Chapter 945: Shady Meeting

And because proceedings were coming, the recipient was now required by law to preserve every record in the categories listed below.

Deleting so much as an email after this page touched his hand would be destruction of evidence, a fresh crime with his name already on it.

The categories followed, one per line. Communications with any employee of the Bureau’s compliance division. Payments to third-party consultancies. And, in a line that made the back of his neck go damp, any materials concerning the routing or expedition of administrative orders.

There were no names in it, and there did not need to be. Demands like this were usually shotguns sprayed at everyone within range of a dispute, and this one was a scalpel drawn along the exact shape of what he had done.

They didn’t know who yet, only how, and his wastebaskets were off limits while they closed the distance.

The morning got worse at the speed of dialing.

The consultant’s number played three rising tones and told him it was no longer in service, and the consultancy’s office had surrendered its lease overnight, movers at three in the morning, professional and prepaid.

His own attorney listened for ninety seconds without making a sound.

”Stop,” he said. ”Stop there. Has anyone else heard this version?”

”You’re my lawyer.”

”I’m Skyline’s lawyer, which is not the same instrument, and I’d like us both to be careful about which of us knows what.” Paper moved on his end. ”I’m going to recommend outside counsel. Someone who can hear things I can’t.”

The one guild leader he counted as a friend was in board meetings all week, according to a secretary who had never once made him hold before.

By ten the architecture was clear, because the cutouts he had paid for worked in both directions. He could not reach the clerk, the desk, or anyone else attached to his own conspiracy, and the one man who could have sold him was already gone.

Vespera Ashborn did not sue people. He had sat in a room she never once entered and been strangled by her anyway, and his collar had felt tight ever since.

At 11:40, a number with no history sent him a text.

’Your file has been acquired. Its previous holder is no longer in a position to inconvenience you. If you wish to learn what happens to your file next: 6:40 this evening, the Halloran Center, thirty-first floor, suite 3106.’

Acquired. The word sat in his chest all afternoon while he canceled his meetings. Files that were destroyed set a man free. Files that were acquired came with a leash, and someone was inviting him to come look at his own collar.

He arrived nine minutes early.

...

The thirty-first floor of the Halloran Center listed law firms, wealth managers, and one suite with no name at all.

The man waiting inside introduced himself as Adler, no first name offered, and shook hands like a physician. He was somewhere past fifty, narrow through the shoulders, with the scrubbed pink hands of someone who had not held a tool in thirty years and a wedding ring worn thin at the back.

The office had been leased furnished, and nothing in it admitted to being anyone’s. It was also cold, not the crisp chill of hard-run air handlers but a still, settled cold the room seemed to have brought with it, and Adler sat in it in shirtsleeves without any sign of noticing.

Mercer kept his coat on and blamed the thermostat, which was becoming a habit of his lately.

On the desk lay a folder with his name on the tab, thicker than his own personnel file, and squared against its edge, a bound copy of the inspection report he had paid for and never been allowed to read.

”Mr. Mercer. Providence Capital Partners.” Adler poured two glasses of water and indicated the chair across the desk. ”You’ve had a difficult day, so let me take the worst of it off the table.”

”The consultancy you retained no longer exists. Its records passed to us before dawn, and its principal is enjoying a retirement he negotiated himself. The two federal employees your money touched have resigned, or will shortly, for personal reasons.”

He set one glass within reach. ”As of this morning there is no trail, not even a cold one.”

Relief hit him first, indecently, and suspicion arrived three full seconds behind it, embarrassed to be late.

”What’s the fee?”

”There is no fee for what’s already done. We didn’t clean your trail in order to sell you the cleaning.” Adler said it patiently, a man correcting an understandable misreading of a menu.

”The method interested us, and methods degrade when investigations complete, so we bought this one a dead end. You were incidental to it. What remains is what you are to us afterward.”

”And my options?”

”Two, both respectable. You walk out owing nothing and knowing nothing, and Providence loses interest in you.” Adler let the phrase sit exactly as long as it needed to.

”Or we take a minority position in Skyline, quiet capital on terms you’ll find generous. Your title stays, your tower stays, and from time to time paperwork arrives and you sign it.”

”A guild license is a remarkable instrument, Mr. Mercer, and yours is six years old and spotless.”

