”I have weathered worse winds than this, my brilliant girl,” Huang Chengyan chuckled warmly, his eyes crinkling at the corners. He looked at Liu Ye, his expression turning slightly more formal. ”I have come to speak with both of you regarding the future structure of this project.”

Liu Ye stood at attention, always eager for the old master’s insight. ”Your guidance is always a beacon, Master Huang Chengyan. What are your thoughts on the western gradient?”

”My thoughts are not on the gradient, Minister Liu Ye. My thoughts are on my own position,” Huang Chengyan stated plainly, his voice carrying a gentle but unyielding finality. ”I have watched the two of you work. I have seen the incredible, standardized progress you are making. And I have come to the conclusion that it is time for me to step down from my active, supervisory role in the wagonway deployment.”

The statement hit the two of them like a physical blow. The suddenness of it left them entirely stunned.

Liu Ye’s eyes widened in genuine panic. He stepped forward, raising his hands in a gesture of deep, respectful protest. ”Master Huang Chengyan, Honorable State Teacher Huang, please! I ask you respectfully not to do this! We are standing on the precipice of a revolution, but the foundation is still being laid. Your decades of experience, your unparalleled intuition for mechanical stress... you are still desperately needed here! The project relies on the wisdom of the three of us!”

Yue Ying was equally appalled, her stubborn nature flaring up instantly. She crossed her arms over her chest, a smudge of charcoal stark against her skin. ”I do not agree with this at all, Father! You are speaking as if you are a crippled old man. Your mind is as sharp as a newly forged blade! Age does not stop intellect. We need your insight when the soil testing fails. You cannot simply abandon the forge when the iron is finally getting hot!”

Huang Chengyan looked at his daughter, his heart swelling with affection at her fierce defense of his capabilities. He reached out and gently placed a weathered hand on her shoulder, his touch calming her immediate outrage.

”No, Yue Ying, my daughter,” Huang Chengyan said, his voice soft but incredibly firm, carrying the serene peace of a man who knew his own limits perfectly. ”I need to do this. I am not abandoning the forge, I am simply moving to a different fire. The physical toll of managing this site, the endless, frantic pace of these new industrial methods... it is a young person’s game. My ideas are the roots, but you and Minister Liu Ye are the branches reaching for the sun. I cannot catch up to the sheer speed of your innovations anymore, and I refuse to become an anchor that slows you down.”

He looked back at Liu Ye, offering a reassuring smile. ”I am not leaving the service of the Emperor. I will dedicate my remaining years to the Imperial Academy, teaching the students, ensuring that the next generation of engineers has the theoretical foundation to understand the marvels you are building here. And, of course, I will remain in the capital to counsel His Majesty whenever he requires my specific expertise.”

Liu Ye let out a long, reluctant sigh, recognizing the profound, unshakeable truth in the old master’s words. He bowed his head deeply. ”If your heart is set upon the Academy, Master Huang Chengyan, then I cannot force you to stay in the mud. But your absence will leave a massive void in our administration. The sheer personnel management alone, the recruitment of the specialized rail guild artisans, the payroll, the logistical scheduling, it threatens to overwhelm the engineering work entirely.”

”Do not worry about the administrative burden, Minister Liu Ye,” Huang Chengyan chuckled, a sly, knowing glint appearing in his eye. ”I would never leave my daughter or my esteemed colleague to drown in paperwork. I have already anticipated the logistical nightmare of managing this massive workforce.”

Yue Ying blinked, her curiosity instantly piqued. ”You have? Have you spoken to the Ministry of Revenue for more clerks?”

”Better than clerks,” Huang Chengyan smiled. ”I have personally prepared someone who can help you in this project in a highly official capacity. With this man by your side, the handling of the personnel, the bureaucratic red tape, and the intricate logistical supply chains will become effortless. He possesses an administrative mind that rivals the Emperor’s strategic one.”

Both Liu Ye and Yue Ying were visibly surprised. To hear Huang Chengyan offer such staggering, high praise for another scholar was incredibly rare.

”Who is this replacement, Master Huang?” Liu Ye asked, his tone a mixture of immense relief and intense curiosity. ”Who possesses such an extraordinary talent for administration?”

Huang Chengyan simply smiled, a look of profound satisfaction settling over his weathered features. He turned slightly, raising his walking staff, and pointed directly toward the dusty, bustling pathway leading from the main gates of the construction site toward their command tent.

”My replacement,” Huang Chengyan announced, his voice carrying a note of deep, respectful introduction, ”is this man.”

Liu Ye and Yue Ying turned their heads, following the direction of the old master’s wooden staff.

Walking calmly through the chaotic, noisy throng of the construction site, seemingly entirely untouched by the dust and the frantic energy of the laborers, was a tall, strikingly handsome figure.

He was dressed in immaculate, flowing robes of pale blue and white silk, cutting a serene, almost ethereal figure amidst the grime of the industrial yard. In his right hand, he gently, rhythmically waved a pristine fan made of white crane feathers.

It was Zhuge Liang, the brilliant Minister of Personnel.

As the Sleeping Dragon approached the command table, his piercing, intelligent eyes sweeping over the massive iron rails before locking onto the brilliant young woman standing beside them, the heavy, chaotic noise of the wagonway construction site seemed to fade into the background, marking the beginning of the most formidable intellectual partnership the empire had ever known.

The heavy, chaotic noise of the wagonway construction site, the deafening ring of iron hammers striking steel spikes, the lowing of massive draft oxen, and the shouts of hundreds of soot stained laborers, seemed to momentarily fade into the background.

For a few heartbeats, the only sound that registered to Liu Ye and Huang Yue Ying was the soft, rhythmic rustle of the white crane feather fan as Zhuge Liang approached their command table.

