I Cultivate in a Government Office

Chapter 249: Chapter 142: A Major Mission

Shen Wenyuan’s gaze swept across the room. Everyone he looked at subconsciously straightened their backs.

”Everyone’s here,” Shen Wenyuan began, his voice quiet. ”Time is of the essence. I am here to convey several important directives from above and to outline our city’s specific response.”

He paused briefly, ensuring he had everyone’s full attention.

”First, regarding the situation in Mingbei City, just two hours ago, the Jade Whale Sect ignored our warnings. Their outer fleet engaged our patrol forces in the waters off Mingbei City.”

Yang Wenqing raised an eyebrow, trying to read Shen Wenyuan’s expression, but Shen Wenyuan’s face was a mask. He then heard him continue:

”The Central Martial Pavilion has granted the front lines unrestricted firing authority. The scale of the fighting in the north will be controlled, but the intensity will not be low, and it could escalate into a full-blown war at any moment...”

He paused here, looked around, and spoke off-script for a moment. ”The higher-ups clearly have no intention of letting this die down. Even though the war on the Central Continent’s northern front is still at a stalemate, you should all be aware that once the decision is made to go to war with the Jade Whale Sect, the Water Race at the bottom of the East Sea will definitely make a move. The cultivators on the other islands have also been coveting our Wanxuan Divine Artifact for a long time. I hope you are all prepared.”

Shen Wenyuan looked down again and continued reading from his script. ”Therefore, all coastal counties and districts, especially those like Qianjiao County and Lingshan New District with important ports and shoreline facilities, your alert level is hereby raised to ’Grade A’ effective immediately.”

As he spoke, his eyes swept over the directors and deputy directors of the two district bureaus.

”The threat comes not only from the surface, but you must also be vigilant against underwater infiltration, sabotage, and special attacks. All bureaus must coordinate with the local Government Soldiers to re-evaluate and reinforce the underwater defense systems for near-shore areas and ports. The anti-submarine monitoring arrays must operate at full power, 24/7.”

”Furthermore...” Shen Wenyuan’s tone shifted. ”Based on the current and potentially escalating tensions in the surrounding region, the Provincial Government and relevant departments of the Cabinet have conducted an emergency assessment and decided to implement a strategic adjustment and upgrade of our city’s port functions...”

”Qianjiao County’s port, due to its geographical location and existing infrastructure, has been designated as an ’Inner Ring Strategic Support Port.’ Its primary function will gradually shift from civilian cargo transport to providing logistical support for military operations in the southern seas. If necessary, it will also serve as an alternative to the forward military bases in the southern maritime region.”

Zhou Mu, the director of the Qianjiao County City Defense Bureau, immediately became the center of the conference room. Everyone simultaneously glanced his way.

”As a result, nearly seventy percent of the civilian maritime logistics that originally passed through Qianjiao County’s port will be gradually diverted.”

Shen Wenyuan’s gaze finally landed on Yang Wenqing. ”The main recipient of this diversion will be the Lingshan New District port. The municipal Civil Affairs Bureau has been ordered to immediately begin the emergency expansion of the Lingshan New District port. The first phase aims to triple its current throughput capacity within three months and construct deep-water berths and supporting storage areas capable of accommodating 50,000-ton large cargo ships and special vessels.”

At that moment, all eyes in the conference room turned to Yang Wenqing.

Yang Wenqing, however, was subconsciously thinking about the terrain near the Lingshan New District port. ’Aside from the sea near the mining district, there aren’t many places suitable for building a deep-water port. But since the higher-ups have made a decision, they’ll surely dispatch an Earth Vein Great Cultivator to reshape the landscape.’

Shen Wenyuan continued to emphasize, ”Within the newly built storage area, several high-standard strategic material reserve depots will be planned and constructed. This matter is crucial for a potentially larger-scale war in the future.”

He looked at Yang Wenqing and Zhu Yunchuan. ”The expansion of Lingshan New District is the Civil Affairs Bureau’s task. But ensuring its absolute security—especially the absolute security of the strategic reserve depots—is the paramount, core mission for your City Defense Bureau in the coming period!”

Yang Wenqing and Zhu Yunchuan immediately stood up, snapped to attention, and said in unison, ”Yes, sir! We guarantee the mission will be completed!”

Shen Wenyuan was very satisfied with their reaction. He then continued, ”Furthermore, based on the aforementioned changes, your defensive perimeter must be moved forward and expanded...”

He brought up a simplified map of Coral City’s waters and gestured towards the open sea off Lingshan New District.

”The Lingshan New District City Defense Bureau’s standard patrol and alert zone must extend at least fifty kilometers out to sea. The monitoring array network must also be pushed forward accordingly. The Provincial Coast Guard has been ordered to dispatch two ’Sea Guard Level’ large armed patrol Flying Ships and a squadron of high-speed surface patrol vessels to conduct regular combat-readiness patrols in your outer waters. You will need to establish mechanisms for command coordination, intelligence sharing, and emergency response with them.”

Shen Wenyuan paused here before continuing, ”Everyone, this is a long-term adjustment based on the nation’s overall security strategy. My requirements for you are simple...”

His tone turned cold. ”Ensure stability. Ensure security. Ensure the strategic objectives set by the Cabinet are smoothly realized. During the port expansion and strategic warehouse construction, no organized sabotage, infiltration, or espionage will be tolerated. The new patrol waters must be controlled like an iron barrel, leaving no blind spots.”

”Desperate times call for desperate measures,” Shen Wenyuan said finally. ”The Municipal Bureau will give you the maximum level of resource support and authorization. But if something goes wrong, I will not protect anyone. The personnel from Qianjiao County and Lingshan New District will stay. The rest of you, return to your posts immediately and implement the directives from this meeting.”

On the projected light screen, the figures of the other district and county officials faded and disappeared one by one.
