Weaves of Ashes

Chapter 509: Chapter 504: The Charter

Location:Obsidian Academy — Headmaster Qin’s Private Study

Date/Time:9 Frostforge, 9942 AZI — afternoon

Realm:Lower Realm

Seven layers of ward stood between this study and the weather, and not one sound came through them. Four winters in that chair and she had never once heard the mountain from inside it. No wind. No bell. Only the room — paper settling somewhere in the towers, a teapot ticking as it cooled, and the small dry noise of an old man breathing after the worst hour of his life.

”I’m going to use the time,” Jayde said. ”You can keep looking at me while I talk.”

”That is convenient,” Qin said, ”since I am going to.”

”Two schools. They’re not the same school, and I need you to hear them separately.”

He didn’t reach for a pen. That was the first thing.

”The first one takes children at six and lets them go at fifteen. It sits at the base of the mountain, not on it. Cultivation braided with the rest of it — measurement, materials, arithmetic, why a wound goes bad, why a bridge stands up. No enrollment debt. No indenture. No merit loan on the first morning. They arrive owing nothing, and they leave owing nothing.”

”And what does this mountain get for nine years of feeding a child who then walks home?”

”Most of them walking home is the point.” She kept her hands flat on her knees. ”The second one takes volunteers at sixteen and commissions them at twenty-one. Everyone does a common year first, no exceptions, none bought at any price. After that they stream. Line. Command. Medical. Engineering. Logistics.”

Qin’s head tilted a fraction. ”Line,” he said. ”Line of what?”

”Of battle. The people who stand in it.”

”We have a word for that.” He was already reaching for it. She watched him find it, and watched his mouth do something unhappy. ”It is retinue. It means the men a house arms and feeds.”

”That’s not what I’m describing.”

”I am aware that it is not. It is what the word means.” His fingers spread on the desk. ”And the fifth one. The nearest thing this world has to logistics is the man who counts a household’s grain.”

”Logistics is not support. Logistics is the war.” She heard her own voice go flat and let it. ”You can beat any army on Doha by reaching its grain a week before it does. Every fight I ever lost, I lost there first.”

Neither of them said anything.

The silence went on a beat too long, and it landed harder than anything else had. She had walked in here carrying a whole language, and there was nothing on this mountain to unload it onto. Not because the two of them were slow. Because nobody on Doha had ever needed a word for an armed body of people that did not belong to somebody.

”Every term we have names the owner,” Heizan said.

He had not spoken since she came back into the room. He was turned slightly away from both of them, bare feet flat on the boards, rolling the dried apricot between the two fingers and the thumb left to him on that hand, slow, over and over, the same as he had done while she was talking about the caskets.

”Sect force. House guard. Banner. Retinue. Every one of them tells you whose men they are before it tells you what they do.” He didn’t look up. ”You are asking for a word this world has not needed yet.”

”Yes.”

”And six.” Now he did look up, and the ordinary tired face did the thing she had only ever seen it do on the training ground, dropping off for half a second into something old and exact. ”I have taught what arrives at sixteen. By sixteen they have all been told what they are. Half of them arrive already owing money and every one of them arrives already knowing which families they are permitted to beat.” He sat back. The half-second closed. ”At six they have not been told yet.”

”That’s the entire reason for the age.”

Heizan grunted and put the apricot away in his sleeve.

Qin got up.

He went to the second scroll tower, took a stack off the third shelf with both hands because it needed both hands, and set it down on the cleared half of the desk. Paper that old didn’t slap. It settled, with a sound like a grain sack finding its shape.

”Before I answer either of those,” he said, ”I am going to show you what I can actually give you.”

***

”The Charter of Institutional Cooperation. One hundred and forty-seven pages. Older than three Mid Realm dynasties, and the only reason there is an Academy on this mountain instead of a Temple seminary with a mining concession attached.”

”I’ve read the public summary.”

”The public summary is four pages, and it is a lie of omission.” He turned the stack ninety degrees so it faced her. He did not push it across. ”Article four, section twelve. Temple jurisdiction over Temple-affiliated students — doctrinal, narrow, deliberately narrow. Article seven, section three. Criminal jurisdiction. Violence between students belongs to me, and that is the wall I stood on for Meiling Lushan, and it held.”

