arel waited for morning in official silence.
