Weaves of Ashes

Chapter 525: Chapter 520: The Long Way

Location:Obsidian Academy — Qin’s study

Date/Time:2 Ashwhisper, 9942 AZI — Continuous

Realm:Lower Realm

”Explain that.”

The light had moved while they talked. It sat on the desk now in a long gray bar that did not warm anything it crossed, and Heizan’s bare feet had not shifted on the stone in two hours.

”Twenty thousand sit the winnowing every fifty years, two and a half thousand go down, and a third of those never come back up.” She kept her voice level. ”And what the provinces actually know about it would fit on a recruiting board. A secret realm. Monsters in it. A training exercise with a mortality rate everybody accepts, merit for what you kill, and merit buys artifacts — and one artifact out of that mountain has turned a household of eight into a minor clan inside two generations. Every village on this continent can name a house that came up out of the Harrowing. That is why they queue.”

”That is what it is advertised as.”

”That is what it is, to everybody outside this room, and it has been that for ten thousand years.” She spread her hands. ”A hundred cohorts. Tens of thousands of people who went down there and walked back up that road. Not one of them has ever told anybody what is actually underneath us. Not a mother. Not a magistrate. Not drunk, not dying, not for money, not to a Temple assessor with a purse open on the table. I have been trying to work out how you did it since Frostforge, and I have not been able to, and I want you to tell me, because it is the only compartment on this world that has ever held.”

Qin was silent for a moment.

”I did not do it,” he said. ”That is the answer, and you are not going to like it.”

”I have not liked anything I have heard in this room in two months.”

”Nobody swears. Nobody is asked. There is no oath, and there never has been.” His hands stayed flat on the desk. ”The seal does it in the crossing. A student steps into that realm and is bound in the same instant, without ceremony, without consent and without being told, and he does not notice, because there is nothing to notice. He comes back up believing he simply cannot find words for it. Most of them assume that is grief, or the dark, or their own poor education. Not one of them has ever been right.”

”It’s in the ground.”

”It is in the ground. It was in the ground before the first human being stood on this continent.” Qin’s voice did not change at all. ”A man who has been down there cannot describe it to a man who has not. He can begin. He will get as far as the shape of a sentence and find nothing standing behind it. The fourteen hundred who came up that road last month talk about it to each other constantly, freely, in the yard, at meals, and cannot say one syllable of it to their own families — and not a single one of them experiences that as a restraint. That is why it has held. It has never once depended on a man keeping his word.”

He looked at the window.

”The Luminari built well,” he said. ”You do not put a lock like that on a door unless you already know what is on the other side of it.”

Jayde said nothing at all. It was the third time now, and she was beginning to suspect the correction was getting further away from her rather than nearer.

There was a second thing she did not say, and it took her most of a breath to see it.

It had not caught her.

She had gone down there and come back up and had spent the better part of two months since describing what was under this mountain to people who had never been under it. To Yinxin, at a table, with a map between them. To Green, twice. To White, who had asked one question and then stopped asking. Not once had a sentence gone missing on her.

Nor on Eden. Eden had sat at that same table and corrected her on the depths.

Two of us. Out of a hundred cohorts.

She turned it over the way she would turn over a component that had failed a test, because that was what it was — a lock that had held for ten thousand years and had let exactly two people walk out of it still talking. The answer would be in whatever those two had done differently.

They had done one thing differently.

Every student who had ever entered that realm had gone in wearing a bracelet. Issued at the staging ground, keyed to the wearer, the thing that put a body within reach of a safety base and told the Academy who was still breathing. Two and a half thousand of them every fifty years, handed out at a table, by a clerk, against a ledger.

She and Eden had been issued nothing. They had been pushed. No bracelet, no registration, no clerk, no ledger — two names that were not on the list of people who had gone through that door.

It is not reading souls. It never was. It reads what the bracelet hands it.

She kept her face exactly where it was.

And Qin was watching her, and had not asked. He had known since Frostforge that she could speak of what was down there. He had sat in this room and listened to her do it, at length, twice. He had never once asked her why she could.

She filed that beside the other thing she was filing about him.

She was not going to tell him, either. Not from distrust. Because the only compartment on this world that had ever held a secret had a flaw in it the width of a clerk’s table, and the last man on Doha who needed to be handed that was the one who had stopped arguing with her.

”So the only thing that has ever held a secret this long,” Jayde said, ”is a thing I cannot have, cannot copy, and cannot move.”

”You may as well ask me how the mountain stays up.”

***

”Fine,” Jayde said. ”Then I do it the long way, and it is worse, and I already have the pieces. They have been on this continent for ten thousand years, and nobody has ever thought of them as a system.”

