Empire Rising: Spain

In addition, with the continued emphasis on industrial development in the future, it is apparent that the industrial department, managing so many affairs, is somewhat overwhelmed and might overlook certain aspects of development.

It is very necessary to split the construction of railways and highways and other transportation-related departments to establish a separate transportation department.

Even though this seems like creating a position for Ruiz, it is actually an idea that Prime Minister Prim has had for a few years now.

Just like when the internal affairs department was split into the security and livelihood departments, with the development of Spain, changes to the departments of the cabinet government are also very necessary.

With this in mind, Prime Minister Prim no longer hesitated and instructed his subordinates to submit a report on the reorganization of the cabinet government to the House of Representatives.

Soon, after the cabinet elections, the House of Representatives ushered in another rather large meeting.

Regarding the restructuring of cabinet departments, the members of the House of Representatives are very attentive. It should be known that for each additional cabinet department, there is an additional cabinet member.

The gap between a regular government minister and a cabinet minister is significant. A cabinet minister, also called a Cabinet Minister, can participate in cabinet meetings and propose their decisions and suggestions.

While regular government departments are also important, as long as there is no qualification to attend cabinet meetings, there is inevitably a lack of power.

Previously, there were only 10 people in the cabinet department, including Prime Minister Prim, making it very difficult to enter the cabinet department.

Even if the cabinet department increases by only one, it increases one’s chance of joining the cabinet in the future, which is a primary focus for these members.

With this mindset, the House of Representatives passed Prime Minister Prim’s cabinet restructuring report with an extremely high vote rate, successfully splitting the industrial department into the Ministry of Industry and the Ministry of Transportation, increasing the cabinet seats to 11.

Before Prime Minister Prim submitted the plan to the House of Representatives, he had already shown the entire plan to Carlo in advance and reported his complete thought process.

In fact, Carlo also envisaged splitting the industrial department, establishing the transportation department separately, specifically managing the construction of roads and railways within Spain.

When Prime Minister Prim proposed splitting the industrial department, although it appeared to consider the development of the industrial department, it was actually to find a suitable placement for the former Minister of Industry Ruiz and to weaken the industrial department’s importance.

After all, the leaders of the industrial and agricultural departments are Carlo’s confidants, and with the more conservative Duke Serrano, Carlo’s influence in the cabinet government is already substantial.

It is very normal for Prime Minister Prim to do this, as he must ensure his influence over the cabinet government, which is the fundamental condition for him to push through reforms.

If he cannot even control the cabinet government, how can Prime Minister Prim promote reforms and improve the development of the entire Spanish nation?

This proposal is clearly the best way to address Carlos’ demand for the Minister of Industry position. It satisfies Carlo’s demands, ensures his subordinates do not become dissatisfied, and further enhances his control over the cabinet government, making it a win-win-win situation.

Carlo, naturally, would not oppose Prime Minister Prim’s plan, as there is no reason to oppose it. Moreover, splitting the industrial department now indeed has its benefits; it’s just that Canovas’s industrial department governs fewer domains and has slightly less authority.

The opinion of the House of Representatives no longer needs consideration; this is a plan proposed by Prime Minister Prim and could not be vetoed by the House of Representatives.

A few days after the House of Representatives announced passing the plan to split the industrial department, newly appointed Minister of Industry Canovas came to the Madrid Royal Palace to seek an audience with Carlo.

Before coming to the Madrid Royal Palace, Canovas had given it careful thought. He understood that seeking Carlo’s audience would not change any outcome, but whether he came or not clearly meant two different conclusions.

“Your Majesty.” Upon seeing Carlo, Canovas respectfully performed a Spanish noble salute, his attitude exceedingly sincere and submissive.

“Is it about the splitting of the industrial department?” Carlo smiled, nodding, signaling Canovas to sit on the luxurious sofa beside him.

With Carlo’s indication, Canovas dared to sit down. However, during the sitting process, he was very cautious, only occupying half of the seat, embodying the demeanor of a very submissive and loyal subject.

For Canovas’ display of submissiveness, Carlo was quite satisfied. Carlo appreciated that Canovas realized his position, aligning himself with Carlo and the Royal Family, which is what a noble and a member of the Royalist Party should do.

It should be known that nobles and kings share a common destiny. If the king were gone, what reason would there be for the existence of nobles?

Spain, despite having an extremely large number of nobles, has only a few nobles who could be relied upon. Nobles like Prime Minister Prim and Duke Serrano are essentially entrepreneurs who earned their noble titles through their abilities.

And among those who inherited their titles for many generations, spanning even hundreds of years, there are some capable individuals, but most have abilities that could only be described as abysmal.
