Bombarding Cultivators with Cluster Artillery

As time drifted by, a year had passed.

Jiang Ding opened his eyes, with Divine Sense enveloping all directions.

The various developments in the Northern Plains Tushan Courtyard appeared before him, with economic indicators in all aspects growing rapidly.

Jiang Ding’s Divine Sense swept through the various documents transmitted by the Governance Sect, jade slips for law enforcement monitoring from Immortals of Nascent Soul and Golden Pill Monks at all levels, as well as development reports from the Implements Sect, Pill Sect, Talisman Sect, and so on, paying special attention to changes in finances and personnel.

”So many,”

”Even if only calculating documents of Golden Core level and above, there are still 17,960,000 documents that need to be approved and supervised, and this is just one year’s worth. If I were to cultivate for dozens of years, the accumulated number of documents, I dare not even think about it...”

Jiang Ding estimated for a moment.

Yes, it’s not the random spot checks that many Immortals of Nascent Soul imagine.

He planned to look through every single document!

With the computational power at the God-transforming Level, being one man equivalent to a nation was not too difficult a task.

Jiang Ding’s Divine Sense unfolded, and invisible electromagnetic forces erupted.

Jade slips around him took flight, swirling around him, with the recorded information being read and details flowing into his Sea of Consciousness, stored in organized categories within its scope.

From a distance, surrounded by the glow of the Primordial Magnet, the Dark Demon Palace resembled a castle surrounded by tens of millions of butterflies.

”The transition to paperless office work must be accelerated. The technology exists, it’s just not widely adopted,”

”This is too inconvenient.”

Jiang Ding was not quite satisfied as his Divine Soul worked at high speed, reviewing each document one by one.

”Document number one, the establishment of the Pill Sect, allocation of Spirit Stones... Spirit Mines... Seven Nascent Soul Monks, one hundred Golden Pill Monks to the east of Yin Yang Magneto Spiritless Mountain, eight hundred miles away, construct the Pill Sect gate on Skyfire Mountain...”

”No problem with this, no embezzlement, though the construction efficiency is a bit low, which is understandable. Many Nascent Soul Monks are not accustomed to this kind of work. As long as it’s usable, it’s fine.”

”Document number two, the establishment of the Formation Sect...”

”Document number three, the establishment of the Implements Sect...”

Jiang Ding carefully read through every document, occasionally encountering something he didn’t understand, and directly contacted the responsible Immortal of Nascent Soul by transmission.

Some things Jiang Ding understood after clarifying.

Some things, after confirming that there indeed had been dereliction of duty, scolded the involved Immortal of Nascent Soul severely, leaving them sweating coldly in fear before sending the case to the Governance Sect’s Inspection Hall for processing.

At the same time, the cultivator responsible for that check within the Inspection Hall was held accountable.

Penalties of Spirit Stones were given, as were penalties of Heavenly Materials and Earthly Treasures, with further steps including imprisonment for re-education through labor, and the next step was execution.

These had detailed standards and were not simply about administering harsh punishments.

At that time, with the awakening of the will atop the Yin Yang Magneto Spiritless Mountain, within the entire Northern Plains, all human Immortals of Nascent Soul became cautious, terrified, and uneasy.

They would often let out a big sigh of relief, going limp as if they had encountered some great joy.

Seven days later, the Nascent Soul level governmental affairs were processed.

”Not too bad,”

Jiang Ding nodded.

Overall, the Immortals of Nascent Soul didn’t make any major mistakes. The one who made the most and most serious error was Immostal Blood Hand Li Tu.

He embezzled over a million Low-Grade Spirit Stones, not intentionally but out of habit when dealing with governmental affairs, he would naturally put a piece of Heavenly Material and Earthly Treasure into his storage bag.

This sort of thing was common, happening in the Northern Plains among both the Righteous Dao and Diabolism.

But when looked into meticulously, it constituted embezzlement.

Immostal Blood Hand Li Tu was sentenced to three years imprisonment with a fine of two million Low-Grade Spirit Stones worth of Fourth-rank Heavenly Materials and Earthly Treasures.

The Immortals of Nascent Soul did not commit major errors, but minor mistakes were frequent.

