Chapter 848 Chapter 344: Opening the Treasure Chest, Immortal Miasma! Immortals, Your Blessings Await! (Part 2)

”In accordance with Your Majestyʼs decree, the construction of the city and the relocation of foreign tribes into the city for governance shall proceed steadily.”

Lv Buwei stood up and loudly reported.

Upon hearing this.

Ying Zheng smiled: ”Good!”

”Northern Defense, Northern Frontier, Lantian.”

”The soldiers of the Three Camps have worked hard.”

”Announce my decree.”

”All soldiers who have meritorious service in killing the enemy will be rewarded with contribution points, in addition to their original military merit promotion. Each enemy killed earns fifty contribution points, with no upper limit.”

”Even if a soldier dies for the country, contribution points will be bestowed upon their families.”

”I want to use this reward to inspire all the soldiers of Qin.”

As Ying Zhengʼs words fell.

All the civil and military officials bowed: ”Your Majesty is wise.”

”Zhong Fu.”

”The Great Desert of the Northern Frontier is vast, even surpassing the territory of our Shenzhou. Repairing the city and relocating the Donghu and Xiongnu will require your close attention.”

”I will have the Northern Frontier garrison fully cooperate.” Ying Zheng said in a deep voice.

”Please rest assured, Your Majesty, this old subject will do his utmost.” Lv Buwei immediately responded.

”Your Majesty.”

”The Donghu tribe has a population of nearly fifteen million, and the Xiongnu also have over thirteen million.”

”This is the information that our Qin originally knew about the two tribes.”

”Such a large population requires careful governance.” Han Fei said aloud.

”What Chancellor Han said is absolutely correct.”

”The Northern Frontier is vast, with a considerable population. Moreover, having just defeated the two tribes, there must be many who are dissatisfied with our Qin, and we must govern them cautiously.” Ying Zheng nodded.

”Your Majesty.”

”In the past, the Crown Prince proposed governing foreign tribes with foreign tribes, which was perfected in Tu An and Goguryeo, and can also be implemented in the Northern Frontier.”

”Foreign tribes can be defended against by our Qin, but they can also be used.”

”In the Northern Frontier, most of the pastures are controlled by the two tribesʼ nobles. Ordinary herdsmen also need to pay significant taxes to survive.”

”Although they are foreign tribes, our Qin needs to guard against them, but we can still implement benevolent governance over the two tribesʼ commoners, mainly focusing on household registration, and granting them pastures and crops.”

”In doing so, the authority of the foreign tribesʼ nobles will also be weakened.”

”Besides.”

”The Northern Frontier is vast, and more states and counties need to be established for Qinʼs governance.” Li Si stood up and reported.

”Indeed.”

Ying Zheng nodded in approval.

In handling foreign tribes, it is naturally impossible to be overly harsh. Benevolent governance needs to be exercised. Otherwise, if the severity continues, they will be unable to endure it and might rebel.

Currently, the governance of foreign tribes proving effective is in Tu An and Goguryeo.

While governing foreign tribes with foreign tribes, Qinʼs land distribution policy is also implemented. They are different from the Huaxia Jiuli clans of Qin in only three aspects: First, the tax is two-tenths higher, second, they are not allowed to cultivate martial arts, nor can they cultivate martial arts, and third, their corvée service term is five years, while the Huaxia Jiuli clanʼs is two years.

Other than that.

They are the same as the citizens of Qin.

Of course.

Even so.

The lives of the people in these two lands are now dozens of times better than before.

They are grateful to Qin as well.

”In the vast Northern Frontier, how many states and counties do you think should be divided?” Ying Zheng asked the court from above.

”Replying to Your Majesty.”

”This old subject thinks it should be divided into at least five states and fifty counties. Only by doing so can the over thirty million foreign tribes be separated, preventing them from having cohesive strength again.” Lv Buwei pondered for a moment and spoke loudly.

”As Zhong Fu said.”

”Letʼs divide it into five states and fifty counties. As for the county towns, they will be divided according to the situation.”

”This matter, I fully entrust to Zhong Fu to handle.”

”State Governor, Prefectural Governor, County Governor, all the officialsʼ selections will be managed completely by Zhong Fu. The list shall be submitted to the throne afterward.” Ying Zheng said with a deep voice.

Such matters, Ying Zheng naturally will not discuss personally.

With talented individuals emerging in Qin, the court ministers are fully capable of handling various matters, and Ying Zheng naturally will not personally involve himself in everything.

”Grandfather.”

”The Tian Xuan Mirror is the foundation for our Qinʼs governance and connection of territories. The Northern Frontier should also be granted the Tian Xuan Mirror so that our Qin can govern better. When the government conveys orders, favor will be bestowed, surely winning the hearts of the people in the Northern Frontier.”

”Of course.”

”Two major camps must also be stationed in the Northern Frontier.”

”Sun Chen believes that the Northern Frontier and the Northern Defense camps must guard the Northern Frontier. Benevolent governance can be implemented, but military force must also intimidate.” Zhao Qi stood up and reported from the steps below.

Upon hearing!

A comforting smile appeared on Ying Zhengʼs face.