”Then they found another door.”

”Article four, section fifteen. Custodial transfer. Page seven. The word is supersede, not supplement.” His hand stayed flat on the top page. ”I filed six times. They filed twelve. Every argument I made was correct, and every one of them lost, because the founders of this institution trusted the Temple of Light and they wrote that trust into the joinery.”

Below the window, far down, the forecourt was churned gray-white where the families had stood in the snow. Nobody had swept it.

”Both of your schools I can grant,” Qin said. ”Under the powers this chair actually holds, I can found them, endow them, take students at any age I care to name, and do all of it tomorrow morning with a seal and a signature.” He lifted his hand off the paper at last. ”And every one of those grants would sit inside the same joinery that walked a girl out of a detention room in a white robe with her chin up.”

Reiko’s voice came through thin, the wards pressing it down to something like a hand cupped over a mouth in the next room.

[He has not disagreed with you once.]

I noticed.

[I don’t like it.]

Neither do I.

She set that aside and made herself say the weak thing on purpose.

”Then we go around it. Charter the lower school as a Temple-exempt foundation, on land the Academy leases out rather than holds. Different instrument, different jurisdiction. Nothing for them to petition into.”

Qin picked up his pen and wrote it down.

He wrote it down. Three lines, quick, in the cramped hand she had seen in the margins of four years of assessment slips, and he did not look up, and he did not say no, and he did not say the obvious thing, which was that a lease is a contract and a contract has a counterparty and a counterparty has a price.

She waited four seconds to see whether he would get there.

”That doesn’t work,” she said. ”A lease has a counterparty. Cross it out.”

”Ah.” He crossed it out. He looked, for a moment, faintly pleased, and that was worse than anything else he had done in the past hour.

”The charter can be changed,” he went on. ”That is the whole of the good news, and I want you to understand how small it is. Amendment does not go through me. Not the Temple, not the provincial courts, not the throne. It goes to the governing council, and that body answers to no one on this world.” He set the pen down. ”It is also a room full of people who have never once, in my memory, agreed about anything. Not the funding formula. Not the intake ceiling. Not, on one memorable occasion, the correct number of doors in the west refectory.”

Heizan spoke to the ceiling. ”He would have told you that lease was a stupid idea. Two years ago he would have told you inside four words and one of them would have been unkind.”

Qin did not turn around.

”I am saying it out loud,” Heizan said, ”since nobody else in this room appears willing to.”

***

Heizan got up without being asked and made the tea.

He did it badly and one-handed at the brazier in the corner, and Qin let him, and neither of them mentioned that this morning Qin’s hand had failed on that same pot and he had left it standing where it fell. The smell reached her before the cup did — smoke and something dried and green, the cheap Academy blend the Elite tier complained about constantly. It cut through the paper-and-old-stone air like a window opening.

”May I ask what this is for,” Qin said. ”The soldiering. You have just come out from under my mountain with fourteen hundred people who have seen more of the Harrowing than anyone alive, and I assume you intend the next cull to cost me a great deal less than nine hundred.”

”It will.”

”Then—”

”The Harrowing is the smallest thing on the list.”

Qin’s cup stopped halfway.

”It’s a maintenance job,” she said. ”It’s a bad one, and it has been killing students for longer than either of you can count, and I am going to end that part of it inside my life. But it’s maintenance. It doesn’t decide anything. If the Harrowing were the whole problem, I’d have brought you eleven people and a book, not two schools.”

He set the cup down without drinking from it.

”You are talking about the gate.”

”Yes.”

”Then I am going to save you the explaining, because you are about to describe my life to me and you will get some of it wrong.” Qin’s voice did not change at all, which she had learned to read as the opposite of calm. ”Heizan.”

”We were born Ashborn,” Heizan said. He hadn’t moved from the brazier. ”Both of us. Low provinces, two days’ walk apart, and neither of us knew the other existed until we were most of the way up.”

She had not expected that.

