I Cultivate in a Government Office

Chapter 243: Chapter 139: The Official Notification

After a simple breakfast prepared by Aunt Zhou, Yang Wenqing changed into a crisp, white police commissioner’s uniform and boarded a Flying Shuttle to the City Defense Precinct.

When the Flying Shuttle arrived, the precinct headquarters was already a hive of activity.

Yang Wenqing stepped into the main building. The greetings he received along the way were as respectful as ever, but he could feel an extra layer of tension in the air. He figured the warning from the north must have already started circulating among a small internal circle.

He first went to the command and dispatch center for the morning briefing. The night had been uneventful, but the reporting frequency from the monitoring points had clearly increased. Yang Wenqing didn’t say much, merely instructing the supervisor on duty to maintain the highest level of alert and to report any anomalies immediately.

Back in his office, Liu Qin had already placed the day’s schedule and a stack of urgent documents on his desk. Yang Wenqing quickly scanned them, then picked up a pen and began signing off on them.

”Director Yang...” Liu Qin stood to the side and reminded him in a low voice, ”The meeting for the drill proposal has been scheduled for nine-thirty, just as you requested yesterday. Director Liao, as well as Section Chief Xia and Section Chief Liu, are all ready.”

Without looking up, Yang Wenqing signed his name on a request to add a temporary monitoring point at the docks before speaking. ”Just notify me when it’s time.”

”Yes, sir.” Liu Qin nodded and left the room.

Yang Wenqing buried himself in his paperwork again, making decisions on matters that required his personal attention.

Before he knew it, it was nine-thirty. A soft knock came from his office door.

”Come in.”

Liu Qin pushed the door open, walked to his desk, and said in a low voice, ”Director Yang, Director Liao and the others are already in the conference room.”

Yang Wenqing put down his pen and glanced at the mechanical clock on the wall.

”Understood.” He stood up and straightened his collar. ”I’m on my way.”

The atmosphere in the small conference room was serious. Thick stacks of documents and glowing screens were spread out before the five attendees, who had clearly already been engaged in a deep discussion.

Yang Wenqing entered, took the head seat under the gazes of the five attendees, and gestured for them to be at ease. He cut straight to the point. ”Let’s begin. Director Liao, start us off with the general concept.”

Liao Tianming immediately picked up a document and began.

”This drill will be codenamed ’Cornerstone.’ It will focus on testing four key capabilities: First, the ability of each public security station to independently handle the initial response to a sudden attack and hold their position while awaiting reinforcements. Second, the rapid mobilization, support response time, and tactical coordination of the Operations Section. Third, the precinct command center’s comprehensive coordination and analysis capabilities when faced with chaotic information and multiple simultaneous incidents. And fourth, the support and recovery capabilities of departments such as logistics, tech, and communications.”

”The evaluation will use a comprehensive scoring system. The General Affairs Section will take the lead, working with Internal Affairs Inspection and the Archives Section to form twelve evaluation teams. These teams will carry recording Arrays and embed with the participating units to conduct on-site scoring. The scoring rubric will cover seven major categories and fifty-four sub-items, including response time, handling procedures, command decisions, scene control, application of laws, collaborative communication, and post-action reports.”

Liao Tianming’s voice was steady.

Xia Meng, Liu Min, and the others occasionally chimed in with details, making it clear the plan had been thoroughly vetted.

After listening to the report, Yang Wenqing’s gaze swept over everyone present. ”The plan is viable,” he said. ”You can hash out the finer details, but remember the principle here.”

He tapped his fingers lightly on the table. ”This drill is a means to an end, not the end itself. I want to see real problems, not a well-rehearsed performance. The evaluation teams must be impartial, their records must be detailed, and in the after-action review, praise will be given where it’s due, and accountability will be enforced for failures.”

He paused, his tone growing heavier. ”Lingshan New District isn’t some secluded paradise. What’s happening up north is a wake-up call. The more you sweat in peacetime, the less you bleed in war. My biggest concern isn’t a lack of capability, but a lapse in vigilance!”

The words had barely left his mouth when the badge on his chest pulsed with Spiritual Qi, followed by a distinctive hum. It was a top-level, encrypted mass notification from the municipal bureau.

Yang Wenqing activated the badge and quickly read the message.

A moment later, he looked up and said, ”The official notification from the municipal bureau is here. More details will follow in an internal briefing, but the notice requires all coastal and newly developed districts to immediately raise their alert level to ’Beta-Plus.’ We are to strictly guard against infiltration, sabotage, and any destabilizing elements trying to take advantage of the situation.”

”It seems Drill ’Cornerstone’ is coming at the perfect time.” Yang Wenqing looked around the room. ”Director Liao, finalize the plan and distribute it immediately. Cut the prep time. The drill will begin in three days, on schedule. Also, issue a notice: all combat units are to carry full ammunition loads, and every officer is to be equipped with at least three Explosive Bullets.”

”Yes, sir!”

”Section Chief Xia, all personnel in the Operations Section are to have their leave canceled and are to be placed on standby. Conduct a full inspection of all equipment, Flying Shuttles, and comms. Set up your joint communications equipment. Don’t worry about the energy costs—you need to be able to connect with every department in the New District at a moment’s notice.”

”Understood!”

”Section Chief Liu, the General Affairs Section needs to coordinate all logistics.”

”Yes, sir!”

The orders were issued one by one. The group accepted their assignments and left, their footsteps even more hurried than when they had arrived.

Yang Wenqing had barely sat down back in his office when a second wave of communications requests arrived. This time, it was a projection meeting invitation from the municipal command center. The heads of all districts and counties under Coral City’s jurisdiction were required to attend online.

Upon receiving the communication, Yang Wenqing immediately headed for the large conference room, as it was the only one equipped with a projection Array. He had just sat down when Director Gao and Vice Director Chu walked in. The three of them activated the projection Array. After a few brief words of small talk, a soft screen of light rose in the room. Then, following a series of encrypted verifications, the scene of the projection conference room materialized.

It was a massive, virtual, circular amphitheater, divided into several tiers. Dense rows of holographic seats materialized, each one labeled with its corresponding unit and position. Most of the seats were already lit up, displaying the images of the attendees.
