The Queen's Mage

Chapter 109: What the Public Will See

Merrow folded his hands. “The public will see a Night Fae woman with the eyes most closely associated with Lyehira’s royal mages and strong shadow magic. They will ask who she belongs to.”

Serali’s fingers stopped.

Allandra went still.

Verya said, “She belongs to no one.”

The answer came so quickly Serali looked at her.

Verya remained focused on the draft, as if she had corrected an improper legal term.

Merrow inclined his head. “That is not what I meant.”

“It is what the question implies.”

A small silence followed.

Serali liked Verya for approximately four seconds.

Merrow continued. “They will ask who her family is. Where she was born. Why she has no surname. Why her history is concealed.”

There it was.

Not accusation.

A hole.

Accusations could be answered. Holes invited everyone nearby to imagine what had been buried inside them.

Allandra’s voice cooled. “Be precise.”

“The proclamation asks the city to trust an officer of the Crown whose ancestry, birthplace, and former circumstances remain deliberately undisclosed.”

Serali leaned back before anyone saw her spine lock. “You know I swore the oath.”

“That is not the same as knowing who you are.”

“It is exactly what the oath was designed to answer.”

Verya’s pen stilled.

“The council negotiated those terms before appointment,” she said.

Merrow turned to her. “The public did not.”

“The public does not negotiate confidential testimony.”

“They will assume the Crown is hiding a noblewoman, a military mage, or someone bred into royal service.”

The final phrase dropped into the room.

Marielle’s expression changed first.

Disgust.

The Avalusians knew enough. The Crown recruitment of commoners with Xuiven eyes. Controlled matches. Coerced breeding as Lyehira’s magical bloodlines weakened.

Not everything.

Enough.

Harrek’s jaw tightened. Yvander looked down. Hagen’s amusement vanished.

Allandra said quietly, “We will not turn Lyehira’s abuses into public spectacle.”

“I did not suggest we should,” Merrow said.

“No. But we should be clear about what we are refusing.” Allandra’s gaze moved around the table. “The proclamation will not speculate about Serali’s bloodline. It will not imply that the color of her eyes gives another throne a claim over her. It will not justify her appointment by cataloguing what Lyehira does to mages who resemble her.”

Serali’s throat tightened.

Allandra did not look at her.

That helped.

Verya crossed out a line. “Then: ‘Serali, a Night Fae mage of demonstrated shadow affinity, has taken oath before Crown and Council and entered provisional service as Royal Mage under Avalusian law.’”

Marielle frowned. “Shadow affinity sounds mild.”

“It is intended to.”

Serali looked at Verya. “Do not call me a Xuiven mage.”

“Agreed.”

“Even if everyone else does.”

“Especially then,” Verya said. “The proclamation will not confuse magical classification with royal affiliation.”

Merrow studied Serali. “They may still decide it means royal blood.”

“They may look at my eyes and decide many things,” Serali said. “The Crown does not need to help them.”

Verya wrote something.

“That was not proclamation language,” Serali said.

“No. It was useful.”

“Do not become Marielle.”

Marielle looked offended. “I am sitting here.”

“I know.”

Allandra’s mouth curved faintly.

Then Merrow said, “The appointment still requires justification beyond private confidence.”

Allandra nodded. “Agreed.”

He looked briefly startled.

Serali enjoyed that more than she should have.

Allandra turned to Harrek. “What will the city understand?”

“Service. Limits. Proof she is useful and proof there is oversight.”

Serali narrowed her eyes.

Harrek met her gaze. “Not what I prefer. What they will understand.”

Daravan said, “Then we frame oversight as structure, not suspicion.”

Verya made a note. “Royal warrant. Council review. Guard coordination.”

“Guard coordination sounds less like imprisonment,” Serali said.

“It is intended to,” Daravan replied.

“Comforting.”

“No.”

Marielle leaned forward. “We should mention that she identified magical weaknesses in palace defenses.”

Verya considered. “That may serve.”

Marielle brightened.

“Without measurements, diagrams, stone composition, magical frequency, or speculative engineering applications,” Verya added.

