The room fell quiet for a moment as the advisors considered the various elements that would go into planning such an event. It was no small task to coordinate a celebration of this magnitude, especially one that would last well into the night and involve so many moving parts.

Chen Qun, the meticulous administrator, spoke up next. ”We must also consider the logistics, my lord. Fireworks require careful preparation, and we’ll need experts to ensure they are handled safely. Additionally, the influx of people into the city could strain our resources. We should increase our supplies of food and drink to accommodate the larger crowds, and set up temporary stalls and vendors throughout the city to distribute them.”

Mi Zhu, who was responsible for much of the financial management of Xiapi, nodded in agreement. ”The economic impact of such a celebration will be significant, but it could also be an opportunity. With the expansion of the city, we’ve attracted new merchants and traders. This event will showcase Xiapi as a thriving trade hub, encouraging even more commerce in the future.”

Yi Ji, the quiet but astute adviser, added, ”And we mustn’t forget the cultural aspect. A grand celebration like this could include not just fireworks and feasts, but also performances—music, theater, and poetry readings. It would elevate the event beyond just a military or political statement and showcase the cultural richness of Xiapi.”

Cai Yong, the renowned scholar and artist, smiled at Yi Ji’s suggestion. ”I would be happy to contribute to such performances, my lord. Perhaps we could invite renowned poets and musicians from across the region to perform at the event. It would show that Xiapi is not only a center of strength but of learning and culture.”

Lie Fan considered all these suggestions carefully, weighing the different components of what would be a historic event for the city. The celebration would be a chance to showcase the strength, unity, and culture of Xiapi, and it was vital that every aspect of it was executed perfectly.

Finally, Sima Yi, who had been listening quietly for most of the meeting, spoke up. His tone was measured but thoughtful. ”My lord, everything discussed so far is necessary for the success of this event, but there is one more consideration. Timing.”

Lie Fan raised an eyebrow. ”Go on.”

Sima Yi continued, ”We must be strategic in when we hold this celebration. While it marks the completion of the expansion, it could also serve as a reminder to our enemies of your growing power. Holding the celebration at a time when we are at full military readiness, perhaps shortly after strengthening our alliances or consolidating power in nearby regions, would send a clear message. Not just to our people, but to anyone watching.”

A murmur of agreement spread through the room as the others considered Sima Yi’s point.

Lie Fan nodded thoughtfully. ”You’re right, Sima Yi. The timing must be carefully considered. We will hold the celebration when we are ready, and when we can make the greatest impact.”

He stood, signaling the end of the meeting. ”Thank you all for your contributions. We have much work ahead of us to make this celebration a success, but I have no doubt that it will be a defining moment for Xiapi and for all of us. Let’s begin preparations.”

With that, the meeting adjourned, and the council members filed out of the hall, already discussing the next steps. Lie Fan remained for a moment, looking out over the city through the large windows of the hall. Xiapi had grown into a beacon of strength and prosperity under his leadership, and this celebration would be a testament to that.

But even as he looked forward to the festivities, Lie Fan knew that this moment was not just about celebration. It was a signal to the world that he was ready for whatever challenges lay ahead and beginning to show his ambition.

With his advisors at his side, his army ready, and his people united, Lie Fan felt confident that they would face the future with strength and determination.

The grand celebration would be a public display of his city’s growth and prosperity, but privately, he knew it was much more. It was the beginning of a new era in Xiapi, one that would place him among the most powerful warlords of the era, even if he hadn’t yet openly declared his ambition.

While others, like Cao Cao, had made their desires clear, Lie Fan remained quietly building his power base, his ambitions concealed behind careful political moves and a reputation for stability.

His mind wandered to the palace under construction—a palace that would serve not only as his official seat of power but as a symbol of his rising influence. The palace was designed to be grander than any other structure in Xiapi, a testament to his vision of the city as the beating heart of his domain. When completed, it would cement his status, allowing him to conduct his rule with the authority befitting a true contender for power in the fractured land.

Unlike other warlords, he had not yet made any overt claims to higher titles, but his actions spoke louder than any proclamation. In the eyes of many, including his own people, he was already more than just the Governor Of Xu Province. The Han Dynasty, while still existing in name, had been left in the hands of ambitious men who were effectively carving out their own kingdoms.

Lie Fan smiled faintly. While he hadn’t openly declared any ambitions beyond his current rule, his plans were moving into place. Cao Cao and others would not attack him or move against him just yet, for he had not given them any overt reason.

Liu Bei might wrap himself in virtuous rhetoric about restoring the Han, but Lie Fan understood the game of power. Public perception mattered, and for now, he was content to let others think he was simply a dutiful governor, focused on his city and the welfare of his people.

But he knew better. The time would come when his ambition would no longer be a secret, and when it did, he would be ready. For now, though, all focus was on the grand celebration that was fast approaching.

Once the meeting had ended, Lie Fan’s advisors immediately set to work overseeing the preparations for the grand event. Production of gunpowder was increased throughout the city to ensure that enough fireworks would be ready for the festivities.

Artisans and craftsmen were tasked with preparing elaborate designs, while skilled artisans were brought in to perfect the firework displays. The night sky above Xiapi would be transformed into a spectacle that would awe the people, marking the completion of the expansion project and signaling the city’s continued rise.

