Tech Giants: Starting from Bankrupt Companies

175: Chapter 175 EDA Blockade and the ”Open Source Storm”February 1st, Early Morning

Infineon Headquarters, Brussels · Design Center

At 2:17 AM Brussels time, the lights at the Infineon Design Center were still brightly lit. This was Europe’s largest automotive chip design base. Black-and-white photos celebrating a century of glory for the German automotive industry hung on both sides of the corridors—from the first Mercedes-Benz tricycle to the latest Porsche electric concept car.

Markus Schneider wore a neatly ironed light blue shirt with sleeves rolled up to his mid-forearms. This 45-year-old German Chief Architect had eyes capable of seeing through transistor arrangements, but right now, they were bloodshot.

”There are still three final modules to verify,” he told his twelve-person team. ”Before dawn, these three automotive-grade chips must be submitted for tape-out.”

On the console screens, 3D models of three chips rotated slowly:

MCU-X7: The central controller for Mercedes-Benz’s next-generation electric platform.

POWER-9: The power management chip for Porsche’s 800V high-voltage system.

SENSOR-ARRAY: The sensor fusion chip for BMW’s L4 autonomous driving.

Over 200 million euros in R&D funds had been invested in each project, involving the electrification strategies of Germany’s three major automakers for the next five years.

”Markus, coffee.” An assistant handed him his seventh cup of espresso.

Just as he took the cup, the main console suddenly flashed red.

It wasn’t a warning; it was a glaring, continuous red alarm.

”What’s the situation?” Markus frowned.

Tom, a 24-year-old Dutch engineer, pounded on the keyboard: ”License server connection failed... retrying... still failed!”

A dialog box popped up on another screen, white background with red text, the English as cold as a scalpel:

[Urgent Notice]

User: Infineon_Brussels_Design_Center

Software: Cadence Virtuoso v2023.12

Status: License Revoked

Reason: Export Control Regulations Article 17-B

Effective Time: January 31st, 18:00 Washington Time

Suggested Action: Contact the United States Department of Commerce Bureau of Industry and Security (BIS)

The design center fell into a deathly silence.

Three seconds later, someone said with a tremor, ”Is this a joke?”

Markus rushed to his workstation and logged in—the same red warning. He switched software and tried Synopsys’s Design Compiler—also locked. He tried Mentor’s Calibre—still red.

”Everything...” Tom’s voice was shaking, ”All of our EDA tools, every single license has been revoked.”

A female engineer suddenly burst into tears: ”Three years of my work... it’s all in that project...”

Markus slammed his fist onto the solid wood desktop, knocking over the coffee cup. The brown liquid soaked the design blueprints. His hand was bleeding, but he felt no pain.

”Call the American headquarters!” he roared. ”Now!”

At 2:41 AM, the transoceanic call went through.

The CEO of Infineon’s American branch sounded exhausted and helpless: ”Markus, I just received the notice too. The Department of Commerce updated the Entity List this afternoon. Seven European semiconductor companies were added, and we are at the top of the list.”

”What’s the reason?!”

”The reason is... ’to prevent high-end chip technology from flowing to specific markets’.” The American CEO paused. ”But everyone knows this is a punishment for our cooperation with Chinese companies.”

Markus remembered what happened last month: Infineon had signed a technology exchange agreement with Xinghuo Chip, trading European automotive-grade chip design experience for Xinghuo’s third-generation semiconductor processes. The agreement had only been public for three days.

”We have three chips currently undergoing tape-out!” Markus was practically screaming. ”Mercedes, BMW, and Porsche are all waiting! If there’s a delay, the liquidated damages start at five million euros per day!”

”I understand, but...” There was a long sigh on the other end of the line. ”Washington is serious this time. It’s not just EDA; even chip manufacturing equipment and testing instruments—as long as they contain more than 10% American technology—are all under embargo.”

The call ended.

Markus stood before the massive floor-to-ceiling window. Outside lay a sleeping Brussels. This city, known as the ”Heart of Europe,” was terrifyingly quiet at this moment.

His phone began to vibrate frantically.

First call: Project Director of Electrification at Mercedes-Benz.

Second call: Vice President of the Autonomous Driving Division at BMW.

Third call: Chief Technology Officer at Porsche.

Fourth call: Senior Advisor to the German Ministry of Economic Affairs.

The content was all the same: What about the chips? What about the new car launches? What about the factory shutdowns?

At 3:20 AM, the design center was packed. Not just engineers, but legal, PR, and administrative staff had all rushed in. One word was written on everyone’s face: despair.

”What about manual design?” someone suggested. ”Without EDA, can we draw the layouts by hand?”

Markus gave a bitter laugh. ”Do you know how many transistors are in a 7-nanometer chip? Eighty billion. Hand-drawn? Two thousand of us couldn’t finish it in a hundred years.”

”Then what about open-source tools? Like OpenROAD?”

”Open-source tools can only handle 28-nanometer processes, and the ecosystem is incomplete, with zero automotive-grade certifications.” Markus shook his head. ”We are designing automotive-grade chips, not a university assignment. The temperature range is -40 to 150 degrees Celsius, the required lifespan is 15 years, and the failure rate must be one in a billion—open-source tools can’t even perform basic reliability verification.”

At 4:00 AM, the conference room was filled with smoke—despite the smoking ban, no one cared anymore.

Markus stared at the timeline on the whiteboard:

February 1st: Submit for tape-out

February 15th: Fab scheduling

March 30th: Packaging and testing completed

April 10th: Delivery to automakers for testing

June 1st: Mass production and installation in vehicles

Now, the entire chain had broken at the very first link.

”We’re finished,” the Legal Director said, taking off his glasses. ”It’s not just these three chips; it’s the entire European automotive chip design industry. America isn’t just hitting us this time; it’s hitting every European semiconductor company—STMicroelectronics, NXP, ams OSRAM... they’re all on the list.”

The PR Director’s face was pale. ”The media has already started reporting. The Financial Times headline: ’America Imposes Harshest Sanctions on European chip Industry’. The Frankfurt Stock Exchange opens in three hours, and our stock price is expected to plummet by over 40%.”

Markus’s phone rang again.

An unknown number, international long distance, area code +86.

He intended to hang up, but for some inexplicable reason, he answered.

”Is this Mr. Markus Schneider?” The person spoke fluent English with a slight Eastern accent. ”I am Luo Qinghe from the Xinghuo Chip Shenzhen R&D Center. We saw the news. We are willing to provide whatever help we can; we can open our own EDA to you.”
