Empire Rising: Spain

It’s best to find a solution that won’t greatly displease the local indigenous people, while minimizing their presence as much as possible.

After discussions among the Cabinet Ministers, the Spanish Government eventually adopted the method of population export to solve the colonial indigenous issue.

The so-called population export is essentially devising every possible way to ship these indigenous people out.

Where to ship them? There are many destinations. Whether it’s other regions of the African Continent or regions outside of Africa, these are options Spain can choose.

As long as they are not within Spanish colonies, wherever these indigenous people are, Spain can accept.

Because Carlo had long expressed his disdain for the black race, it led all the ministers in the Spanish Government to unanimously adopt an anti-black stance.

After proposing the population export plan, not a single Cabinet Minister objected, all agreed on the method of transferring these African indigenous people to other regions.

Of course, population export cannot be rushed. Some colonies still need to retain a large amount of indigenous labor to ensure that the development of the colonies is not restricted by a lack of labor force.

When the time comes, after utilizing these labor forces, they could be slaughtered or driven to farther places.

Anyway, nobody cares about the life and death of these indigenous people, as long as it’s not too excessive, other countries wouldn’t offend the Spanish Government for these indigenous people.

Like the forced intervention of European Countries in the history of Belgium’s King, apart from his indeed excessive cruelty, it’s also because Belgium itself was not strong, which caused the intervention by European Countries.

Belgian King Leopold’s rule in Congo was extremely cruel; he treated the local indigenous people as mere objects, slaughtering millions without ever stepping foot in Congo, and chopping off the hands of millions.

During Belgium’s few short years of acquiring Congo, its population sharply decreased by one-third, which was also the reason for the intervention by European Powers.

As Europe gradually became more prosperous, the powers covered themselves with a gentlemanly facade. The brutal actions by the Belgians would remind the world of Europe’s equally brutal past, doesn’t that disrupt the disguise of other countries?

After confirming the immigration plan of population export, Carlo proposed an idea, which was to export population to the United States across the ocean.

Compared to other European Countries, the United States is absolutely a unique existence. After the Civil War, the United States had nominally acknowledged the human rights of black people, and those residing in the USA were Americans as well.

This also led many black people to have some fondness for the USA, but only when they arrived did they realize that the so-called human rights were just an empty statement.

The high officials of any organization and institution were white people, and most black people were racially segregated into small areas, unable to enter the cities where whites resided.

The reason Carlo proposed sending a large number of black people to the United States was to completely disrupt the American situation.

At this time, white people still firmly held onto their discourse power. But as the black population increased, the conflicts within the US would inevitably become more intense.

One must know that the black race is not an easy ethnicity. This race indulges in comfort and laziness, always thinking about acquiring income in more convenient ways.

The so-called convenient ways involve robbery and theft, and this is an important reason why blacks remain unpopular even in later generations.

Once the black population in the US increases, such robbery and theft incidents would likely increase. As an immigrant country, the US gathers the three major races: black, white, and yellow, each with considerable numbers.

Once the conflicts between blacks and whites lead to more intense racial discrimination, it’s highly likely that another civil war might occur.

No matter if the US would erupt in a civil war because of this or not, as long as America’s political situation becomes more dire, it would be immensely worthwhile for Carlo.

Although the British didn’t view the US as a formidable threat, if the US erupted in a civil war itself, the British wouldn’t mind taking advantage amidst the chaos.

If the Americans themselves provide an opportunity, Carlo would devise every possible way to promote an intervention war against the US, striving to split it into multiple countries.

Of course, even if there is no internal division or civil war within the US, the mere confusion of the political situation would make them unable to tend to other matters.

As long as the US hasn’t experienced interventions in World War I and II, Carlo would have ample time to plan World War I. A World War I without American interference would make Spain the biggest winner.

After all, compared to the strong nations of the two major military alliances in history, Spain is that entity without fierce conflicts with either side.

This also grants Spain more possibilities. For Carlo and Spain, the best scenario is maintaining neutrality at the beginning, first making a fortune by selling food and arms, then standing with the nearing victory side at the end of the war, enjoying the fruits of victory.

Although doing so is somewhat disreputable, it ensures that Spain reaps the greatest rewards in the war.

As European Countries suffer significant losses, as long as Spain’s losses are minimal, it is only natural for Spain to gain more discourse power.

This is practically a perfect script, now just waiting for France and Russia to react to the formation of the Triple Alliance, then under its pressure, conclude the Franco-Russian Alliance, creating a scenario of two major military groups confronting each other in Europe.