The announcement of the celebration spread quickly across the city, and it wasn’t long before the people of Xiapi were buzzing with excitement. The news was met with cheers and enthusiasm. After years of hard work and witnessing their city transform before their eyes, the citizens were eager to celebrate.

Merchants, always looking for opportunity, began stocking up on supplies, knowing that the influx of visitors and the celebratory atmosphere would provide ample business. The streets buzzed with the sounds of market stalls setting up, and traders began to advertise their finest goods in anticipation of the festival.

In response to the increased activity, a new patrol schedule was created. Guards were instructed to increase their vigilance, patrolling the streets day and night to reduce the risk of crime. Extra forces were stationed at key points throughout the city to ensure that the celebration went smoothly.

It was vital that the event proceed without any disruptions, not only for the enjoyment of the people but also as a statement to Xiapi’s enemies. The Oriole, Lie Fan’s shadowy intelligence force, would be deployed to monitor the situation discreetly, watching for any sign of unrest or sabotage.

The celebration would not only be a time for festivities but also a demonstration of Lie Fan’s control and order. The presence of elite guards and hidden operatives ensured that any threat, whether internal or external, would be swiftly dealt with.

While Lie Fan’s advisors focused on the logistics of the celebration, Yu Yan, Lie Fan’s mother, saw an opportunity of her own. Having long overseen the successful Yu Clan Merchant Group, she recognized that the grand celebration would be an ideal time to assess the next generation of leaders within her family.

The Yu Clan Merchant Group had grown into a major player in the market, rivaling other powerful merchant families like the Zhen Clan, Mi Clan, and Lu Clan.

Yu Yan knew that for Lie Fan’s ambitions to fully materialize, it was critical to have the backing of a strong economic base, and the Yu Clan Merchant Group had become one of the cornerstone of that power.

She gathered her daughters-in-law—Diao Chan, Cai Wenji, Ying Yue, and Lu Lingqi—and brought them into the fold of managing the merchant group. While the celebration was being planned, Yu Yan also set in motion plans of her own to test their abilities.

She wanted to identify a worthy successor who could eventually take over leadership of the merchant group, someone who could handle the complexities of the marketplace while also advancing the Lie Clan’s interests.

”You have each shown great strength in your own way,” Yu Yan said to them during one of their meetings. ”But the time has come to see who among you can handle the weight of leadership. The grand celebration will draw many influential merchants and traders to Xiapi. You must ensure that our merchant group capitalizes on this opportunity. It’s not only about profit but about forging new alliances and securing resources that will strengthen our position.”

The women, each with their own talents, listened intently. Cai Wenji, with her sharp intellect and cultured background, had a keen sense for negotiation and diplomacy. Diao Chan, graceful and strategic, understood the importance of influence and persuasion.

Ying Yue, ever practical and grounded, excelled in the logistics and management side of trade. And Lu Lingqi, though more accustomed to martial matters, had proven herself capable of leadership and quick decision-making.

Yu Yan’s task was not just about running a business—it was about selecting someone who could complement Lie Fan’s political and military strategies with economic acumen.

The Yu Clan Merchant Group was not merely a commercial entity; it was a powerful tool in the larger game of power and influence that Lie Fan was playing. The one who would take over the merchant group would need to be shrewd, adaptable, and above all, loyal to the Lie Clan’s cause.

As they began their work, Yu Yan kept a watchful eye, offering guidance when needed but ultimately allowing her daughters-in-law the freedom to prove themselves.

As the days passed, Xiapi underwent a transformation in preparation for the celebration. Colorful banners and decorations began to line the streets, and temporary stages were erected in key areas of the city for performances.

Musicians, dancers, and actors from across the region were invited to take part, their talents adding to the cultural richness of the event. Cai Yong, with his vast network of poets and artists, had taken a personal interest in organizing the performances, ensuring that they would be of the highest quality.

The city’s markets became even busier as merchants prepared for the influx of people. The atmosphere in Xiapi was electric, filled with anticipation. It was not just the local populace who were excited; travelers from neighboring cities and regions began arriving, drawn by the promise of celebration and opportunity.

The event had become much more than just a local affair—it was becoming a regional one, with Xiapi at the center. Even among the common people, there was a palpable sense of pride. They had witnessed their city grow from a fortified settlement into a sprawling metropolis, and now they would have the chance to celebrate their part in its success.

Lie Fan, watching the city come alive with such energy was a reminder of why he had worked so hard to build it. Xiapi was not just a city; it was a testament to his vision, a place where people from all walks of life could come together, thrive, and contribute to something greater. And as the day of the celebration approached, he felt more certain than ever that this was only the beginning.

He stood on the balcony of his residence one evening, looking out over the city as the sun began to set. Soon, this skyline would be illuminated by the bright flashes of fireworks, and the streets below would be filled with people celebrating his achievements.

The palace, when finished, would dominate the city’s landscape, and from there, he would govern not just Xiapi, but the vast territories that would surely follow. Lie Fan’s ambition was no longer a distant dream. It was becoming a reality, piece by piece, and the grand celebration would be the moment when everyone would begin to see it.