”There is a ceiling on this realm,” Qin said. ”You know that better than I do by now, I imagine. A man born down here can work until his hands come apart and he will still stop where the realm stops. So we left. It is the only reason there has ever been for anyone to leave; everyone with the strength to do it does it, and that is not a moral failing. It is arithmetic.” He turned the cup a quarter-turn without lifting it. ”We went up. We stayed up a very long time. And then the passages began to narrow.”

”My instructors knew what that meant. They had it from theirs. That knowledge has never been lost on this mountain, whatever else has.” His hand went flat on the charter again. ”So yes. We knew the houses were reading the signs. We knew precisely what they intended to do about it. Everyone senior enough to be told was told.”

”We came back down,” Heizan said. He said it as though it were the end of a very short argument, which it was. ”It is home.”

Nobody spoke for a moment. Below the window, the ice-scraper started up and quit.

”The Academy held for as long as holding was useful,” Qin said. ”When it stopped being useful, my mentor put the seal into my hand and went down to the line with everyone else who could stand, and the entire faculty of this institution walked out onto open ground in front of the low provinces so the people in them would have long enough to run.” He paused, and it was not for effect. ”They ran. Most of them lived. Almost nobody who bought them that came back up the road.”

”How many of you were left?”

”Two.” Heizan turned around. ”That is not a figure of speech.”

Qin’s fingers spread once against the paper and closed again.

”What we had, we spent,” he said. ”We both came down off that road at Eternalpyre, and neither of us has been whole since. What is in me now is scar tissue arranged in the shape of a cultivator. I can still frighten most of a province, and I have not advanced one step in ten thousand years, and I will not, and that is a settled matter I would prefer we not revisit.” His eyes came up, pale gray and entirely level. ”So no. You do not need to tell me what happens when the gate opens. What I need you to understand is that I have already paid everything I had to pay, and it did not work.”

The tea went cold in front of her. She left it where it stood.

”We rebuilt what was left of it with what was left of us. And then I sat in that chair and watched.” His voice went somewhere flatter. ”It takes the houses a long time to come back down. Long enough that everyone who remembered them leaving was dead, and the grandchildren had been raised on a different story. They came for the land first. Then the ore. Then the water rights. And then they looked at the survivors who had held this ground with nothing in their hands, and concluded that people who hold ground with nothing must not own very much, and put a great many of them in thrall.”

”I could have stopped it. I could have burned four provinces to the bedrock and killed perhaps a third of the men responsible before the rest learned to stay out of my reach.” He said it without any heat at all, which made it considerably worse. ”This mountain would have been rubble inside the year, and what is under it does not care who was right. I have a job. Everyone who taught it to me is dead in a field in the low provinces. So I stayed in the chair.”

Heizan said, ”He has never once said that out loud in my hearing.”

”I am aware.”

”I want it noted that it took a goddess.”

”You may note whatever you like.” Qin didn’t look at him. ”Ten thousand years, Ashford. I have used this institution for one purpose, which is to put more people capable of holding this realm into it than were standing in it when I began. And every generation the clans and the Temple come up my road and take the best of them away. With contracts. With betrothals, tithes, honors, sponsorships. Occasionally with a detention order and a white robe. I make them, and I hand them over, and I make more.” He straightened the charter a fraction. ”That is the whole of my ten thousand years. My life’s work is a sieve.”

The room was very quiet.

”Do you think it survives,” Jayde said. ”The next one.”

Qin was silent long enough that she had her answer before he gave it.

”No. I have never once been able to make the numbers say yes.” He turned the cup again. ”Heizan has been telling me for most of that time that I calculate it too often.”

”You do,” Heizan said. ”It is a bad habit, and it has never changed the result.”

She stood up.

She hadn’t meant to. The chair was behind her and the desk in front and the room too small for pacing, so she stayed where she was with her hands loose at her sides, which she recognized, distantly, as what she used to do in front of a briefing table.

”Then hear the part you don’t have,” she said. ”You’ve held the truth for ten thousand years, and it has been worth nothing to you, and I can tell you exactly why. You’ve never had a date. You’ve never had a method. And every instrument you built got taken off you by people you couldn’t refuse. Three problems. I can put something against all three.”

”The first, then.”

”Four cycles. Not four wars — four repetitions. They run identically, and the entries differ in the names and in nothing else, which makes it a schedule, and a schedule can be read forward.” She held his eyes. ”Seventy years. Give or take.”

