The Shadow of Great Britain

Chapter 1533: Chapter 260: Pointing Out the Way_3

Not to mention, at least when he was counting the number of prostitutes for Scotland Yard, he did not dare to be as refined as Napoleon, reporting to Parliament that prostitutes accounted for only 0.02% of the total number of women in London.

Why didn’t Arthur dare to report like this?

Sir thought about it and concluded that the main issue was at the level.

The gap between a First Empire Emperor-level European official and an Assistant Commissioner-level official at the Greater London Police Department is indeed insurmountable.

Even Napoleon himself was not bothered to cover up his backdoor dealings, because Arthur heard directly from Talleyrand: the focus of voting is not on the numbers, but on showing the opposition in Europe and domestically how France kowtows to him. This is a classic Napoleon-style demonstration.

Obviously, Arthur was not naïve enough to think that he could make Parliament and the Cabinet kneel to him.

If he really planned to do so, let alone participating in a pleasant task like the winter swimming competition at the Ganges River, being sent to Australia to establish a colonial security agency would already be Agares secretly exerting influence.

However, in this regard, Napoleon and Tsar Nicholas I have certain similarities.

The only difference is that Napoleon’s level was indeed higher than Tsar Nicholas I, and with the support of military victories, there were indeed quite a few people in France who sincerely voted for Napoleon back then.

Arthur shared the anecdotes of Paris with this group of young people, eventually lightening the heavy atmosphere caused by the brutal suppression of the Lyon workers’ uprising.

”Napoleon’s nephew...” Herzen muttered, ”I can’t believe you actually know such a person.”

”Is it strange?” Arthur joked, ”You also know quite a few strange people. Remember that time in Leipzig? There was a member of Young Italy, Mr. Garibaldi; I reckon he’s already reached South America by now.”

”Of course, I remember Dumas, Heine, Garibaldi, and Otto...”

The young people’s eyes filled with a happy recollection, and every time they thought back to that day, it seemed like a dream to them.

However, Arthur timely interrupted their memories, looking at Herzen, both kindly and somewhat maliciously mentioning, ”And Mr. Carl Schaper, how could you forget him? If Heine hadn’t later written to me explaining the situation, I would’ve still been in the dark until now.”

”Mr. Carl Schaper? What happened to him?”

Arthur candidly replied, ”As you know, I was the Academic Director and National Special Representative at the University of Gottingen at the time. The reason the German Confederation established National Special Representatives at the universities was the Frankfurt garrison incident last April, where a group of students stormed the Frankfurt arsenal. Later I found out that Mr. Schaper was one of those students. He was wanted by the German Confederation and fled to Switzerland to join Mazzini’s Young Italy, and was later sent by Mazzini to organize the Genoa uprising with Garibaldi. Garibaldi intended to take him to South America, but Schaper unexpectedly disembarked at Calais midway, sneaked into Paris, and formed a secret organization called the Association of the Just with many German political exiles residing in France.”
