Chapter 505: World Council

World Council

At the exact center of the Seven Continents, far beyond the borders claimed by any empire, kingdom, race, or civilization, where even the endless oceans seemed to fall silent, stood one of the greatest wonders ever created. Floating thousands of meters above the sea, untouched by storms, tides, or the passing of time, rested the ancient fortress known throughout history as The Sovereign Spire.

For countless ages it had remained in the same place, never drifting even an inch despite having no mountain beneath it and no visible support holding it in the sky. It simply existed there, suspended above the winds as though the very world itself had accepted its presence. Sailors who accidentally witnessed it from below often believed they were looking at a second moon descending from the heavens. Some called it a miracle this and that.

Whatever the truth, one fact had never changed. No kingdom claimed ownership over it. No emperor ruled it. The Sovereign Spire belonged only to the World Council.

The entire fortress had been carved from a single unimaginably enormous piece of deep blue-silver stone unlike any material found elsewhere in the world. Even after surviving countless centuries, its surface remained flawless, shimmering faintly whenever sunlight or moonlight touched it. Every wall, every pillar, every archway and every tower had been sculpted directly into the original stone itself.

There were no seams, no joints, no signs that different pieces had ever been assembled. It was as though an ancient civilization had taken a mountain and patiently carved it into a masterpiece. Intricate patterns covered every surface, telling forgotten stories through symbols and artwork that very few scholars could still understand.

Dozens of towering spires reached toward the heavens, giving the fortress a majestic silhouette that could be recognized from hundreds of kilometers away. Seen from the sea below, it appeared surprisingly small because of its impossible height, yet anyone fortunate enough to approach it quickly realized the truth. The fortress was so vast that entire royal capitals could fit comfortably within its walls. There was no structure anywhere in the world that matched its scale or magnificence.

At each of the four cardinal directions stood a colossal gate, each one rising hundreds of meters into the air. Their size alone was enough to make ordinary people feel insignificant. They looked less like entrances for humans and more like gateways designed for creatures as large as mountains themselves. Ancient carvings covered every gate, their meanings long forgotten, while countless layers of protective formations remained hidden beneath the stone, silently guarding the fortress day and night. The wind constantly circled around the floating castle, yet not a single sound disturbed its peaceful stillness. Everything about the Sovereign Spire gave the impression that time itself slowed down within its presence.

Deep inside the fortress rested the Grand Sovereign Hall, the place where the rulers of the world gathered whenever the fate of civilizations had to be decided. Every king, emperor, queen, spirit sovereign, beast monarch, and supreme leader who possessed a permanent seat here carried the ancient title of World Regent.

It was not merely a rank. It was the highest political authority recognized by every continent. The decisions made inside this hall could redraw borders, begin alliances, end wars, establish new laws for entire civilizations, or determine how the world itself would respond to threats capable of endangering everyone equally.

The hall itself carried an atmosphere unlike anywhere else. Its towering ceiling disappeared high above into darkness, supported by enormous ancient pillars engraved with the complete history of every World Regent who had ever sat upon the council.

Countless relics rested throughout the chamber, each carefully preserved behind protective barriers. Every artifact possessed its own legend. Some had witnessed forgotten wars. Others had belonged to heroes whose names had become myths. Every object represented a piece of the world’s history, making the hall feel less like a meeting chamber and more like a living museum of civilization itself.

Yet none of those treasures attracted attention as much as the enormous oval table standing proudly at the center of the hall. It had been carved from an unknown mineral whose surface shimmered with an almost invisible silver-blue light, as though tiny stars were sleeping beneath the stone. Despite its unbelievable size, the table contained no visible cracks or imperfections. It had remained unchanged for countless centuries, silently witnessing every decision that shaped the modern world.

Surrounding the table stood fourteen magnificent thrones, each completely different from the others, each representing the ruler who occupied it. No two were alike because every throne reflected the history, authority, and civilization of its owner.

One colossal throne had been carved entirely from ancient stone, towering nearly thirteen feet high. Massive weathered chains wrapped around it from top to bottom, not as restraints, but as symbols of ancient promises and responsibilities carried across generations.

Another throne appeared almost alive, formed from enormous intertwined roots, flowering vines, and leaves that never withered. It radiated elegance, peace, and an ancient strength, as though it had grown directly from the roots of very ancient and extremely powerful tree in existence.