”Give or take how much?”

”That’s the honest answer, and it’s the only one I have. It’s a band, not a date, and I don’t trust the band. Every number I’ve been handed on this world came out of somebody’s grandfather.” She didn’t blink. ”I’m building for sooner than it says. The one figure I’d put in writing is the small one — the cull runs again in fifty years. Nine thousand nine hundred and ninety-two.”

”The one that matters least.”

”Because it’s the only one anyone can count. Fifty years is a number a man can put in a ledger. Seventy, give or take, is something you have to decide to believe.”

”Seventy years.” Qin turned it over. ”That is nothing at all.”

”It’s exactly enough and not one day more, and that’s the reason I’m asking today instead of when it’s convenient.” She took a step toward the desk. ”Seventy years is two generations. A child who walks into that lower school at six is a grown builder before I need her. Her children are the ones who stand in the line. That’s the whole window. There is no third generation and no time to start twice, and if this doesn’t open inside the year it doesn’t open at all, and whoever tries it next will be trying it in the dark with the road already shut.”

”And the method.”

”Your faculty walked onto open ground because there was nothing else left to do with them.” She let the heat come. ”They were the strongest people on this continent, and they died doing by hand what a trained supply corps would have done in half the time and walked away from. That is not a criticism of them, and I’d have made the same call standing where your mentor stood. It’s the indictment of everything upstream of it. Four cycles have met that gate with champions, and every time the champions died beautifully in front of a population nobody had ever taught to boil water. Warriors were never the shortage. This mountain has always made warriors.”

”Then what is the shortage?”

”Everybody else.” Her palm came down flat on the edge of the desk. ”Surgeons. Sappers. Quartermasters. Formation engineers. The ones who can read a map and a wound and a supply ledger at the same time and keep everyone around them alive long enough to matter. Doha has never built them because Doha has never had to survive on its own — there was always a road and someone was always supposed to come down it. Nobody is coming down it. And every one of those trades I can teach. Not as a lineage transmission and not as a family secret. The method, written down and handed out. Doha builds its own.”

”And the third,” Qin said. ”The one where they take them off me.”

”That’s the half I’d rather say plainly than have you find in the fine print later.” She straightened. ”If this works, the Temple and the clans lose this realm. Permanently.”

Qin went very still.

”Not by decree. I’m not going to expel anybody, and I’m not asking you to.” She said it evenly, because it wasn’t a threat and she needed him to hear that it wasn’t. ”The Temple holds people because it is the only thing standing between them and the dark. Teach a village to treat a fever, drain a field and hold a wall, and the Temple stops being the answer. It doesn’t get thrown out. It gets outlived. The clans hold this realm because knowledge is inheritance — write it down, hand it out, and the inheritance is worth nothing. You cannot own a population that can read a contract, build a bridge, close a wound, and stand in formation. It stops being immoral and becomes impossible, and impossible is the only one that ever sticks.”

”They will climb again,” Qin said quietly. ”When the passages narrow. And they will come back down afterward and do it precisely as they did it before, because it has worked for them four times.”

”And the fifth time there’ll be nobody down here left to take it from.” She held his gaze. ”There’ll be a realm that held without them. And no claim on this earth they can make that anyone still standing will honor.”

Heizan made a sound she had never heard him make. It might have been a laugh. It was not a nice one.

”That is the first thing anybody has said in my hearing in ten thousand years,” he said, ”that would be worth being alive for.”

Qin didn’t answer him. Qin was looking at the paper under his hands.

”You are right,” he said at last. ”About all of it. I want that written down as well, because I am not going to be able to say it again in front of the people I have to say the rest of it in front of.” He straightened the stack a fraction, squared its edges with his thumbs, the fussy small motion of a man doing something with his hands so he did not have to do it with his face. ”And it does not help you at all, because I agree with you and I have no mechanism.”

”Then find one.”

”I intend to.”

He capped the pen and set it in the groove at the top of the desk, squarely.

”Ashford. Understand that I am not refusing you.”

”But.”

”But you will not get a military academy.” He folded his hands over the hundred and forty-seven pages. ”You are going to get something considerably more inconvenient.”
