Boundless Family Upgrades For The Deadbeat Lord

The first problem with creating a Treasury was discovering that Althoff already had several things people casually called a treasury, none of which were actually one.

There was the locked chamber beneath the castle where House Althoff’s coin reserves were stored, another room containing valuables inherited from previous generations, three separate chests used for wages and emergency purchases, market fees collected by clerks during winter, and Raymond’s own System balance that nobody else knew existed.

For months, the distinction had barely mattered. Whenever Althoff needed food, tools, clothing, construction materials, or emergency supplies, Raymond simply provided the money.

He had inherited a starving territory, activated the Infinite Clan Treasury System, and treated every available coin as ammunition against whatever disaster appeared next.

That approach had saved lives. Now Alaric stood inside the castle accounting room surrounded by ledgers and informed him, with irritating calm, that continuing it would eventually cripple the economy Raymond was trying to build.

”A territory that only spends the lord’s money isn’t an economy,” Alaric said, sliding two account books apart. ”It is a household with an extremely rich owner.”

Raymond stared at him for a moment, then looked toward the shelves. ”You somehow made being rich sound irresponsible.”

”Being rich is useful, my Lord. Making five thousand people dependent upon your purse for every road, wage, warehouse, and public service is not.” Alaric opened the first ledger.

It contained House Althoff’s household expenditures: castle servants, household provisions, clothing, repairs, horses, personal purchases, and expenses directly attached to Raymond’s estate.

The second contained payments for roads, communal housing, public warehouses, refugee supplies, construction crews, military equipment maintenance, and market improvements.

During winter, money had moved between the two whenever necessary.

Alaric tapped both pages. ”These should no longer be the same account.”

Raymond nodded slowly. ”House Althoff’s wealth belongs to House Althoff. Territorial money belongs to Althoff.”

”Precisely.”

That distinction immediately created another question. Althoff possessed almost no established territorial revenue.

The old barony had technically collected rents, small market charges, agricultural obligations, and irregular fees, but famine and neglect had hollowed those systems out long before Raymond arrived.

Then winter had made collecting aggressively from starving citizens both pointless and suicidal. Raymond had spent money instead of demanding it, which was one reason people trusted him now.

He had no intention of celebrating their survival by announcing a beautiful new government and immediately taxing them until they regretted surviving.

”No heavy taxes,” he said. ”Not this spring. Farmers are rebuilding, refugees are establishing households, craftsmen are restarting trades, and half the market is still finding its feet. If we take too much now, we’re taxing growth before it exists.”

Alaric agreed. A functioning treasury did not require squeezing every possible coin from citizens. It required predictable sources of revenue capable of expanding alongside the territory.

Ysabel joined them later that morning with records from the Department of Trade and Commerce, and the first obvious source was the market itself.

Permanent stalls occupied valuable prepared space, benefited from security, sanitation, traffic, and future infrastructure, and could reasonably pay modest rent.

Temporary sellers could pay smaller daily or weekly stall charges rather than permanent leases. Merchants operating established businesses would eventually require registration and a modest licensing fee, particularly outsiders arriving to profit from

Althoff’s growing population.

Raymond approved the principle but insisted the fees remain low. ”I want merchants competing to enter Althoff, not calculating whether they can afford to escape it.”

Ysabel smiled. ”Low predictable fees can attract more trade than high arbitrary ones.”

Raymond pointed toward her. ”Exactly. I would rather collect one coin from a hundred merchants than frighten ninety of them away trying to collect five.”

Natural resources offered another stream. Althoff controlled forests, stone, clay, hunting grounds, and potentially mineral deposits not yet identified.

Citizens gathering firewood for household use were not going to be charged every time they touched a tree, but commercial extraction was different.

A timber operator cutting large quantities from designated forest zones could pay an extraction fee. Quarry operators could pay for stone rights. Future mines would require licenses and either fees, royalties, or direct government participation depending on strategic importance.

Ormond’s Department would determine what could be extracted safely while Treasury recorded what was owed. Raymond also reserved the right to keep strategic resources entirely under territorial control.