Nearby stood a throne forged from legendary dragonsteel, decorated with carefully crafted dragon scales that shimmered under the hall’s eternal light. Behind it rested the sculpture of an ancient dragon watching silently over whoever occupied the seat. Across from it stood a throne formed entirely from eternal ice that had never melted despite existing for countless ages. Sharp crystalline spires rose behind it like frozen mountains, filling the surrounding air with quiet dignity.

Another throne had been sculpted from rare moonstones that emitted a soft silver glow resembling gentle moonlight. Its beauty was quiet rather than overwhelming.

Beside it rested a throne assembled from the remains of countless dangerous monsters and relics gatheredzz representing survival through endless conflicts it actually looked not to ancient as others if not.. Looks extremely freshly put.

One magnificent throne had been created from radiant golden sacred stone whose warm light naturally filled the surrounding area with a peaceful but radiant atmosphere.

Another appeared astonishingly simple a beautifully crafted wooden chair polished through centuries of use. Yet despite its ordinary appearance, countless generations of wisdom seemed to linger around it, making even the simplest seat command extraordinary respect.

The remaining thrones reflected equally ancient civilizations. One had been sculpted from mysterious white crystal that seemed almost weightless.

Another gleamed with deep royal purple stones.

One bore the colors of the deep sea with an elegant trident carved into its highest point, while another had been forged from dark volcanic stone, its surface carrying faint traces of ancient fire that never completely faded. Finally, overlooking every other seat stood the largest throne of all. Forged from brilliant platinum-colored metal unlike anything known in the modern world, it stood proudly at the head of the table. It represented not domination over the other Regents, but the unity of the council itself.

One side of the enormous oval table held seven ancient thrones, while the opposite side held six. At the very end, directly facing the entire table, stood the final throne the highest seat of them all.

The arrangement itself immediately made it clear that not every throne held the same weight. The giant stone throne alone occupied the space of two normal seats. It towered nearly thirteen feet into the air, its massive body carved from a single ancient stone, while thick weathered steel chains wrapped around it from every direction as though binding an existence too great to be left unrestrained. Even after countless centuries, those chains had never rusted away completely, giving the throne an ancient yet majestic feeling unlike anything else inside the hall.

Meanwhile, standing proudly at the very front of the table, overlooking every other seat, rested the magnificent platinum throne. It stood taller than all the others, its flawless surface faintly shining with a calm imperial light. There was nothing flashy about it, yet simply looking at it naturally made one understand why it occupied the head of the World Council. It carried a dignity that could not be described with words alone.

At this very moment, most of those ancient thrones were occupied. Their owners had already arrived long before the meeting officially began.

Only three seats remained empty. The first was naturally the highest platinum throne itself. Despite being the most important seat in the entire Sovereign Hall, it remained completely vacant, almost as if it had been waiting patiently for someone. The second was the throne forged from the mysterious black charred material. It looked burned beyond recognition, its entire surface covered in endless shades of black and dark gray, while faint warmth still seemed to rise from it despite existing for countless ages. Unlike the other thrones that carried authority or elegance, this one gave an indescribable feeling of loneliness. Looking at it somehow made a person feel as though it had remained empty for an unimaginably long time. Not abandoned... but waiting. Waiting for someone who simply never returned.

The final empty seat was the throne crafted entirely from deep royal purple stone, beautiful and majestic beyond words. Every part of it radiated quiet nobility and overwhelming authority, yet it too remained vacant. Those three empty seats silently stood among the others, making their absence even more noticeable than the presence of everyone else.

Every other throne, however, was occupied.

Eleven World Regents sat quietly in their respective seats, each one representing a civilization powerful enough to influence the fate of the world itself. Yet despite so many of the world’s greatest leaders gathering together inside a single hall, not a single voice could be heard.

No casual conversations. No greetings. No unnecessary movements. Only silence. A silence so heavy that even the gentle sound of breathing seemed loud enough to disturb it. The atmosphere inside the Sovereign Hall felt unbelievably oppressive, not because anyone was intentionally releasing their strength, but simply because beings of such unimaginable status naturally existed within the same room.

Every Regent possessed a completely different presence. Some radiated an ancient calmness that resembled endless forests. Others felt as cold and unshakable as eternal glaciers. Some carried a noble and sacred aura that instinctively made others lower their heads, while others possessed an overwhelming pressure that resembled wild beasts standing at the top of the food chain.

None of those presences resembled one another. They clashed constantly without making a single sound, filling the hall with an indescribably vibrant feeling. It was as though completely opposite worlds had been forced together into one room. And.. They refused to mix, yet somehow remained perfectly balanced. It created an atmosphere that felt both comforting and terrifying at the same time. Any ordinary person entering this hall would probably collapse under the invisible pressure alone. Yet strangely enough, this place also carried another feeling.