”Qiʼer is correct.”

”It should be so.”

Ying Zheng said with a smile, directly agreeing.

”Zhong Fu, arrange for the Tian Xuan Mirror to be included in governance.”

”Grand Commandant.”

”You issue the decree to Generals Meng Wu and Li Mu, commanding them to guard the Northern Frontier. If any foreign tribes cause trouble, kill them.” Ying Zheng said in a stern voice.

”I accept the decree.”

Lv Buwei and Wang Jian immediately accepted the decree.

At this moment!

Chunyu Yue stepped forward: ”Reporting to Your Majesty, from the Nine Provinces State Mansion Academy, five thousand students from various states have come to enter the Capital City Academy and are preparing to take the court exam.”

”Who will oversee this exam?”

”Please, Your Majesty, issue a decree.”

At this time.

A year has passed.

The second group of students from the State Mansion Academy must also undergo examinations to enter the court as officials.

And a year ago, many students from the first group had already passed the examinations and entered the court as officials.

As for the examiner of the first exam, it was naturally Zhao Feng.

”Grandfather Emperor.”

”Students are the future pillars of Qin, and your grandson requests permission to supervise the exams.”

Zhao Qi immediately requested.

”Very well.”

”Qiʼer, itʼs enough that you have such a heart.”

”This time, you are entrusted with the supervision.” Ying Zheng laughed heartily.

”Thank you, Grandfather Emperor.” Zhao Qi replied happily.

”How is the situation of the academies across the realm?” Ying Zheng looked at Chunyu Yue and asked.

”Your Majesty.”

”The way of governance, the military strategistsʼ art, martial arts, the immortal path, alchemy, artifact refining, formations... the essence of the Hundred Schools, since the County School Palace was established, have been offered in many fields. Today, students do not study a single discipline alone but encompass various paths of Qin.”

”Each school has its own strengths.” Chunyu Yue excitedly reported.

”This is excellent.”

Ying Zheng nodded: ”Qin will not exalt any single path above others but will take the strengths of the Hundred Schools to bolster the national power of Qin.”

”Your Majesty is wise.”

The ministers all shouted in unison.

At this time!

Ren Xiao hurriedly ran into the hall.

”Your Majesty.”

”Something has happened.”

Ren Xiaoʼs face was very grim.

The gazes of all the civil and military officials in the court immediately focused on Ren Xiao.

”What has happened?”

Ying Zheng asked, surprised.

The national power of Qin is so strong now, what could have happened?

”I just received an urgent report from Guanzhong.”

”There is a severe drought in Guanzhong.”

”The river has dried up, the Guanzhong Canal is entirely without water, the fields are parched, and the spirit rice has withered.” Ren Xiao said with a serious expression.

Upon hearing this!

The complexion of the ministers in the court instantly changed.

”A severe drought in Guanzhong? How can this be?”

”The river dried up? Fields parched? Spirit rice withered?”

”This is impossible.”

”Since Guanzhong was developed decades ago, there has never been a major drought. Such a drought is impossible.”

The ministers cried out in surprise.

If drought occurred elsewhere, they might be able to understand, but in Guanzhong, where the canal connects the great river, and the Luo River, how could there be a drought?

”When did this happen?” Ying Zhengʼs face also changed, and he asked in a deep voice.

”Your Majesty, traces of dryness were discovered two days ago. The Prefectural Governor of Guanzhong immediately investigated and confirmed it was a drought, reporting immediately today.” Ren Xiao responded promptly.

”A drought?”

Ying Zheng furrowed his brow tightly.

At this moment!

Xiao Heʼs face changed: ”Your Majesty, the Prefectural Governor of Shu County sends a report, thereʼs a drought in the Shu Region. Besides the Shu Region, the Duchang Territory is also suffering from drought, with parched fields and withered spirit paths.”

”What?”

”All three of Qinʼs granaries have suffered droughts?”

”This is too strange, isnʼt it?”

”Moreover, these three places are thousands of miles apart, how could they be so coincidentally afflicted?”

The ministers were all stunned.

These three drought-stricken areas are too coincidental, arenʼt they?

Because all three areas are granaries of Qin.

Without waiting for Ying Zheng to recover.

Han Feiʼs expression also changed, as if he received a report through the Tian Xuan Mirror.

”Your Majesty.”

”The Qingzhou Governor, Jizhou Governor, and Governor of Yu State report.”

”There is a major epidemic in several states and counties.”

”Many citizens have already been infected by the epidemic.”

”It was discovered two days ago, and today it is confirmed as a major epidemic.” Han Fei said with a heavy expression.

As soon as these words fell.

The faces of all the ministers in the court changed dramatically.

Drought!

Major epidemic!

Natural disasters and man-made calamities!

These are almost impossible to encounter simultaneously, yet now they have appeared at the same time, and they cover multiple major states of Qin.

This is really too strange.

”Your Majesty.”

”What on earth is going on?”

”The arrival of this severe drought and major epidemic is too suspicious, as if it is deliberately orchestrated.”

”Could it be the Immortals and Gods bringing disaster?”

Lv Buwei said with a grave expression.

...