”Go on.”

”Your four hundred had one line. Inside it or outside it, and everything on the inside was the same size.” She turned her hand over. ”That is not a compartment. It is a room with four hundred doors. What I am building has ranks — and a rank is a compartment that already exists. A man expects to know less than the man above him. He does not experience it as an insult, because it has been true in every army that ever formed up anywhere.”

”You want to hang it on the chain of command.”

”I want the chain of command to be it.” She counted it off. ”A soldier knows his squad’s task. A sergeant knows the company’s. A lieutenant knows what the company is for this season. A captain knows the division’s standing task. A major knows the year. A colonel knows the ten-year build order, and why the fort sits on the north side of the pass instead of the south. And the general staff — which is nine people, not thirty, and will never be more than twelve — knows what all of it is actually against.”

Qin sat back very slowly.

”And each rank swears.”

”Each rank swears, and the oath grows with the post.” One finger. ”Every man who takes a commission swears the service oath, in public, printed on the charter, read aloud in front of whoever wants to come and watch. It binds the Dao. Break it, and the foundation takes the damage — no advancement, techniques that fail under load, a flaw any competent instructor can read on him at twenty paces. It does not kill him, and it does not stop him talking. It makes it impossible for him to prosper while betraying the thing he swore to.”

”And what does it say.”

”What the force is publicly for. I come when the ground moves.” She did not blink. ”Which is true, and that is why it works. A vow with a lie in it sits badly on the Dao, and every cultivator in that yard would feel it sitting badly. The public oath is not a lie wrapped around a secret. It is a true oath about a true purpose, sworn in daylight, and it is stronger for being true.”

A second finger.

”Field rank and above swear again. Also on the Dao, sworn on the operational record — dispositions, strength, where things are, what is being built and when. Nothing about the gate. Nothing that would suggest one exists. It is exactly the oath every clan retainer on this continent already takes about his lord’s granaries, and any magistrate who reads it will yawn.”

”And the last.”

”Blood.” She said it plainly. ”General staff only. Scope is one thing: silence on the gate. Not obedience. Not loyalty. Not to me. A man under it can resign in the morning, walk home, and tell every tavern between here and the coast that his commander is a tyrant and the whole force is a waste of good grain, and every word will come out of his mouth without resistance. There is exactly one sentence he will never be able to form, and he will spend the rest of his life not noticing the absence.”

”Who holds it?”

”Not me.”

”That is not an answer.”

”It’s the whole answer, and it is the reason the thing is worth building.” She did not look away. ”If I hold it, I own nine people. If I hold it, then in forty years the man sitting where I am sitting owns thirty, and by then nobody remembers the oath was ever about a gate. It is held by somebody who is not me, who holds no rank in the force and can give an order to nobody in it — and I cannot release it either. Not for a friend. Not at a deathbed. Not to end an argument I am losing.”

”You will not say the name.”

”No.”

***

Qin reached for the pen and pulled a sheet toward him and began to write.

Jayde watched him do it.

”Stop.”

He stopped.

”You have not asked me one thing about that.” She kept her voice level, and it took effort. ”I have just said I intend to put a blood oath on the general staff of an institution you are about to write into your own charter, and I would not say who holds it, and you picked up a pen.”

”You have thought about it.”

”Everyone who ever did this had thought about it. Fight me on it.”

Qin set the pen down with great care, and did not say anything, and the silence went on slightly too long — and she understood again, more completely than in Frostforge, that he was not going to. That the man who had spent ten thousand years taking other people’s reasoning apart for sport had looked at what she was on a cold afternoon two months ago and quietly filed himself underneath her, and had not told her, and possibly did not know.

[This is the thing you told me about.] Reiko, far off.

[Yes.]

[I still don’t like it.]

[No.]

”You are about to own two thousand people,” Heizan said.

Jayde turned.

He had not moved. His feet were still flat on the freezing stone, and the dried apricot was still in his hand, and he was looking at the desk rather than at her.

”Meaning what?” she said.

”Every clan on this continent binds its retainers by vow. That is not an insult; it is the whole of how they are made.” Heizan’s voice was unhurried. ”You wrote a clause in front of witnesses saying the thing you are building belongs to the ground and to nobody else, and that the day it belongs to a person it should be broken up. Then you came up this mountain and asked for an oath on every man who joins it, and blood on the ones at the top.” He put the apricot in his mouth. ”I have known four warlords. Two of them were good men. Not one of them opened by saying I intend to own people.”

”That’s the right question. It is the only right question anybody has asked me in this building.”

”Then answer it.”