Here gathered the greatest protectors of the world. If the outside world was the most dangerous place imaginable, then perhaps this room was also the safest place that existed. It was a place where the world’s strongest sat together not as enemies, but as those carrying the responsibility of civilization itself.

That heavy silence continued...

Until the colossal doors of the Sovereign Hall slowly began to open.

The deep sound of ancient stone grinding against ancient stone echoed throughout the chamber. It was slow... unbelievably slow... yet every movement of those gigantic doors seemed to shake the hall ever so slightly. The sound spread into every corner of the room, naturally drawing every pair of eyes toward the entrance. No one spoke. Eleven different gazes quietly shifted toward the opening doorway.

A small puppet-like boy calmly stepped inside.

His movements remained as precise as before. Every step landed at exactly the same distance from the previous one, as though someone had measured them perfectly long ago. His pale face remained completely expressionless, while the platinum Imperial Crest upon his forehead softly reflected the light filling the hall. His glass-like platinum eyes looked only forward. He neither admired the magnificent chamber nor acknowledged the terrifying figures seated around him. It was as though none of them existed in his world.

Behind him...

Walked Razeal.

He currently wore no crown upon his head.

No guards or anyone escorted him.

He walked into the Sovereign Hall completely alone.

His simple black clothing looked almost ordinary compared to the majestic appearances surrounding him, yet his steps never slowed. His expression remained calm, his crimson eyes quietly observing everything before him without showing either excitement or nervousness. Although this was his first time entering the gathering place of the world’s greatest rulers, there wasn’t the slightest hesitation in his footsteps. He simply followed behind the puppet boy as though entering any ordinary room.

Yet the moment Razeal crossed the doorway...

Something changed.

The already oppressive atmosphere shifted ever so slightly.

Not because Razeal released any aura.

Not because he intentionally displayed his presence.

Simply because every person inside the hall now focused their attention upon him.

The puppet boy walked several more steps before calmly coming to a stop.

Razeal also stopped behind him.

Without speaking, his crimson eyes slowly swept across the enormous Sovereign Hall.

For the first time, he looked directly at every ancient throne surrounding the massive table. Every person sitting upon them carried enough authority to decide the future of entire races.

Standing behind several of those thrones were attendants who had accompanied their respective Regents. Some Regents had arrived completely alone, believing no one else was necessary. Others had chosen to bring one trusted companion. A few had even brought two, both standing silently behind their Regents throne with perfect discipline. some of there heads slightly lowered and their hands respectfully folded before them some of them not some just standing casually and all.. well some serious and some not.. but one thing... None of them dared speak. None of them even shifted their posture. They simply observed the newcomer alongside their leaders.

Then...

The hall became even quieter.

Every pair of eyes settled upon Razeal.

Some openly studied him with curiosity, wanting to see the young man who had suddenly apeared there.. they all having same similar guess in there heads. Though all not sure of it.

Many having doubts.

And some who beleived that guess looked at him with clear suspicion, their expressions carrying dissatisfaction and.. they made no effort to hide. A few silently judged him from head to toe, wondering whether someone so young truly deserved to stand within this chamber. Several remained completely unreadable, their faces revealing absolutely nothing despite watching him without blinking.

Then there were others.

The moment they recognized his face...

Their expressions changed.

Two pair of eyes widened almost imperceptibly.

Another Regent’s brows slowly lifted.

Someone unconsciously leaned forward in their throne.

Another quietly narrowed their eyes as old memories surfaced within their mind.

Recognition.

Deep surprise.

Even genuine shock.

Those emotions appeared one after another across several faces before disappearing just as quickly, replaced once again by calm expressions. Yet the brief reactions had already revealed enough.

Not everyone in this hall was seeing Razeal for the first time.

Some of them...

Already knew exactly who he was..

The puppet boy slowly raised one hand.

His small movement immediately drew every gaze inside the Sovereign Hall back toward him. The hall, which had already been silent enough to hear even the faintest breath, became even quieter. Eleven World Regents sat upon their ancient thrones without moving, their eyes calmly watching the strange messenger standing before them. Even those attendants standing respectfully behind several of the thrones unconsciously straightened their posture.

Then the puppet boy spoke. His voice should have been that of an ordinary child.

Instead...

”By the personal invitation of Her Imperial Majesty... The Empress.”

The words exploded throughout the Sovereign Hall.

