Weaves of Ashes

Chapter 569: Chapter 564: What Keeping Means

Location:The clan floor, Mid Realm

Date/Time:1 Blazepeak 9943 AZI, Kindleday

Realm:Mid Realm

Thorgrund had been holding a letter since the fifth of Emberrise and had not been idle about it, which is a distinction most people cannot see and every dwarf in that hall could.

It sat in the third drawer under a pattern-book he had not opened in years, and he had taken it out on seven separate occasions and read it and put it back, and on five of those occasions he had afterward gone and done something else about it that was not writing a reply.

His clan-sister’s hand. Two pages, and the first page was about the school at Vor Hakkun and the intake and a boy from the eastern holdings who had a good eye and no patience, and Hilgrund had spent a full page on that before she came to it, which was not evasion. It was ordering. You put the living work first.

Then the second page.

A black dragon came to me on the working days and asked for a Seal to the Lower Realm at any price and would not say why. I refused her because a holding cannot issue one and because she would not say why, and the second half of that is mine and I will own it. She is Heiteng’s woman, out of his own house. She has not gone home.

And then, at the bottom, in the same flat hand, the thing he had read seven times:

I have watched our own go down without one. You know what comes back. I do not think she is going to be argued out of it and I am not certain she should be, and I do not know what to do with that, so I am giving it to you.

***

He had granted the Seal.

That was the part nobody in that hall knew except the four who had to, and it had taken him six weeks, which in the clans is not slow, and he had not enjoyed a single day of it.

A Seal to a foreign applicant with no clan standing who will not state a purpose has been refused eleven times in the recorded life of the clans, and there is a reason it has been refused eleven times, and the reason is not that dwarves are mean with them. Thorgrund had gone back through all eleven. He had sat in a stone room with four hundred years of minutes and read what the signatories of those days had written, and what they had written, every time, in eleven different hands across an enormous span of years, was some version of the same sentence.

We do not know what she wants it for, and we are the only people in three realms who know what it is.

At the end of the fourth week he came out of that room and went up to the surface, which he does perhaps twice a year, and stood in the wind for an hour.

Then he had granted it.

Not because she was Heiteng’s. Not because of the alliance, which he had deliberately kept out of the room and had written a note to himself about keeping out of the room. The granting came out of going back through Hilgrund’s second page for the seventh time and understanding, finally, what his clan-sister was actually telling him, which was not help this woman.

It was: she is going anyway.

And a Seal is not permission. A Seal has never once in the history of the world been permission. It is a place to stand where the Laws do not look, and if the woman is going down that road whatever anybody writes on a piece of paper, then the only decision in front of a signatory is whether she goes down it hidden or in the open, and there is no version of that question that takes six weeks.

It took him the six weeks anyway.

***

The Seal came back on the twenty-second of Scorchwind with Orvik, who had carried it up to Vor Hakkun and had waited nine days and had then carried it down again.

”She left the morning after the Void Days,” Orvik said. He had put his pack down and had not sat. ”Hilgrund said she went on foot and did not take to the air until she was clear of the last chimney, and that was the last anybody there had of her.”

”Where.”

”East.”

”East is not a direction in that country; it is an absence of one.”

”That is what I said.” Orvik is thirty-one and does not fidget, and did not. ”There is more, and I would rather have it in order.”

”Then have it in whatever order it happened in.”

”I came back down by the Ashmarch gate because the Kell road was out.” He worked his shoulder, which is a thing he does when he has decided a thing matters. ”There is one of ours on the departures floor there. Bekka, of the Undermarch. She does not sit the table — the table is a human, name of Ferrin, and he reads the papers and hands them back and that is the whole of his morning. Bekka works the rail. Nine years of moving a line past that table, and I had a night in the Slagrows and I put four questions to her the way you put questions to somebody who does not know she is being asked any.”

Thorgrund waited.

”Twelfth of Sparkfall. Morning traffic. A woman went down on Temple papers, envoy, posting south, complaining about it.” Orvik’s face did not change. ”Bekka never touched the papers and never heard the complaint and remembers perfectly well that there was a woman in that line who was not a woman.”

”On what?”

”She does not know. She says it the way you say a wall is out of true.” He rolled the shoulder again. ”She has been nine years putting people past that table and into a hole in the world, and she has an opinion about every one of them and she is right about nearly all of them, and she said that one has stayed with her since Sparkfall and she has not been able to put it down, and she has not told one living soul because there is nothing to tell.”

”And you asked her nothing directly.”

”Not one thing. I asked about the weather on that floor, and about whether the tally work had got worse, and she gave me the rest of it herself in under an hour because she has been carrying it since Sparkfall and I was a dwarf at a table who was not in a hurry.” Orvik picked his pack up. ”I did not give her a name and I did not give her a reason and she will not connect it to anything, and if I have judged that wrong I would like to be told so now rather than in a year.”

”You have not judged it wrong.”

Thorgrund sat with that a moment.

A dwarf on a departures floor is not a guard and is not an official and is not, by any arrangement anybody has ever written down, anybody’s eyes. Bekka of the Undermarch stands at a rail in a hall on a world her people came down to a very long time ago, and moves a queue along, and the people in it walk into a hole in the world and are not her business afterward.

And she has done it nine years.