”Every oath in the ladder binds knowledge and nothing else. Not one binds a man to a person, and not one binds him to an order.” She counted it flatly, without heat. ”I swear the service oath as well, and mine has no exemptions in it. If I gave an unlawful order tomorrow, every man under every tier could refuse it, resign, and testify against me in a provincial court, and no oath in the structure would so much as itch. I want that read into the instrument in those words, so that in forty years, when somebody with my job wants to widen it, he has to widen it in writing, in front of a council, and explain why.”

”And the man who will not swear the next one.”

”Does not take the next post. That’s all.” Jayde shrugged. ”He is offered the rank, told there is an oath attached and not what is in it, and he says no — and he keeps the rank he has, and everything he earned in it, and the offer goes in the record where anyone can see it was made. No punishment. No shame. No second ask. A force this size will always have more posts than it has people who need the reason, and the men who decline are not holes in anything. They are doing a different job.”

Heizan chewed.

”That is a better answer than I expected.”

”It is the only one that survives me.”

***

”There is a third thing,” Jayde said. ”Stronger than any of them. It exists, I have access to it, and I am not going to use it.”

”Why?” Qin said.

”Because of what it does when somebody tries to take it out of you.” She said it carefully. ”It does not resist. It does not break. The person is gone — not killed, gone — and what is left keeps breathing. I would put it on someone who understood the whole shape of what they were carrying and chose it anyway. I will not put it on a twenty-two-year-old engineering officer because I need her to know why the fort goes on the north side of the pass.”

”It would be safer,” Qin said.

”It would be safer for the secret.”

Nobody said anything for a moment.

”Then I will give you the cost,” Qin said, ”since you have built something rather good and are about to walk out of here pleased with yourself.”

”Go on.”

”Nine on your general staff. In thirty years all nine are somebody else. In sixty, none of the second nine are left either.” He folded his hands. ”Which means the third set takes a blood oath on a fact handed to them by a man who was handed it by a man. Not one of them will have seen anything. They will be swearing on your word, and you, whether you are still standing somewhere or not, you will not be in that room, and you will not be able to prove it to them any better than they can prove it to each other.”

Jayde said nothing.

”I know precisely what that is, because it is what was done to me. I am blood-sworn over a thing I could not read, in a chain of custody I could not verify, on the word of men already dead when I took it.” He looked up. ”I have kept it ten thousand years, and I have never once been certain, and the not being certain is a great deal heavier than the keeping. Your third generation will do the work. They will build the roads and hold the forts and swear the boys in. And one of them, in about year fifty, will conclude the whole thing is an inherited story — and he will be an honest man, and he will be doing his job.”

”Yes.”

”You cannot fix that with an oath.”

”No. Records, evidence, instruments, and passages that will be visibly closing by then.” Jayde’s voice went flat. ”It is not enough, and I know it is not enough. And nine is already too many mouths and not enough men — lose four in a bad season, and the reason goes with them, and there is no number that is both small enough to hold and large enough to survive. I have not solved that. I do not think it is solvable. I think it is a thing you carry.”

”That,” said Qin, ”is the correct answer.”

***

He picked up the pen again.

”The service oath goes in the charter, in the same clause as the disaster mandate, where a magistrate will read it and be bored. The record oath goes in as standard practice, which it is. The third does not go into the instrument at all — it cannot; an instrument is a public document, and a secret written into a public document is a countdown.” The nib caught twice on the cold. ”It will be a practice of the service and nothing else, and it will last exactly as long as the people running the service are the sort of people who keep practices.”

”That’s thinner than I wanted.”

”Everything is thinner than you wanted. That has been true in this room three times now, and you keep coming back.” He wrote for a while. ”You will write the oaths themselves. All three. I can write an instrument. I cannot write what a thing is for.”

”There will be a year,” Heizan offered, ”where you know it is starting, and it will be about nine years out, and the ladder stops being any use to you.”

”Yes.”

”And then?”

”It comes off. All of it, in one week, everywhere — every province, every hall, every market town, at once, and nothing held back.” Jayde did not hesitate over it. ”And they will believe us inside a day, because for sixty years the people saying it will have been the people who came when the river rose.”

Heizan grunted, and said nothing further.

”That is the design,” Qin said, turning the words over as he said them. ”You are not hiding it. You are holding one sentence for sixty years so that you can spend the whole of it in a single week.”

”That’s the design.”

”And if you are wrong about the seventy years?”

”Then a continent that has spent sixty years building roads and bridges and towers and training engineers gets hit early with all of it half-finished,” Jayde said, ”instead of getting hit early with none of it, which is what happens if I sit here and do nothing until I am certain. There is no version of this where waiting is the safe option. There is only a version where waiting feels safer.”

The pen went on moving. Outside, the gray had not changed at all.