Both the seasoned Minister of Works and the brilliant young inventor were entirely stunned. They stared at the tall, impeccably dressed Minister of Personnel, their minds racing to process the sheer magnitude of what Huang Chengyan had just orchestrated.

To have Zhuge Liang, the Sleeping Dragon, the man whose unparalleled administrative genius kept the sprawling, continent-spanning bureaucracy of the Hengyuan Dynasty running without a single misstep, step into the dust of an active construction site was unprecedented.

But as the initial shock washed over them, the staggering, undeniable advantages of this arrangement slammed into their minds.

If there was a single, fatal bottleneck threatening the wagonway project, it was human resources. Building a road of iron across an empire required thousands of specialized hands: master metallurgists to forge the rails, experienced carpenters to treat the timber ties, and highly disciplined laborers to lay the foundation.

Acquiring these men usually meant engaging in brutal, endless political tugs of war with other ministries over budgets and guild contracts. But with Zhuge Liang acting in an official capacity on the project?

The man literally controlled the registry of every artisan, scholar, and laborer in the empire. He could move human capital with the effortless grace of a master playing Go. The disadvantages were non existent, the advantages were world changing.

Liu Ye was the first to break out from his paralyzed stupor. A wide, genuine grin spread across his face, cutting through the grime on his cheeks. He stepped forward, clasping his hands together in a warm, enthusiastic greeting to his esteemed friend and colleague.

”Kongming! You sly, brilliant fox!” Liu Ye laughed, shaking his head in absolute disbelief. ”How could you keep this from me? We sat in the Grand Court together just yesterday, and you did not breathe a single word of this arrangement! You and Master Huang have been secretly plotting together in the shadows to surprise us, haven’t you?”

Zhuge Liang halted before the wooden table, closing his feather fan with a smooth, graceful flick of his wrist. A warm, humble chuckle escaped his lips as he returned Liu Ye’s greeting with a flawless bow.

”I assure you, Minister Liu, I possess no such grand, theatrical schemes,” Zhuge Liang replied, his melodious voice a stark contrast to the rough shouts of the nearby foremen. ”The truth is far simpler. Master Huang is my revered teacher. He approached me with a burden that was growing too heavy for his shoulders, and he asked for my assistance. As a devoted student, I am honor bound by the dictates of filial piety and scholarly respect to help him in whatever capacity I am able. It is my absolute privilege to be of service to the Imperial Workshop.”

Hearing the calm, respectful cadence of his voice, Huang Yue Ying finally broke free from her own frozen state. She had spent her entire life surrounded by the brilliant, eccentric minds of her father’s scholarly circle, but seeing the Zhuge Liang whom his father have rpiased many times standing before her, offering his unparalleled intellect to her project, was a profoundly humbling experience even though they have met before.

She stepped out from behind the heavy wooden drafting table. Despite the smudges of dark charcoal on her skin and the heavy, practical linen of her work clothes, she carried herself with the undeniable dignity of the empire’s premier female engineer. She brought her hands together, offering Zhuge Liang a deep, formal, and incredibly respectful bow.

”Minister Zhuge,” Yue Ying spoke, her voice clear, articulate, and filled with genuine gratitude. ”It is an immense honor to welcome you to the rails. I cannot express my thanks enough for your willingness to step into this role. My father has poured his soul into the foundational designs of this dynasty, but he has earned his rest. By taking up his mantle here, you give him the peace he deserves, and you give this project an administrative foundation of solid iron.”

Zhuge Liang looked at the young woman standing before him. He saw the sharp, unyielding intelligence burning in her captivating eyes, entirely undimmed by the soot and sweat of the industrial yard. He nodded his head slowly, a look of profound, mutual respect passing between them.

”Madam Huang, you honor me with your words, but it is truly I who should be thanking you,” Zhuge Liang said softly, a genuine smile touching his lips. ”As I told Minister Liu, it is what any loyal student should do. But beyond duty, I must confess to a deep, personal excitement. To be part of such a groundbreaking, world altering invention is a scholar’s dream.”

Zhuge Liang gestured toward the massive, iron plated tracks stretching out toward the eastern horizon. ”I have spent many quiet evenings in my own study, tinkering with small wooden mechanisms and automated devices. But my creations are mere toys compared to this. I have long wished to test my understanding of mechanics on a truly massive, continental scale. I hope that, by observing your brilliant work, I might be able to provide some fresh perspectives or logistical insights to aid your designs.”

Yue Ying’s eyes widened slightly, a spark of pure, intellectual delight igniting in her chest. She had assumed he was here purely to manage the ledgers and the guilds. To hear that the greatest political mind of the era was also a fellow tinkerer, someone who understood the fundamental joy of gears and physical mechanics, was a revelation.

A radiant, beautiful smile broke across Yue Ying’s face. She nodded her head enthusiastically. ”If the Minister of Personnel possesses a mind for mechanics, then the Imperial Workshop is blessed indeed! I would be absolutely thrilled to hear what kind of ideas and fresh perspectives you have to offer, Minister Zhuge. In fact, we were just aggressively debating the tensile thresholds of the iron brackets used on the eastern inclines. I would value your thoughts immensely.”

Standing a few paces away, Master Huang Chengyan leaned heavily on his wooden walking staff, quietly observing the exchange. He stroked his long, wispy beard, his sharp eyes darting between the handsome, ethereal scholar and his fiery, brilliant daughter.

Watching them speak, witnessing the immediate, crackling intellectual chemistry passing between them, Huang Chengyan felt a sudden, profound realization strike his heart. They were a perfect match. A union of the heavens and the earth. The supreme administrator and the master engineer. For a fleeting second, the old philosopher thought he was looking at the most perfect, formidable couple the Hengyuan Dynasty would ever produce.