Marielle’s expression fell in stages. “That removes everything interesting.”

“Yes.”

Yvander tapped his notes. “And the expense?”

Serali sighed. “Of course.”

“All offices require explanation.”

“That is the most Avalusian threat I have ever heard.”

Yvander looked over his spectacles. “Public funds require public accounting.”

Allandra said, “The office is funded through the dormant offices allocation and my household budget pending final review.”

Yvander looked pained but did not object.

Harrek cleared his throat. “We also need to address the history the city already knows.”

Verya looked up from the draft. “The market.”

“The arrest,” Harrek said. “People saw her use shadow magic against Watch officers. Some saw what happened before. Most saw only the end.”

Serali’s shoulders tightened.

Daravan said, “If we omit it, the proclamation looks like the Crown quietly rewarded an attack on the Watch.”

“And if we excuse it entirely,” Harrek said, “my officers hear that doing their duty made them the villains.”

“They detained a frightened foreign mage in iron after failing to intervene while a civilian was attacked,” Serali said.

Harrek met her gaze. “Yes.”

The agreement stopped her.

He folded his arms. “That failure needs to be named. So does the resistance. Both happened.”

Verya drew a clean line across the page. “Then the proclamation begins with the Harvest Market disturbance. It states that Serali acted initially in defense of an Avalusian civilian during a failure of immediate civic response.”

Harrek grimaced. “The Watch will hate that sentence.”

“Is it inaccurate?” Serali asked.

“No.”

Verya continued. “The subsequent resistance to detention and use of defensive foreign magic against civic officers occurred under conditions of fear, confusion, and inadequate magical-incident preparation.”

Merrow frowned. “That sounds dangerously close to absolution.”

“It is context,” Verya said. “Not absolution.”

“And the Watch?” Harrek asked.

“The Crown commends its rapid containment of the wider disturbance,” Daravan said, “while ordering an internal review and magical-incident retraining.”

Harrek considered.

Serali watched him do the arithmetic between institutional pride and public truth.

“At least include that the officers prevented wider festival panic,” he said. “They did.”

Verya wrote it down. “Agreed.”

“And invite testimony,” Harrek added. “Seven days through the civic magistrate. If witnesses believe the proclamation lies, give them a lawful place to say so before they begin saying it in taverns.”

Verya’s pen paused.

Then moved again. “Procedurally irritating.”

“But sound?” Daravan asked.

Verya gave him a flat look. “Unfortunately.”

Harrek exhaled. “As good a way to be insulted as any.”

Allandra looked down the table. “Then that is how we open. We do not pretend the arrest never happened. We state what failed, what followed, and what has been done about both.”

Serali looked at the draft.

Not innocence.

Not guilt.

A record.

It was more than she had expected from a city that had first met her in chains.

“Do not call her harmless,” Allandra said. “Do not call her redeemed. Do not call her rescued.”

Serali looked at her.

Warmth moved through the bond.

Allandra kept her eyes on Verya.

“No moral characterization,” Verya said.

“Good,” Serali replied.

Marielle raised one finger. “Unprecedented?”

This book’s true home is on another platform. Check it out there for the real experience.

“No,” said everyone except Hagen.

He looked wounded. “It has flair.”

“It has panic,” Harrek said.

“Panic often has flair.”

Allandra ignored him. “The proclamation will state what the office is, what authority it holds, what service has been rendered, and how the appointment will be reviewed.”

Merrow folded his hands. “And the undisclosed history?”

“One sentence,” Verya said. “‘Certain details of the Royal Mage’s personal history remain protected under the oath approved by Crown and Council.’”

“It invites questions,” Merrow said.

“It answers the only question the Crown is required to answer,” Verya replied. “Under whose law she serves.”

“Avalusia’s,” Allandra said.

The word settled over the table.

Serali looked down.

Not owned.

Not claimed.

Serving under law.

There was a difference.

She was still learning to trust differences.

Allandra looked at her. “Will that serve?”

The question was asked before everyone.

The choice made visible.

Serali hated it.

She hated more that the alternative would have been Allandra deciding alone.

“Yes,” she said. “Do not say my past is protected for the safety of the realm.”

