I'm Ecstatic About Transmigrating Into a Novel As the Villainous Empress's Follower

36: Section 36”Dispensed.”

The Empress raised an eyebrow.

She casually tossed a memorial to Cao Yang: ”A batch of tax silver from the prefectures and counties on its way to the capital has gone missing. The Jingzhao Prefecture and Apprehension Gate investigated for two days and actually told Us that it was robbed by demons?”

”Demons?”

Cao Yang held the memorial and glanced through it.

In this world, besides martial arts, there are indeed demons, and even devils.

Countless eons ago,

this realm was the Domain of demons and devils.

However, as internal strife plagued the demons and devils, the Human Race continuously grew stronger, inherited the Mandate of Heaven, and eventually seized control.

Now, the demons and devils can only live in a corner!

Demons dared to openly appear in the capital?

And even rob tax silver?

Not to mention Empress Wu Mingyue didn’t believe it.

Even he, this profligate sycophantic official, found it hard to believe... ”What do you think?”

Seeing Cao Yang finish reading the memorial, the Empress asked him.

”Reporting to Your Majesty, in my humble opinion, there must be something fishy about this matter!”

”With Your Majesty’s glorious heavenly might, which ignorant demon would have the audacity to come to the capital and rob the Great Zhou’s silver?”

Cao Yang replied respectfully.

”Hmph!”

”Even you know it couldn’t possibly have been robbed by demons, yet this group of audacious fools dares to use demons to fool Us!”

The Empress snorted coldly.

Cao Yang lowered his head.

Remaining silent.

He felt like he was being subtly criticized.

What did she mean, ’even he knew’?

”You personally go to the Jingzhao Prefecture. We want to see which ignorant fool dares to even think about the tax silver!”

The Empress spoke again.

And this,

was her purpose for calling Cao Yang into the palace today.

Demons robbed the tax silver?

This precedent must not be set!

Otherwise, in the future, who knows how much more tax silver would be lost to the hands of ’demons’!

”Yes, I obey!”

Cao Yang nodded.

”You may leave. We will have Shangguan Xue accompany you.”

The Empress waved her hand.

It wasn’t that she didn’t trust Cao Yang, but rather that she thought with Cao Yang’s mind, he probably wouldn’t discover any clues.

He was good at dealing with people.

But when it came to actually handling affairs... anyway,

the Empress didn’t think Cao Yang could do it.

As for Shangguan Xue, she was another trusted female official by her side.

Unlike Wen Yu and Blood Shadow,

Shangguan Xue’s cultivation wasn’t high.

But she was intelligent and skilled in literature!

She had always managed the imperial edicts in the palace for her, and even frequently participated in decisions regarding memorials, offering many useful suggestions.

With her accompanying him,

they would be able to find out who was so audacious as to embezzle her Great Zhou’s silver!

”Hmm?”

”Is there anything else?”

After her words fell,

seeing Cao Yang remain still, the Empress couldn’t help but frown slightly.

”Your Majesty, I have an idea...”

Cao Yang said hesitantly.

”What idea?”

The Empress glanced at him.

”Your Majesty, I wish to establish a guard post, exclusively to serve Your Majesty. Firstly, it can collect intelligence, and secondly, it can monitor all officials...”

”Oh?”

”Why do you suddenly have this idea?”

The Empress grew interested.

Exclusively serving her?

This was something she had never thought of.

”This idea suddenly occurred to me when I was looking through the memorial just now...”

”If such an institution existed, imagine, who would still dare to embezzle tax silver right under Your Majesty’s nose, and Your Majesty would no longer need to worry about such trivial matters...”

Cao Yang explained eloquently.

This idea,

he had had it yesterday.

However, now, by bringing it up using the incident of the robbed tax silver, the Empress’s likelihood of agreeing would be greater.

”Exclusively serve Us?”

The Empress subtly raised an eyebrow.

”Precisely, exclusively serve Your Majesty!”

”In my opinion, if this guard post were directly subordinate to Your Majesty, only obeying Your Majesty’s commands, only then could it truly monitor all officials...”

Cao Yang chuckled.

”Then what do you think it should be called?”

The Empress said indifferently.

”Embroidered Uniform Guard!”

Cao Yang replied.

Uttering the name of this famous institution from his previous life.

After all,

since the Empress asked this way,

that also meant she had agreed to the matter... PS: New book, please give fresh flowers! Please give rating votes!

”Embroidered Uniform Guard?”

”It’s a good name...”

The Empress murmured softly.

Her gaze turned to Cao Yang: ”Since this idea was yours, you shall implement it. Later, We will draft a memorial and have the Ministry of Revenue allocate funds to you.”