If Ormond discovered rare magical ore tomorrow, Raymond was not letting the first merchant with a wagon purchase the mountain because he had arrived before lunch.

Magic Beast materials were even more immediate. Winter had left Althoff with hides, horns, bones, cores, blood materials, claws, fangs, and other valuable components collected from the migration.

Some belonged to individual hunters or soldiers under established shares, but large quantities had been recovered through organized territorial defense and therefore belonged to Althoff’s government.

Until now, Raymond had treated those materials primarily as supplies. Alaric saw revenue. Processed hides could be sold. Beast cores could attract merchants.

Rare materials could be auctioned or retained for craftsmen. The Blackstone Ursar alone represented wealth they had barely begun evaluating properly.

Raymond approved sales of ordinary surplus materials but ordered valuable Gold Rank components held until the Beast Processing Complex and proper appraisers were available.

”Selling something rare because we don’t know what to do with it is how poor people stay poor,” he said.

Government property offered smaller but steadier income. Workshops built with territorial resources could be leased to craftsmen instead of given away. Warehouse space could be rented to merchants once public requirements were secured.

Future mills, processing facilities, caravan yards, and specialized production buildings could charge reasonable usage fees.

Agricultural land would eventually produce rents or obligations once farms were stable enough to bear them, but Raymond postponed broad land rents for newly settled refugee households.

He wanted their first spring spent producing food and building livelihoods, not worrying about collectors appearing before the first harvest.

Trade fees at gates and caravan facilities could come later as commerce increased, preferably tied to actual services rather than invented merely because a wagon happened to cross Althoff’s boundary.

By afternoon, the Department of Treasury and Revenue had enough projected income sources to justify something Althoff had never properly possessed: a Territorial Treasury.

Raymond selected a secure stone chamber in the administrative section of the castle as its temporary location until the planned Administrative District provided a permanent building.

The chamber received reinforced doors, two locks requiring separate keyholders, posted guards, sealed account chests, and strict entry records.

One key remained with Alaric while the second was assigned to the senior treasury clerk, preventing either from casually opening reserves alone.

Every deposit would receive a receipt. Every withdrawal required documentation tied to an approved budget, contract, wage roll, or authorized emergency expenditure.

Weekly totals went to Alaric. Monthly summaries came to Raymond and the Lord’s Council.

Raymond privately faced a stranger problem. His System listed 171,200 Gold Coins under Family Funds, but nobody could ever be allowed to discover that money appeared because a magical interface rewarded him.

When he wanted to inject System gold into Althoff, he would continue doing what he had always done: withdraw it privately, away from witnesses, then introduce it through House Althoff’s reserves under explanations people could understand.

Old family reserves, concealed assets, recovered funds, private holdings, or other plausible sources could cover individual transfers.

The important change was accounting afterward. Once Raymond formally transferred money from House Althoff into the Territorial Treasury, it became a recorded contribution from the ruling House rather than mysterious public revenue.

Alaric could then spend it openly without ever knowing where Raymond had truly obtained it.

That distinction pleased Raymond more than he expected. The System remained his secret advantage, but Althoff’s economy would not become a theatrical performance sustained entirely by invisible rewards.

If he injected ten thousand Gold into a road program, that money would pay laborers. Laborers would buy food, clothing, tools, furniture, and services.

Merchants would earn more. Workshops would expand. Some money would eventually return through rents, licenses, fees, and future taxation.

The same coin could circulate through Althoff repeatedly instead of disappearing into storage.

Raymond could accelerate the cycle with System resources without replacing the cycle itself.

Near sunset, Alaric placed the first official Territorial Treasury ledger before Raymond. The opening page separated revenue into categories: market rents, licensing, trade fees, resource revenue, government property income, territorial sales, land revenue, and contributions from House Althoff.

Taxes had their own blank section for the future.

Raymond appreciated the blankness. It reminded him that government did not need to begin by reaching into every citizen’s pocket.

He signed the authorization establishing the Territorial Treasury and pressed his seal beneath it.

For the first time, Althoff possessed money that was neither Raymond’s personal spending purse nor a desperate winter reserve.

That mattered more to Raymond than another chest filled with gold.

The territory had begun learning how to pay for itself.