Verya’s pen paused. “Why?”

“Because that makes me sound like the danger.”

Silence.

Then Verya crossed out a phrase.

“Protected under oath for the safety of the oath-bound party,” she said.

Serali swallowed. “Better.”

Marielle looked at her with something that might have been curiosity.

Or respect.

Too early to tell.

Yvander asked, “When?”

“Tomorrow,” Allandra said.

The word landed like a dropped seal.

Merrow stiffened. “So soon?”

“Before market gossip becomes morning print,” Daravan said.

Harrek nodded. “Heralds at the palace gates, east market, harbor square, and university courtyard.”

Marielle looked delighted. “University courtyard?”

“For the magical advisory angle,” Verya said.

Marielle sat back, nourished.

Serali stared at her. “You are enjoying this.”

“I am enjoying the possibility of sanctioned observation under controlled conditions.”

“That sounded worse.”

“It may also improve drainage design.”

“Absolutely not,” Allandra said.

“Later?”

“No.”

“We can revisit it.”

“No.”

Hagen leaned toward Serali. “Welcome to service. You are already infrastructure.”

“I would like to resign.”

“Too late. There will be heralds.”

Verya’s pen moved.

“Do not write that down,” Serali said.

“I wrote ‘subject resistant but present.’”

“That is worse.”

“It is accurate.”

The room breathed.

Not safely.

Enough.

Then Daravan said, “There is one more matter.”

Allandra looked at him. “Security.”

“Her public movement should be limited.”

Serali’s jaw tightened. “Because I have been promoted from rumor to target?”

“Because people make poor choices when handed a new name to fear.”

“That was almost tactful.”

“I am improving.”

Harrek said, “No public appearance. Let the city shout at paper before it shouts at a person.”

Serali considered.

She disliked hiding.

She disliked more the thought of being displayed to prove the proclamation had not lied.

“Fine.”

Merrow looked surprised.

“I can accept sensible security,” Serali said. “I prefer it not be dressed as manners.”

Daravan nodded. “Noted.”

Verya’s pen moved.

Serali pointed at her.

“Also noted,” Verya said.

Hagen coughed into his hand.

Allandra rose. “Verya, final language. Daravan and Harrek, guard response. Yvander, expenditure summary. Marielle, no wall details.”

Marielle opened her mouth.

“No.”

She closed it.

“Merrow, prepare the council assent.”

He sat straighter. “Majesty?”

“This is not a private appointment. If the council supports the office here, the city will see the council’s seal beneath mine.”

Merrow’s expression flickered.

There it was.

Concern becoming responsibility.

He bowed his head. “I will prepare it.”

The council began to move.

Papers gathered. Harrek and Daravan bent over routes. Yvander muttered about allocations. Marielle attempted to show Verya a diagram and was redirected toward blank parchment with spectacular legal cruelty.

Serali remained seated.

Allandra’s shadow fell across the table.

“Royal Mage.”

Serali looked up.

Allandra stood beside her chair. Not too close.

Not far enough to be nothing.

“You do not have to like the proclamation,” Allandra said.

“I do not.”

“I know.”

“And I do not have to stand in a courtyard while people decide whether I look dangerous enough to justify their fear.”

“No.”

“Then I am having an unusually successful council.”

Allandra’s mouth curved. “Mostly.”

Then her smile softened. “Thank you.”

“For what?”

“For trusting the oath enough to let us defend it.”

Serali folded the paper once.

“I do not trust it,” she said.

Allandra waited.

“I am testing it.”

“That is fair.”

By tomorrow, Serali’s name would be nailed to walls and read aloud by heralds.

Serali.

Personal history protected.

Shadow mage under Avalusian law.

Provisional Royal Mage.

The chair beneath her felt solid.

Suspicious.

Serali stood.

“Then make sure they are the right words,” she said.

Allandra nodded.

“Yes,” the queen said. “We should.”

And for one brief, dangerous moment, before the city learned her name and decided what shape fear should take, Serali almost believed words could be doors too.

Chapter 110: Behind the Screen

After several revisions and cups of coffee, the proclamation was read at noon the next day.

