Empire Rising: Spain

If it was claimed that a few years ago a 70% illiteracy rate was greatly exaggerated, then the current illiteracy rate of less than 35% is not considered poor in the whole of Europe.

Although the major powers such as England, France, and Germany have lower illiteracy rates, they are after all extremely developed major powers.

Europe still has vast areas with a large number of illiterates and low-income populations, whose existence also lowers the average educational and income levels in Europe.

Looking across Europe, Spain’s average educational level and illiteracy rate are not poor; at least it ranks medium.

Especially compared to Russia, another major power, Spain’s achievements in education are not bad. In Russia, the majority of the population are illiterates, and it is extremely difficult to popularize education.

Do not overlook that Russia has undergone reforms, but they are not completely thorough. Farmers are still at the bottom in Russia; not to mention educational rights, even the most basic human rights are not respected.

Of course, a large population is also one of the reasons for Russia’s strength. The name of the European bulldozer is world-renowned, also making Russia one of the five major traditional powers in Europe, comparable to England, France, Germany, and Austria.

Further powers like the United States and Italy are still considerably distant from Russia. It is precisely because of this that even if Russia performs poorly in terms of average income and education, it remains a major power, and a major power without any disputes.

”The Ministry of Education did very well; you have not disappointed Prime Minister Prim’s expectations,” Carlo said with a satisfied look towards Minister of Education Gerard Wilson, still quite recognizing this capable Minister of Education.

More than a year ago, Gerard Wilson proposed a dual-track education model, advocating for parallel development of general education and technical education, while nurturing the highly educated and high-tech talents that Spain lacks.

Currently, dual-track education has begun to be implemented in Spain, expected to yield results shortly. Especially with the establishment of technical schools by the Spanish Government, a large number of technical trainees have already been enrolled.

Once these trainees complete their technical training, they will transform into the highly needed advanced technical talents in Spain.

Minister of Education Gerard Wilson, who proposed this system, has long earned Carlo’s recognition and support, successfully staying on as Minister of Education.

Upon hearing Carlo’s remarks, Gerard Wilson breathed a sigh of relief.

Though he earned Carlo’s trust with his abilities, he was after all appointed by Prime Minister Prim and belonged to the Progressive Party.

If Carlo was displeased with the way Prime Minister Prim previously monopolized power and intends to completely sever the current Spanish Government from Prime Minister Prim, then there’s a significant chance he would say goodbye to the Spanish Cabinet Government, ending his political career.

Currently, it seems Carlo has no intention of completely severing ties with Prime Minister Prim. Gerard Wilson, as a minister from the same party as Prime Minister Prim, can still remain in the position of Minister of Education to display his brilliance.

”All of this is due to Your Majesty’s efforts,” Gerard Wilson strategically flattered, while secretly expressing his attitude: ”Without Your Majesty’s support for the dual-track education system I proposed, the education department wouldn’t achieve such remarkable success.

If there must be a greatest contributor to the development of education in Spain to date, I believe it should be Your Majesty. The education department still needs Your Majesty’s guidance; I will continue to dedicate my efforts under Your command, adding bricks and mortar to Spain’s education cause.”