That is the thing the other races have never once worked out about dwarves, and Thorgrund had long ago stopped expecting them to. It is not that his people are watchful. It is that they stay. A human at that table is there for four years and then there is a different human. A dwarf on that rail is there for nine and will be there for ninety, and after the first decade the floor is no longer a job, it is a thing she knows the way she knows her own hands — and a woman who knows a hall that well does not need to be handed a document to know what a wrong one looks like.

Nine years, and one in that whole time had stayed with her.

”Did she say what she felt about it?”

”I asked her that sideways as well.” Orvik had the pack on his shoulder and did not put it down again. ”She said she hoped the woman was going somewhere worth it.”

***

So it was a fact.

Thorgrund sat with it on the first working morning of Blazepeak with the Seal on the table in front of him — granted, signed, sealed, six weeks of his life and four hundred years of minutes, and worth precisely nothing now and for the rest of time, because you cannot hide a woman who is already on the other side.

She had gone down on the twelfth of Sparkfall.

He had granted it on the eighteenth.

Six days. Hilgrund had written on the first working day of the year, and it had come down the deep road — which does not use the surface and does not ask the weather for anything — and reached him on the fifth of Emberrise, and he had read it seven times and spent the six weeks deciding, and he had been six days late, and there was not one thing in that whole chain that he could point at and say that should have gone faster, and that was not a comfort and he did not try to make it one.

The Seal went into the drawer under the pattern-book, where the letter had been.

Then he sat for a while longer, because the next part was the real one and he had known it was coming since the seventh reading.

***

Refusing her had been clan business.

That is the whole of why four months was not idleness. A Seal refused is a thing that happens inside a stone room between dwarves, and it is nobody else’s, and it has been nobody else’s since before there was anybody in three realms to be curious about it. Thorgrund could have refused her and died forty years later with nobody outside that room ever knowing she had asked.

Hilgrund had settled that question in Emberrise without consulting him.

She had written two letters on the same morning. One came down the deep road to him. The other went out of the mountain onto the surface and turned for Zhū’kethara, and the line she had put in it was the one he had not been able to get out of his head since:

A full and unconditional alliance means what it says, and dwarves have never in their history had one to keep.

So whether a foreign king gets told that a woman of his sworn brother’s house came to a dwarf holding asking for a Seal had been decided four months ago by his clan-sister, on her own authority, in a mountain she holds while it is being opened.

Thorgrund had read that sentence eleven times and had not disagreed with a word of it.

Hers is still on a road. It has been on a road since Emberrise and it will be for a good while yet, because anything that leaves dwarf ground goes at the speed of the surface, and the surface is the Upper Realm, and the Upper Realm is enormous.

And hers says a black dragon asked and was refused.

His has to say the rest.

That is a different letter and it is not the same act. Hers put a courtesy on a road. His puts a death on one — it goes out of the mountain and lands somewhere, and it lands on a man who will do something with it, and the something is not in Thorgrund’s hands and will not be. ℴ

It was not glorious.

It was an old dwarf in a stone room on a working Kindleday, deciding whether to put very bad news into the hand of a king he had never met, about a woman he had never seen, concerning a thing his own people have spent their entire history declining to explain to anybody.

That is what keeping means, as far as Thorgrund had ever been able to work out. Not the grand part. The part where the alliance asks you for something small and unpleasant and entirely unwitnessed, and you do it, on a Kindleday, because you said you would.

***

He wrote it himself and he wrote it short.

That was deliberate and he thought about it for most of an hour. There is a way of writing a thing like that which buries it — the courtesies, the context, the four paragraphs of what a Seal is and why a holding cannot issue one — and a man reading it comes out the far end having understood everything except that somebody is going to die.

So: four facts, in order, and nothing else.

Da’Ren. My clan-sister has written to you already and you may not have it yet. This is the part that came after.

A black dragon of the house of Heiteng came to Vor Hakkun on the working days of this year and asked for a Realm Seal to the Lower Realm. She would not say why, at any price.

She was refused, because a holding cannot issue one. The matter came to me and I granted it on the eighteenth of Sparkfall.

She did not go home. She went down on the twelfth, without it.

The whole of it got read back twice.

Then he added one more line, and it took him longer than the other four together, because it was the only part that was his own and not a record.

I am told what going down without one does. I am telling you because my clan-sister wrote the word unconditional on a page in Emberrise and I find that it means I do not get to decide that this is not your business.

***

Orvik took it out at the second bell, with a second man, which is standing practice for anything that leaves the hall over a signatory’s mark.

It goes up the long road to the gate, and through, and then across the whole of the Upper Realm by whatever route the road is giving that season, and it does not go quickly. Thorgrund had asked and had been told between nine and fourteen days if nothing went wrong, and nothing ever goes entirely wrong and nothing ever goes entirely right.

Thorgrund stood at the top of the stair and watched them out, which he does not usually do.

There was a girl from the school at his elbow before they were properly out of sight, twelve years old, with a query about a wedge angle that could have waited a week and had been waiting four days, and Thorgrund took the slate off her and looked at it and gave her the answer and then gave her the reason for the answer, which took rather longer and was the part she had actually come for.

She went away entirely satisfied.

Then he went back down into the mountain, where the fires were.

He had done the thing. That is the whole of what a man gets out of a morning like that one, and Thorgrund had been signatory long enough to have stopped expecting more — no relief in it, no cleanness, nothing that felt like having helped anybody. A letter on a road, going somewhere it would land badly, because four years ago people he had never met wrote a word down and the word was unconditional.

He did not think about it again until the day somebody came back about it, which was not for a very long time and was not Orvik.