Allandra chose the hour herself.

Morning made people skittish. Evening made them inventive. Noon, at least, gave rumor less shadow to hide in.

Daravan had argued that no hour in the history of governance had ever prevented people from being stupid. Verya had said the same thing, but with more clauses. Yvander had asked whether the announcement would disrupt market traffic, because if people were going to riot, he preferred they do it away from the grain exchange. Harrek had smiled the entire time in a way that suggested his soul had left his body and was watching from a safer rooftop.

Allandra had listened to all of them.

Then she chose noon.

Now she stood in the western audience chamber, behind a screen of carved sunwood that overlooked the lower courtyard. The screen had been designed to let monarchs observe gatherings without becoming part of them. A very old architectural solution to a very old royal problem: how to watch people discuss you as if you were weather.

Below, the palace herald stood on the courtyard steps with two watch officers, one civic magistrate, and six guards in formal armor. More heralds had been sent throughout Myrae: to the harbor square, the market district, the western terraces, the temple stairs, and the broad plaza outside the city courts.

All of them carried the same text.

All of them would be heard.

All of them would be misheard by sunset.

Daravan stood to Allandra’s left, hands clasped behind his back. He had already read the final proclamation twelve times and objected to five different phrases with decreasing conviction. Verya stood to Allandra’s right, severe in gray, her eyes on the courtyard as if she could force the public to interpret language responsibly through posture alone.

Hagen had requested to attend.

Allandra had declined.

He had sent a note wishing her clarity, restraint, and “all the luck such an undertaking traditionally devours.”

She had burned it.

Not officially.

Officially, the note had been misplaced near a candle.

In the courtyard, the herald unrolled the parchment.

Allandra’s fingers tightened at her sides.

“By order of Her Majesty Queen Allandra Luina, Bearer of the Mantle, Sovereign of Avalusia and Defender of Myrae—”

The gathered crowd bowed in uneven waves.

Not large, but not small either. Palace servants, off-duty guards, clerks, couriers, several court parasites pretending to be on necessary business, and more citizens than Allandra would have preferred. Word had spread before the proclamation was spoken.

Of course it had.

Rumor always outran the horse and arrived better dressed.

“—let it be known that the foreign mage involved in the Harvest Market disturbance has been examined under crown authority and found to have acted initially in defense of an Avalusian civilian during a failure of immediate civic response.”

The first murmur moved through the courtyard.

There it was.

Failure.

Harrek, who was not in the chamber because someone had to stand with the watch officers and keep them from publicly looking wronged, would hate that word. He had accepted it anyway after Daravan promised the public commendation would follow.

“Bold opening,” Verya murmured.

“You approved it,” Allandra said.

“I approved its legality. I reserve judgment on its survival.”

Below, the herald continued.

“The Crown recognizes that the subsequent escalation, including resistance to detention and defensive foreign magic used against officers of the city, occurred under conditions of fear, confusion, and inadequate magical-incident preparation.”

The murmur swelled.

Daravan said, “That will sting.”

“It is meant to.”

“Stings invite scratching.”

Verya looked at him. “That metaphor is disgusting.”

“It is accurate.”

“It can be both,” Allandra said.

She kept her eyes on the crowd.

A watchman near the rear had gone stiff with offense. A palace maid beside him whispered something, sharp by the look of it. He flushed and looked away.

Interesting.

“Accordingly, and in recognition of rare magical competency, demonstrated defensive control, and expertise in foreign arcana relevant to crown security, Her Majesty has placed the mage Serali under Crown protection.”

At her name, the courtyard shifted.

Not loudly.

Worse.

A hundred small reactions layered into one living thing: surprise, confusion, recognition, suspicion, satisfaction, fear.

Serali.

Not the Night witch. Not the Xuvien mage. Not the prisoner. Not Vulmar’s bastard daughter, gods keep that buried beneath stone and law.

Serali.

Allandra had insisted on the name.

Verya had argued that names personalized proclamations in ways that complicated state framing.

Allandra had said yes.

Verya had looked at her for three seconds and then written it down.