All sorts of trivial matters resulted in a few days or months of imprisonment, verbal reprimands, and so on.

They likely did not do it on purpose; they just haven’t corrected their usual habits.

”No!”

”No, not necessarily so...”

Jiang Ding’s eyes flashed, ”One must not underestimate the Immortals of Nascent Soul, they are almost the same as quails in front of me, docile and sensible.”

”But in the Cultivation World, they are regarded as Immortals, elders, and people with prominent status, and the computational power of their Divine Souls is not weak. Are these small bad habits really impossible to overcome?”

”The Tushan Law is crystal clear, with everything written explicitly, without any vague boundaries.”

”Do they really not understand this?”

”If they don’t understand, then why have almost all Immortals of Nascent Soul avoided serious crimes, capital crimes?”

”This is a test!”

”A test against me!”

Jiang Ding spoke coldly.

In ancient summaries of the relationship between monarchs and their subjects, there is a saying ’there are a hundred battles each day between those above and those below,’ which describes very well the relationship between those who manage and those being managed.

Even the strictest of rules will be tested, tested, and then tested again, if there’re truly no consequences, then more profound and serious challenges will arise, until after hundreds of years, they engulf and collapse an entire dynasty with corruption.

”Not bad.”

”This is our first time working together, and having some small issues is reasonable.”

Jiang Ding muttered to himself.

”I hope some people with ulterior motives won’t keep testing my patience again and again...”

He wouldn’t do anything beyond the scope of the Tushan Law, other than assigning those Nascent Soul Monks who always annoyed him and deliberately increased his workload to tough, dangerous locations.

In the Tushan system, there has always been an invisible score of ideological morality, which also affects everything.

In ambiguous situations with disputes, such as who to promote or who to assign to which task under equivalent conditions, Cultivators with higher ideological morality scores will have a favorable deviation, and those with lower scores will have an unfavorable deviation.

A Cultivator’s usual words and deeds, military exploits, number of mistakes, background, stance on cultivation methods, etc., all influence the ideological morality score.

This system was modeled after the Xianmen Sect.

”However, the ideological morality system in the Tushan Central Courtyard is clearly problematic; it is not as good as Xianmen Sect.”

”The biggest problem is me.”

Jiang Ding contemplated silently, examining his heart: ”My preferences, my worldview, people I admire, people I have a good impression of – all these strongly influence the corresponding Cultivator’s ideological morality score, and compared to the absolute fairness and righteousness of the Central Array Spirit Computer, there is a great disparity.”

”The Tushan Central Court as an organization, in terms of potential, cannot compare to Xianmen Sect at all.”

”Xianmen Sect, despite losing Yuan and Divine Mechanism Heavenly Monarch, can still maintain its existence, continue to develop, and in the future, there will still be elite geniuses born within its domain to take over the governance of Xianmen Sect.”

”The Tushan Central Court, however, depends entirely on me.”

”If I were to disappear for a long time, for example five hundred years, a thousand years without dealing with affairs, or if I lose my suppressive power during this period, or if several figures with Divinity Transformation strength arise internally who can contend with me, then the Tushan Court system would collapse instantly.”

”If they manage to achieve Divinity Transformation while my power remains unchanged, not only will the strength of the Tushan Central Court not grow, but it will even weaken, facing the crisis of an internal war of extinction.”

”So, it is not unfounded that people like Shuoyang Heavenly Monarch and the Six Dao Ancestor chose to suppress internal affairs; there’s certain objective rationality in that.”

Jiang Ding, having dealt with the Nascent Soul level affairs, continued to look towards the Golden Core level affairs, which were like towering mountains, nearly a thousand times the number of the Nascent Soul level.

Divine Sense swept in all directions, receiving information from the Jade Slips.

Upon inspection, Jiang Ding’s brows furrowed deeply.

Compared to the restraint of the Immortals of Nascent Soul, the Immortal Jin Dan lived shorter lives, looking short-sightedly, a bit inconsiderate.

Especially those Golden Pill Monks who suddenly came into power showed a frightening level of greed.

Even, there appeared one audacious enough to use their official position and authority to threaten a female Immortal of Nascent Soul to share a bed and practice Dual Cultivation, making one doubt if their eyes were deceiving them.