Mercer looked at the folder with his name on the tab and worked it out himself, unprompted.

His file had not died with the trail. It had been acquired, and it sat eighteen inches from his untouched water: every instruction, every invoice, every hop of the money, bound and tabbed and owned by men he could not find again.

Providence losing interest in him meant Providence having no reason not to sell him, and there was exactly one buyer in the world for that folder, whose lawyers’ letter was in his breast pocket.

Money inside Skyline made betraying him expensive instead. His secret would stop being merchandise and become overhead, and inventory got maintained.

He drank the water Adler had poured him, and both men understood the gesture correctly.

What followed was the strangest hour of his professional life. Adler took no notes, declined everything Mercer had prepared to sell, and wanted the routing instead, desk by desk, checking each name off against something he already had. Then he began asking about a guild that was not Skyline.

”The inspector was denied the threshold, I understand. On sovereignty grounds.” He turned a page. ”Was that border respected as absolute, or did your consultant’s product include a way past it?”

Mercer had never once thought about the far side of Eclipse’s gate, and said so, and Adler moved on, satisfied the wall stood where his map said it did.

He asked how many residents the compound held who appeared on no census, exactly that way, mildly, while refilling Mercer’s water, and turned a page while Mercer worked out that the question meant monsters.

Then he opened the inspection report to a flagged page and drew a single line under a phrase with his fountain pen. Upside down, Mercer read it. No applicable regulation. He had paid for the whole document, and the man had found the only three words in it worth ink.

”Does the guild leader travel?” Adler asked near the end, in the same mild tone he had used about the water. ”Is he expected to remain stateside this quarter?”

Mercer had no idea, and Adler seemed, if anything, mildly pleased to keep the question.

The only assessment he volunteered all hour arrived while he was capping his pen. ”Your instinct was sound, Mr. Mercer. Only your caliber was wrong. That guild will not be brought down by anything that fits through a mail slot.”

”Guilds don’t die of bad headlines, they die of bad ledgers, and Eclipse’s is young enough to still bleed when you open it. Our capital was patient before the first gate ever opened, and it hasn’t developed a taste for hurrying since.”

”One clause deserves emphasis before you sign.” Adler squared the contract’s pages with two fingers. ”The quarrel Skyline has with Eclipse ends tonight, and I need to hear you say so.”

”You will not bid against that guild, brief against it, or speak its name to a journalist, a regulator, or a golf partner.”

”Whatever grievance you carried in here became an asset of ours the moment we cleaned it, and assets are spent at our discretion, which may mean never.”

So even the hatred had been acquired. Twenty years of taking money off people who mistook fame for leverage, and the one thing he had left that nobody had priced was what he thought about Vespera Ashborn at four in the morning.

He would walk out holding his own grudge in trust for somebody else, forbidden to spend a cent of it.

”And if I don’t sign.”

”Then you walk out owing nothing,” Adler said, ”and I go back to my principals and tell them Skyline declined. I’d have to describe you to them. I’d rather not.”

Adler turned the contract around and set the pen on top of it.

Mercer’s hand was steady on the first page and not on the third, where his own name went. He signed where the tabs told him to, fast, wanting the pen out of his hand.

...

The arithmetic reached him in the parking garage, between the elevator and his car, the way the worst of it always did. After signing.

He had met no principal. Adler answered to someone, and the someone had a someone, and the chain climbed into the dark past the last name he had been given, which belonged to a company that owned furniture from a catalog.

He had read the covenants twice at the desk and once more standing at his trunk. There were pages of what Providence could require of Skyline. There were clauses for renewal, escalators tied to performance, remedies in the event of his death.

What he could not find, on any page, was the paragraph where it ended.

Sooner or later, he had promised the Eclipse people at his door, the many little hands would drag their giant down.

He sat behind the wheel without starting the engine and understood, with the clarity that had made him money his whole life without once making him wise, that a much larger hand had just closed around the back of his neck. It had done so gently, the way you hold a tool you intend to use.

The garage lights buzzed over him for a long while before the engine finally turned.

...

The command tent found out at 4:12 the next morning, when a Bureau staff notice landed in a feed nobody had gone to sleep expecting to read.