“—and has provisionally appointed her to the revived office of Royal Mage, under limited term and conditional oath, for the purposes of defensive consultation, magical analysis, and the protection of Avalusia from foreign and unidentified magical threats.”

The courtyard erupted.

Not into riot.

Not yet.

But into sound.

Voices burst upward against the palace walls. Some startled. Some angry. Some merely delighted to have been present when something worth repeating happened.

“Royal Mage?” someone shouted.

“She attacked the watch!”

“She helped that girl!”

“She’s Night Fae!”

“What does Royal Mage mean?”

“Is she Lyehiran?”

“Why is she protected?”

“Did she enchant the queen?”

The last one cut through the rest like a thrown knife.

Allandra’s body went cold.

Daravan shifted one fraction closer.

Verya’s eyes moved sideways, but she said nothing.

Below, the herald did exactly what he had been trained to do: he raised his voice and kept reading.

“The office is provisional and subject to review. The appointee’s service is advisory and defensive. She is not granted command over Avalusian forces, nor is she empowered to act outside the limits of crown oversight. Rumors naming her spy, assassin, demon, or witch are to be treated as malicious speculation unless supported by evidence presented through lawful channels.”

“Demon,” Daravan muttered. “That one is new.”

“It was in the harbor version,” Verya said.

“You heard the harbor version?”

“I hear many things.”

Allandra ignored them.

Her attention had fixed on the phrase still ringing in her head.

Did she enchant the queen?

Too soon.

Not because the accusation surprised her. It had always been coming. They had written the proclamation with that possibility in mind, threading crown authority and conditional oath through every paragraph to make the appointment look like law rather than attachment.

But hearing it aloud was different.

Hearing it spoken by a man in her courtyard, in her city, while Serali sat somewhere in the permanent residence wing with a brass plaque on her door and Everly’s cards on her desk—

Allandra’s magic stirred beneath her skin.

Not visibly. Not enough to catch light.

Enough that Daravan said, very quietly, “Majesty.”

A warning.

She breathed once.

Then again.

The Mantle settled.

The herald reached the part Harrek had hated and needed most.

“The Crown further commends the City Watch for rapid containment of the disturbance and prevention of wider festival panic. An internal review of magical-incident procedure has been ordered, with expanded training to follow. Citizens with direct testimony concerning the market event may present statements to the civic magistrate within seven days.”

There. A bone for the watch.

A hook for witnesses.

A net for rumor.

Harrek had called it “as good a way to be insulted as any.”

Verya had called it “procedurally irritating but sound.”

Daravan had called it “less likely to get someone stabbed by supper.”

Allandra had signed it.

Below, the watch officers looked neither pleased nor furious, which probably meant the balance was correct.

The herald finished.

“The Crown will not tolerate unlawful harassment of persons under royal protection, nor retaliation against witnesses, civic officers, or involved civilians. Let Myrae conduct itself with honor, discipline, and clarity.”

A final flourish.

A final bow.

The parchment rolled shut.

For one perfect second, the courtyard held.

Then everyone began speaking at once.

Allandra remained behind the screen, unmoving, as the noise rose and split into currents. Palace guards directed citizens toward the outer gates. Clerks hurried off in little flocks, already composing versions of what they had heard. A woman near the fountain argued with a watchman, jabbing one finger toward the market district. One of the court parasites drifted toward another like a silk-wrapped disease.

Verya watched the crowd with clinical attention. “The word ‘protection’ is holding better than expected.”

Daravan glanced at her. “You can tell that already?”

“No. But I prefer to sound prepared.”

Allandra almost laughed.

Almost.

“What about Royal Mage?” Daravan asked.

Verya’s mouth thinned. “That will be worse.”

“It is a legal office.”

“It is a myth to most people,” Verya said. “Old titles gather mold and romance. Half the city will think she has become your court sorceress. The other half will think she has become your pet executioner.”

“And the third half?” Daravan asked.

Verya did not blink. “Will believe both.”

Allandra looked through the screen at the emptying courtyard.

“She needed a title people could not ignore.”

“She has one,” Verya said.

Not approval.

Not disapproval.

Fact.

Allandra accepted it.