The voice that left his tiny body was impossibly loud, deep enough to shake the air itself. It rolled through the enormous chamber like distant thunder, echoing between the ancient pillars before returning again and again. Every single word reached every corner of the hall with perfect clarity. Even Razeal glanced at the puppet boy for a brief moment. It simply didn’t match his appearance. A body so small... yet a voice carrying enough authority to announce before the rulers of the world themselves.

The puppet boy never changed his expression.

His emotionless platinum eyes remained looking forward.

He continued.

”The one summoned before the World Council as the chosen holder of the Fifteenth Throne...”

The announcement stopped.

A brief silence followed.

The puppet boy slowly lowered his raised hand.

Now it was was no longer a guess. It was a clear confirmation.

Every eye inside the Sovereign Hall naturally shifted beyond him...

Landing upon the young man standing quietly behind.

”...Razeal.”

Only one name.

Nothing more.

No family name.

No noble house.

No inherited bloodline.

No grand title.

Simply... Razeal. Weirdly enough..

His name echoed across the Sovereign Hall several times before finally disappearing into silence.

Immediately...

Several expressions inside the hall changed.

A few World Regents slowly narrowed their eyes.

Some quietly observed him from head to toe without attempting to hide that they were judging him. Some knew him and some were totally oblivious actually.

Many simply continued watching without moving a single muscle.

The Regent seated upon the enormous throne formed from monster remains slowly leaned forward, causing the bones decorating his throne to shift ever so slightly with a dull bony sounds. His sharp eyes never left Razeal for even a moment, studying him as though trying to understand what exactly made this young man worthy of standing here.

Across from him, the graceful woman seated upon the throne grown from ancient vines rested one elbow upon the armrest before gently supporting her cheek with one hand. A calm smile appeared upon her beautiful face as she quietly observed Razeal with obvious curiosity rather than hostility.

Meanwhile, the elderly man sitting upon the simple wooden chair slowly opened his half-closed eyes.

Those ancient eyes carried old years of wisdom.

They quietly settled upon Razeal. Without saying a word. Without revealing a single thought.

One after another...

Their gazes slowly shifted.

Not toward another Regent.

Not toward the puppet messenger.

But toward the empty platinum throne standing proudly at the head of the enormous table.

It remained vacant. The highest seat of the World Council...

Still empty.

The Empress herself had not come.

Instead... She had sent only her messenger?

Yet it was by her own personal command that this unknown young man had been summoned before the World Council and publicly announced as the chosen holder of a brand-new throne.

That alone made the atmosphere inside the hall even heavier.

Because none of them had agreed to this.

None.

Some days earlier they had only received a formal notification.

Nothing more.

Simply that a new World Regent would soon be joining the World Council.

There had been no discussion.

No council meeting.

No voting.

No explanation.

No identity.

No background.

No opportunity to question the decision.

Only a notification.

A decision that had already been made.

Naturally... Not everyone appreciated that.

Every single person seated here possessed enough authority to rule atlest half of continent.. its civilizations, races or kingdoms within.

None of them had reached their positions by accepting decisions without question.

To suddenly be informed that another seat would be added to the World Council... And only afterward be told who would occupy it...

Left more than one Regent dissatisfied. Some hid those thoughts behind calm faces as if uninterested.

Others made no effort to hide them at all.

The puppet boy, however, remained completely indifferent.

Having finished the announcement exactly as instructed, he silently lowered both hands before stepping half a pace backward.

Then...

He simply stood there.

Motionless. Like a perfectly crafted statue.

His responsibility had already ended.

The Imperial Empress had ordered him to escort Razeal safely to the Sovereign Hall...

Announce him before the World Council... And formally introduce him as the chosen holder of the Fifteenth Throne.

That task was complete.

Everything after this... Belonged to Razeal alone...

Whether he earned their acknowledgment...

Whether he gained their respect...

Or whether he was rejected completely...

None of that was the messenger’s responsibility.

He neither intended to help nor interfere.

He simply stood silently at the side, leaving Razeal alone beneath the combined gazes of the eleven World Regents.

The silence stretched.

One second...

Then another...

No one welcomed him.

No one greeted him.

No one invited him forward.

The enormous Sovereign Hall remained perfectly still.

Only countless eyes quietly observed the young man standing in its center.

Then finally.. from the throne made of bones, a low and humourless voice broke the silence.

”So...”

The man seated there rested his chin upon one hand.

”This is the one for whom that woman wishes to create a Fifteenth Throne?”
